Responsibilities

Within assigned authority, the Programme Officer will be responsible for the following specific duties:

• Develop, implement and evaluate assigned prevention programmes/projects; monitor and analyze the prevention project development and implementation; review relevant related documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
• Carry out general and administrative arrangements for the assigned prevention programmes/projects, including preparation of funding requests and briefs, project progress and implementation delivery rate reports, as well as liaise with regional, national and donor authorities, United Nations agencies and other international and regional organizations.
• Perform consulting assignments for programming on drug demand reduction initiatives, with a particular focus on drug prevention in consultation with the relevant UNODC field representatives and in collaboration with the governmental counterparts in geographical regions and countries assigned by the Prevention Programme Officer. Support initiatives to summarize and disseminate scientific evidence in the field of drug prevention.
• Research, analyze and report on data gathered through the Annual Reports Questionnaire and other diverse sources, as it pertains to drug prevention responses of Member States.
• Identify and enter into agreement with International Research Institutions to support the adaptation, monitoring and evaluation of evidence-based prevention programming.
• Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc..
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc..
• Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities.
• Lead and/or participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc..
• Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
• Advise trainers, experts, computer specialists, consultants and other resource persons in their preparations for, and participation in project activities.
• Act as a resource person and /or moderator in workshops, seminars, training courses and meetings.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties of PTRS, as required.

Education

Work Experience

A minimum of five years of progressively responsible professional work experience in the development, implementation, management and evaluation in drug demand reduction projects/programmes that includes a focus on drug use prevention is required.

Experience in the prevention of communicable or non-communicable disease at the international level is desirable.

Experience with scientific publications in the field of prevention of drug use is desirable.

Experience in data analytics or related area is desirable.

Languages

Responsibilities

Within assigned authority, the incumbent is responsible for undertaking the following specific duties/tasks, in close coordination with the Programme Officer (P-4) in the Office of the Chief.

• Provide advisory functions to the Chief of the Branch on overall policy issues and related strategic decisions. Perform coordinating functions to ensure that the planning and programming of the Branch are undertaken in line with the UN Global Counter Terrorism Strategy, and the UNODC strategy, and in coordination with relevant UNODC programmes and with other UN partners within the framework of the UN Global Counter Terrorism Coordination Compact, including the UN Office for Counter Terrorism (OCT), the UN Security Council Counter Terrorism Committee (CTC)/Counter Terrorism Executive Directorate (CTED), as well as other specific Committees (1267 and 1540), and in coherence with UN system-wide counter-terrorism efforts.

• Take active part, representing TPB’s programme, in different intergovernmental and inter-agency meetings and undertake consultations with representatives of Member States.

• Serve as a coordinator for planning and implementing the responsibilities of the Branch pertaining to work cluster on “Policy and UN System Coordination” and the implementation of the UN Global Counter Terrorism Coordination Compact: identify, elaborate and take lead to implement required programme initiatives and work plans; identify, arrange for, coordinate and guide services of external experts; lead monitoring of developments, assess implications and formulate policy and programme responses and related recommendations for consideration by senior management; undertake required programme self-assessments and evaluations; perform/contribute to substantive supervision and guidance of staff assigned to the work cluster; participate in and undertake consultations with senior and working level officials of Governments and international organizations on matters pertaining to the work.

• Carry out coordination for the conceptualization and preparation of policy and programmatic reports, briefings, and identification of recommendations for UN oversight and inter-governmental forums, including the Commission on Crime Prevention and Criminal Justice, the Economic and Social Council, the General Assembly, the Security Council, the United Nations Congress on Crime Prevention and Criminal Justice and other pertinent policy, legislative, and technical bodies. Provide substantive servicing for the relevant agenda items of the meetings of these bodies. Provide policy, substantive and procedural advice and liaison to requesting delegations of Member States.

• Prepare and contribute to thematic substantive publications and other specialized products.

• Prepare programme development and related funding proposals and actively contribute to activities related to programme development, fund raising and fund management (including programme/project preparation and submissions), prepare related documents/reports (pledging, work programme, programme budget, etc.) and technical briefings and liaise with donors and recipients, as required.

• Attend policy-making and expert group meetings to monitor, analyze, and advise on events and discussions.

• Provide management support to the Chief of the Branch. Participate in and contribute to the substantive coordination of activities with other UNODC entities, Member States, and external partner organizations. Perform lead responsibility for the preparation and coordination of Branch level inputs for programme planning and reporting. Contribute to managing human and financial resources, supervising staff and experts, carrying out programmatic/administrative tasks necessary for the proper functioning of the assigned substantive area, including preparation of budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and result-based management.

The incumbent will contribute to the monitoring and evaluation of the implementation of delegated authorities, through inter alia, the Human Resources Management Dashboard, Service Level Agreements, and the Senior Managers' Compact, Delegation of Authority Platform. Within assigned authority, the Associate Human Resources Officer (Coordination and Communications) will be responsible for the following specific duties:

Coordination of HR related activities:
• Assist with the preparation and implementation of the Service’s work programme, by conducting regular reviews and identifying deviations from plans, proposing corrective measures as needed.
• Contribute to monitoring HR work programme implementation and participate in the preparation of statements, reports and other materials requiring a consolidated response from the HRMS.

HR Communication:
• Assist in building knowledge and awareness among programme managers, senior managers and staff at large regarding staff rules, regulations, guidelines, and procedures related to entitlements ensuring their consistent application.
• Assist HR management in streamlining communications with clients and providing consistent guidance, including identifying mechanisms to make published information readily accessible.
• Supervise the work in relation to gathering and collating information on events, new policies, administrative guidelines, and other important updates used for the publication of the HRMS monthly newsletter.
• Provide support in measuring the impact of communication by undertaking survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
• Manage the preparation of the HRMS Client Satisfaction Survey and monitor the results of the Staff Engagement Survey and its implementation.

• Conduct research on precedents, policy rulings and procedures, providing relevant information for decision making.
• Manage various HR communication channels, ensuring messages reach the intended audience (e.g.HR newsletter, special messages and the UNOV/UNODC intranet).

• Compile and present procurement data; prepare all relevant supporting documents and recommend approval of the contract or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official.

• Prepare a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters.
• Prepare Note to File (NFT) for waiver requests and review and clear inter-office memoranda from clients.
• Serve as Lead Requisitioner for recuring commodities, including a review of conference and event management needs across UNODC field operations.
• Develop procurement templates and prepare standard operating procedure as appropriate.
• Support the monitoring, managing and coordination of the implementation of audit recommendations and related responses.
• Contribute, as the prime contact person, to developing and deploying procurement dashboards in line with established key performance indicators (KPIs) for compliance reviews and related monitoring.
• Act as compliance focal point in support of the Chief Procurement Officer.
• Organize and maintain relevant sections of the Client Support Portal as well as of a Procurement Forum to facilitate easy access for clients to services and to a knowledge platform.
• Support the development of various automated tools to facilitate the work of the Procurement Unit.
• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, commerce, engineering, law or a related field is required.

A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professional Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Job - Specific Qualification

Chartered Institute of Purchasing and Supplies (CIPS) Level 4 or equivalent professional certification is required.

Work Experience

A minimum of two years of progressively responsible experience in procurement or requisitioning OR the successful completion of the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

One (1) year or more of experience in data analytics, data management, report design or Power BI is desirable.

Experience in an international organisation, NGO or similar is desirable.

Experience in contract management is desirable.

Experience using the procurement/ supply chain functionality of an Enterprise Resource Planning (ERP) system (SAP or similar) is desirable.

Experience developing complex Terms of References and in working with Technical Evaluation Committees is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language is an advantage.
