Context

The Local Climate Adaptive Living (LoCAL) facility of the UNCDF was designed and launched in 2011 with the aim of promoting climate change-resilient communities and local economies by establishing a standard and internationally recognized country-based mechanism to channel climate finance to local government authorities (LGAs) in LDCs and to increase local resilience, thereby contributing to the achievement of the Paris Agreement and the Sustainable Development Goals (SDGs), particularly the specific goals of poverty eradication (SDG1) and climate action (SDG13). LoCAL increases awareness and capacities to respond to climate change at the local level, integrates climate change adaptation into local governments' planning and budgeting systems, in a participatory and gender-sensitive manner, and increases the amount of finance available to local governments for climate change adaptation. LoCAL focuses on the delivery of four outputs that will directly contribute to increasing local governments’ access to climate finance and building resilience to climate change: • Output 1 – Awareness and capacities to respond to climate change adaptation at the local level are increased; • Output 2 – CCA is mainstreamed into government’s planning and budgeting systems and investments are implemented in line with the PBCRG mechanism; • Output 3 – The PBCRG system is effectively and sustainably established in participating countries and leads to an increased amount of CCA finance available to local government and local economy; • Output 4 – The role of local authorities and of the PBCRGS in addressing climate change are increasingly recognized at international level, through outreach, learning and quality assurance. LoCAL combines performance-based climate resilience grants (PBCRGs) with technical and capacity-building support. PBCRGs ensure programming and verification of climate change expenditures at the local level and offer strong incentives for general performance improvements targeting areas of importance for enhanced resilience. The PBCRG can be seen as an earmarked cross-sectoral grant with conditions attached to the use of its funding for climate change adaptation beyond business as usual. Combined with regular grant allocations, PBCRGs enable 100 per cent of the investments in climate-sensitive sectors to become climate resilient over time. The PBCRGs consist of a financial top-up to cover the additional costs of making investments climate resilient and/or of additional investments for climate change adaptation. These grants complement regular allocations made by the central level to local governments through the respective intergovernmental fiscal transfer system. They include a set of minimum conditions, performance measures and a menu of eligible investments. As part of the LoCAL Team, working under the direct supervision of the Programme Specialist, P3 based in Bangkok, and under the overall leadership of the Global Climate Facility Manager, P5 based in Kampala, the Programme Officer will contribute to the effective delivery and monitoring of the Programme’s activities in target countries, covering all the expected results. It is expected that 25% of the IUNV time will be dedicated to global activities, and 75% on Asia Pacific region.

Task description

Under the daily supervision of the Programme Specialist, and under the general supervision of the Global Climate Facility Manager, the Programme Officer will: • Provide support for the development and effective implementation of LoCAL in target countries in close collaboration with the Programme Specialist, UNCDF national teams and the LoCAL Facility (global team); • Contribute to the provision of technical assistance for LoCAL in target countries (e.g. writing terms of reference, letters of agreement, memorandum of understanding, official letters, support recruitment and management of consultants, etc); • Ensure that gender considerations are mainstreamed in LoCAL programme activities by supporting implementation of the Gender Action Plans, as needed; • Contribute to quality monitoring, evaluation and reporting (e.g. preparation and monitoring of the annual work plans, organization and participation in field missions, contribution to the preparation of the quarterly and annual progress reports); • Contribute to the organization of events, meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Collect intelligence on technical and financial partners, identify opportunities for collaboration with key stakeholders and support the development of partnerships for LoCAL in assigned countries. • Support the process of preparation, design, submission and approval of programme/project concepts and full-fledged proposals for financing; • Contribute to operations activities, including finance, planning, human resources, procurement, transport, IT, security, administration and ensure they follow UNCDF’s rules, regulations, policies and procedures • Contribute to the knowledge and communication efforts of LoCAL based on lessons learned and results achieved from target countries (e.g. collecting stories from the field, photos/videos, webpage, as appropriate); • Perform any other duties as it may be required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: • As an active UNCDF/LoCAL team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNCDF and its beneficiaries in the accomplishment of her/his functions, including by pursuing the following key results of the Project and related activity results: o LoCAL in assigned countries is effectively, efficiently and transparently implemented in line with UNCDF project management regulations; o Government partners at national and subnational levels and communities benefit from quality and timely provision of technical assistance and capacity building support; o LoCAL in assigned countries is effectively and efficiently monitored, assessed and reported on; o LoCAL experience in assigned countries is well documented, best practices identified and lessons learned and disseminated through various communication channels; o LoCAL in assigned countries is strengthened as a result of in-country technical and financial partnerships. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. Bangkok is the capital and most populous city of Thailand, occupying 1,568.7 square kilometers (605.7 so mi) in the Chao Phraya River delta in central Thailand and has an estimated population of 10.539 million as of 2020, or 15.3 percent of the country's population. Like most of Thailand, Bangkok has a tropical savanna climate and is under the influence of the South Asian monsoon system. The city experiences three seasons: hot, rainy, and cool, although temperatures are fairly hot year-round, ranging from an average low of 22.0 °C (71.6 °F) in December to an average high of 35.4 °C (95.7 °F) in April. Context

In line with this goal and strategy, UNICEF EAPRO’s Education Section supports UNICEF Country Offices in 13 countries across the region in delivering quality inclusive education to all children. UNICEF EAPRO Education Section also works with partners at the regional level to carry out joint advocacy, capacity building and knowledge generation. This UNV assignment is designed to support UNICEF EAPRO Education section to deliver a new and exciting flagship programme - Empowered and Equal Futures for Girls in Southeast Asia – that aims to empower and equalize girls through gender transformation of education by improving learning and skills, and promoting positive gender norms and equality for girls through strengthened gender-transformative approaches in education. Girls in basic education are the priority beneficiaries of the proposed programme in two target countries – Cambodia and Viet Nam - and at the regional level. The programme will be implemented in close collaboration with UNICEF Gender and Protection teams, the Cambodia and Viet Nam country offices and regional and national level partners. The proposed programme aims to advance towards that aim by intervening in three key outputs: 1. System-level impact: Advancing gender transformative education policies, curricula and pedagogy (Focus countries: Cambodia and Viet 2. School and community level impact: Empowering the most marginalized girls with 21st century learning and skills 3. Regional Exchange: Policy mapping, capacity building, advocacy and evidence generation through cross-border collaboration on gender transformative education The selected UNV will play a lead role in managing, coordinating, monitoring programme activities and results.

Task description

Living conditions and remarks

Thailand is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. Bangkok provides basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Bangkok and other places throughout Thailand. Bangkok has many good restaurants with good health standards and most guesthouses provide food. In Thailand the most used means of transportation are taxi or local bus (and, in Bangkok, the elevated train service). Mobile phone is the most dependable tool to be in- touch with colleagues and friends. Internet service is readily available and affordable at most apartment complexes. ATMs are everywhere in Thailand and Western cards can usually be used to withdraw Thai Baht.

In the ambit of the above signature solutions, UNDP launched a USD $37.53 million projectapproved for funding by the Government of Japan in February 2023. It will support four Pacific Island Countries (Papua New Guinea, Samoa, Timor-Leste, Vanuatu) with a ‘Green Transformation’ of their economies that will reduce reliance on fossil fuels, drive sustainable economic growth and help them cope with the impacts of climate change. The two-year project, titled Promoting Green Transformation in the Pacific Region towards Net-Zero Emissions and Climate-Resilient Development will support investments in clean energy, more efficient management of natural resources and strengthened coping capacity in the face of extreme weather events linked to climate change. UNDP’s multi-country implementation modality will be followed for this project. BRH, together with the four Country Offices in the Pacific region, lead the implementation of the project with strong engagement of the Environment team within the GPN based in BRH. 

UNDP’s Environment team within the GPNs leading the implementation of the project. The Environment team works with governments, civil society, and private sector partners to integrate natural capital, environment, and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on the environment, climate change, and energy. This extensive body of work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning. The Environment team assists partner developing countries to develop and implement projects that combine and sequence resources from a wide range of global environment and climate funds and from bilateral funding windows. 

BRH is recruiting for a Monitoring and Evaluation Officer to oversee the monitoring and evaluation aspects of the Pacific Project for Promoting Green Transformation in the Pacific Region towards Net-Zero, and Climate-Resilient Development.. The Officer will work closely with the regional project teams, the COs in the four Pacific Island Countries (PICs), the Environment team, the Climate Strategies and Policies (CSP) team, Regional Programme Management Unit (PMU), and the Global Policy Network.

Duties and Responsibilities
The Monitoring and Evaluation Officer will work under the direct supervision of the Project Manager, Pacific Green Transformation Multi Country Project under the Nature, Climate, Energy and Waste Team at the UNDP Bangkok Regional Hub.

Monitoring of the Project Implementation and Results

  • Responsible for implementing and coordinating the day-to-day M&E activities of the project under the direct supervision of the Project Manager
  • Develop an M&E plan for the project to ensure effective and efficient implementation of the project and to ensure that activities and outputs result in positive outcomes.
  • Develop/update project monitoring tools including forms, questionnaires, checklists etc.
  • Undertake regular field trips to the project sites and provide monitoring reports on progress.
  • Perform data monitoring and analysis as per Project’s Results Framework having ensured triangulation of qualitative, quantitative and impact-level data and preparing relevant reports.

UN Women Myanmar office is implementing its Strategic note 2024 – 2025 derived from the UN Transitional Cooperation Framework. To accomplish this, the UN Women Myanmar office works with partners across Myanmar to implement targeted programmes across the humanitarian, development and peace nexus. Livelihood support and protection of women and girls fall under the humanitarian area of work as well as technical assistance in mainstreaming gender in inter-agency coordination mechanisms.

Under the supervision of the Country representative, the Programme Specialist, Gender in Humanitarian Action exercises overall responsibility for planning, implementing, and managing UN Women interventions under the Gender in Humanitarian Action portfolio. The Programme Specialist works in close collaboration with the programme and operations team, UN Women regional office on DRR/humanitarian assistance, women civil society organizations and multi and bi-lateral donors ensuring the successful programme implementation. The position requires experience and an indepth understanding of gender equality, and humanitarian issues to translate UN Women's strategic plan and regional humanitarian strategy into effective programmes and results. The identification of partnerships at national levels, as well as donors and resource mobilization opportunities, is equally critical.

Duties and Responsibilities

1. Provide programme development advisory services and develop programmes in the area of Gender in humanitarian action

  • Oversee and manage the design and formulation of programme proposals and initiatives.
  • dentify programmatic areas for support and interventions within the thematic/sectorial areas.
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to gender in humanitarian aid
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary. 

2. Manage the implementation and management of the thematic area programme

  • Finalize the annual workplan and budget and manage their implementation.
  • Provide programme advisory support to the Office Management within the thematic area/portfolio assigned.
  • Manage the technical implementation of the programme/ project; provide technical advice; ensure synergies with other teams.
  • Review the submission of implementing partner financial and narrative reports as required.
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators.
  • Lead Project Steering Committee, project review and/or evaluation meetings.

3. Oversee technical assistance and capacity development to project/programme partners

  • Provide technical advice to partners; oversee the provision of technical guidance by the team.
  • Build, manage, and expand relationships with national partners to support implementation and expansion of the Gender in Humanitarian Action programme; respond to any potential problems.

6. Build partnerships and support in developing resource mobilization strategies

7. Manage inter-agency coordination to achieve a coherent and aligned presence for the Gender in Humanitarian Action in Myanmar

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees.
  • Coordinate with other UN agencies, humanitarian partners, Government agencies, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Take part in country level Common Country Assessment (CCA)/ United Nations Transitional Cooperation Framework processes and similar exercises related to the RC/HCT system.
  • Prepare substantive inputs to CCA/ UN TCF and other documents, as necessary.
  • Co-chair the GiHA workstream in coordination with UNFPA and participate in humanitarian inter-agency coordination.

8. Lead advocacy, knowledge building and communication efforts

  • Represent UN Women in meetings and policy dialogues on issues related to humanitarian assistance.
  • Manage advocacy strategies and their implementation.
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on Gender in Humanitarian Action.

Responsibilities

Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties:
• Researches and collects information pertaining to human rights matters, including their gender dimensions from a variety of data sources (e.g., communications, publications, the press) to keep abreast of issues/events and provide up-to-date information.
• Drafts a variety of reports and correspondence relating to human rights matters.
