Context:

Under the overall supervision of the Chief of Mission (CoM) of IOM Micronesia, and the direct supervision of the Programme Coordinator (Community Resilience), and in coordination with relevant Project Managers of IOM FS of Micronesia Country Office (CO), the Project Officer (Community Resilience) will be responsible for coordinating and implementing activities to enhance community resilience to climate change and the impact of natural hazards, and particularly performing as Project Manager for the IOM Development Fund regional project on strengthening NGOs implemented in the IOM mission in the North Pacific. The successful candidate will also be responsible for supporting the implementation, monitoring, reporting, and liaising with partners regarding community development and resilience, including as well as DRR strategies, emergency response contingency plans, post-disaster assessments, and protecting well-being of those affected by disasters. The successful candidate may be required to support in emergency response activities, as necessary.

Core Functions / Responsibilities:

1.  Manage projects related to NGO capacity building and implement associated activities in a timely manner, and track and monitor project expenditures and burn rates. Follow up on administrative and logistical support and provide technical guidance.

2.  Organize the implementation of NGO grant mechanisms and other related climate change adaptation and displacement measures at the community level in close coordination with Government counterparts, and Sub-Offices.

3 Implement results-oriented interventions in coordination with the Community Resilience Coordinator and relevant Project Managers in relation to community development and resilience, in addition to coordinating, monitoring, and reporting of programme activities and deliverables by coordinating with partners and stakeholders.

4.   Develop project communication strategies, branding and public information in coordination with country-level Programme Support Unit (PSU).

5.   Engage and coordinate with relevant stakeholders, local authorities, other partners and community leaders as required, including for community-based interventions.

6.   Prepare and ensure timely and quality preparation and submission of all project reports according to requirements of IOM, donors and relevant stakeholders.

7.   Track project operations and maintain adequate documentation and records of project activities, data and reports in coordination with the Community Resilience Coordinator, relevant Project Managers and project staff.

8.   Monitor hazards and provide support for potential emergency response activities as needed.

9.   Design and implement community-based disaster risk management and community development and resilience building activities including emergency communications protocols and community vulnerability assessments and DRR / CCA plans.

10.             Liaise with the Country Office’s Gender Focal Point in relation to gender inclusivity and improvements to women’s and Lesbian, Gay, Bisexual, and Transgender (LGBT) community participation in the DRM cycle; implement gender empowerment interventions at the community level.

11.             Liaise with the Community Resilience Coordinator in relation to mainstreaming the participation and protection of persons with disabilities in the DRM cycle.

12.             Where possible, support the reviewing and recording of Climate Change predictions for inclusion in DRM practices.

13.             Research, write, formulate, and present any documents necessary for project development and reporting processes as needed.

14.             Undergo duty travel to participate in monitoring visits and for training purposes at the request and approval of the direct supervisor and the CoM.

15.             Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

   Master’s degree in Political or Social Science, Business Administration, Migration Studies, International Relations, Humanitarian Affairs, Development Studies, Law, Peace and Conflict Studies, Public Policy/Administration, or a related field with two years of relevant professional experience; or,

   University degree in the above fields with four years of relevant professional experience.

Experience

   Working experience in project development and management;

   Working experience with an international organization, UN agency, or NGO;

   Experience in implementing disaster risk reduction and climate change adaptation projects is a strong advantage; and

   Regional experience is an advantage.

Skills

   Good analytical and writing skills;

   Ability to multi-task and accomplish multiple deliverables within the limited allowable timeframe; and

   Capacity Building (training) experience is advantageous.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in Micronesian language is an advantage

Context:

IOM’s operations cover diverse thematic areas such as: Humanitarian Relief Assistance, Protection (including Gender based Violence and Child Protection), Shelter and Non-food items, Health and Psychosocial Support, Resettlement, and Movement Management.

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable the safest and most effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.

Under the direct supervision of the Head of Office (HoO), and the direct technical supervision of the Regional Security Officer (RSO), the Field Security Support Officer will be responsible and accountable for providing expert support to enable IOM’s activities and assist the HoO with all aspects of security risk management in Kaiserslautern.

The Field Security Support Officer (FSSO) will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have impact on security IOM personnel, premises, assets and operational activities.

Core Functions / Responsibilities:

1.  Establish and maintain effective working exchanges and relationships with security officials of other United Nations Security Management System (UNSMS) organizations, government counterparts and partner security services, country United Nations Department of Safety and Security (UNDSS) office and all appropriate Security Focal Points, in order to obtain up-to-date security-related information that is beneficial to the area‘s activities.

2.  In coordination with the RSO, provide accurate and up to date assessments of the security situation in the areas of operations in Kaiserslautern and provide recommendations to the HoO on how to prevent and mitigate against identified threats and risks.

3.  In coordination with the RSO, develop, implement, and regularly test a functioning warden system. Warden testing methods should include multiple systems, including Security Communications and Analysis Network (SCAAN).

4.  Support in preparing Country-specific training activities, seminars, briefings, coordinate staff participation and ensure that security training is carried out professionally within IOM and UNSMS learning/training standards.

5.  Provide security briefings for IOM personnel deployed to and travelling within areas of operation in Kaiserslautern and coordinate all travel security requirements for the sub-office relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Kaiserslautern.

6.  In coordination with the RSO, regularly review and monitor compliance on the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactively participating in the Security Cell Meetings and actively providing guidance to the HoO on issues raised in the Security Management Team (SMT), ensuring that IOM-specific operational requirements are considered for implementation of security measures, adherence to the UNSMS Policy on Gender Considerations in Security Management. A people-centred approach is mainstreamed in security risk management.

7.  Acquire comprehensive operational understanding of IOM programmes in the area and provide recommendation, including Security Risk assessments in areas where IOM works or is planning to deploy its teams.

8.  In coordination with the RSO, support the HoO in the development or updating of IOM Germany’s Business Continuity Plan (BCP), proactively advising the HoO in its regular testing.

9.  In coordination with the RSO, develop, implement and test Country Office-specific security plans.

10.             In coordination with the RSO, closely monitor and report on deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, ensuring that security clearance procedures are applied fairly, vis-à-vis all of the agencies working under the UNDSS Security Management System.

11.             In coordination with the RSO, test the functionality and implementation of IOM-specific emergency communications systems, including SCAAN and contingency plans to ensure they are functional, effective and address the programme requirements of the Country Office. This includes actively checking the SCAAN dashboard and posting relevant security advisories in a timely manner.

12.             In coordination with the RSO, report security matters that have a potential or direct impact on IOM operations immediately to the HoO.

13.             In coordination with the HoO, conduct preliminary enquiries in respect to any security breaches/incidents in Kaiserslautern, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected and appropriate and corrective measure taken.

14.             Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

   Master’s degree in Security Management, Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with two years of relevant professional experience; or,

   University degree in the above fields with four years of relevant professional experience.

Experience

   Relevant professional experience on security management or security risk management with at least one year of field experience in the UN Security Management System;

   Experience in planning and execution of security plans, procedures and measures;

   Successful completion of the UN Security Certification Programme (SCP);

   Previous Hostage Incident Management (HIM) Training, SSAFE Training of Trainers, and other UN-certified Training of Trainers is desirable;

   Previous experience in dealing with law enforcement agencies is an advantage.

Skills

   Proven ability to collaborate with senior government security counterparts and relevant stakeholders;

Context:

Zimbabwe has a long history of migration as a source transit and destination country for migrants. Due to its strategic central geographic location within Southern Africa and its position on the North-South migration corridor, Zimbabwe has also experienced a marked increase in mixed migration and irregular migration flows. Since the year 2000, the country has also experienced social, economic and political crises that resulted in unprecedented levels of inflation and high unemployment, in addition to witnessing a combination of natural and manmade hazards and disasters that have resulted in large scale internal displacements.

Under the overall and direct supervision of the Chief of Mission in Zimbabwe the Project Coordinator will be responsible for the coordination of operations of IOM’s ongoing program activities under the relief and resilience portfolio, in response to multiple crisis that have been affecting the country and post-crisis immediate efforts aiming recovery.

Core Functions / Responsibilities:

1.  Closely coordinate IOM’s humanitarian operations with project partners under the relief and resilience portfolio with a view to facilitating principled, timely, effective and efficient operations, and that they contribute to longer-term recovery.

2.  Ensure the implementation of emergency response portfolio activities, including the operational implementation of IOM’s Shelter & NFI (Non-Food Items), Camp Management and Camp Coordination (CCCM), Displacement Tracking Matrix (DTM), Points of Entry (POE) Coordination, Health, Psychosocial and Protection programs. Responsibilities also include monitoring IOM’s management of the CCCM and Shelter/NFI Clusters.

3.  Provide technical inputs and guidance for the management of early recovery activities such as cash-based interventions (CBI) and the establishment of income generating activities (IGA), aiming to assist IDPs, migrants and returnees.

4.  Facilitate the articulation of a common strategic vision for operations by contributing to and coordinating its development internally with Project/Programme Managers and Support staff, and with relevant stakeholders, including UN agencies, Civil Society Organizations (CSOs) and Government counterparts.

5.  Help build synergies among IOM programmes and actively facilitate cooperation among them, recognizing that the ownership of management rests with all relevant programme managers and sector coordinators.

6.  Analyse project/programme reporting and inform the Chief of Mission and the Head of Programmes accordingly about potentially required adjustments and emerging complementary opportunities.

7.  Ensure that all necessary efforts are coordinated for the programmes to be funded sufficiently and in a timely manner, by locally participating in inclusive resource mobilization efforts.

8.  Maintain strong and regular liaison with the project/programme partners, such as governmental authorities, diplomatic missions, and other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and participating in fund raising for new projects/programmes.

9.  Work in close collaboration with the Chief of Mission, Head of Programmes and relevant partners, with a view to ensuring that humanitarian action is linked to, and consistent with, sector frameworks, recovery/reconstruction and development activities.

10.             Support the IOM humanitarian response programmes with technical and operational input, together with the Chief of Mission and Head of Programmes, in humanitarian partner meetings, liaison with donors and other humanitarian stakeholders.

11.             Check adherence to established policies and procedures in the formulation of project activities, bring issues of non-compliance to the attention of the supervisor, and coordinate and provide guidance on the preparation of project documents, including design, monitoring and evaluation.

12.             Track and follow up on the operational and administrative aspects of the relevant project/programme, including supervision and technical guidance to relevant national project staff.

13.             Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

This selection process may be used to staff similar positions in various duty stations. Recommended candidates endorsed by the Appointments and Postings Board will remain eligible to be appointed in a similar position for a period of 24 months.

The list of NMS countries above includes all IOM Member States which are non-represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
