Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located at the Geneva duty station.

Under the supervision of the CITES Chief of the Enforcement Unit and within delegated authority the incumbent will carry out the following duties:

Responsibilities

1. Coordinate all actions required to ensure collective implementation of International Consortium on Combating Wildlife Crime (ICCWC) projects and activities:
•Liaise with and provide support to the ICCWC Consortium partners, particularly ICCWC focal points of INTERPOL, the United Nations Office on Drugs and Crime (UNODC), the World Bank and the World Customs Organization (WCO);
•Facilitate communication amongst the ICCWC Senior Experts Group (SEG) and Technical Experts Group (TEG) and partner agencies to promote collective and coordinated development of projects and implementation of activities;
•Assist with the implementation of decisions emanating from meetings of the ICCWC SEG and TEG; prepare and / or review various project reports, i.e. draft project proposals, periodic progress reports, funding agreements, project status reports and briefing notes; monitor project implementation at all stages, including the analysis of implementation difficulties and initiating remedial action in consultation with the ICCWC SEG;
•Update the ICCWC strategic plan, establish and maintain a database of enforcement operations and activities to be conducted by ICCWC partner agencies to promote effective coordination and gathering information to compile an annual report on the activities conducted under the auspices of ICCWC and by individual ICCWC partner agencies.

2. Assist the Chief of Enforcement Unit and ICCWC Coordinator in administering the daily ICCWC related operations of the Section:
•Review incoming correspondence and documents and forwarding it to the appropriate ICCWC partner agency or Secretariat staff, ensuring that prompt action is taken, and following up on status;
•Prepare and / or review documents and revising documents and reports for meetings of the CITES Standing Committee and briefing notes; engaging with ICCWC partner agencies individually or collectively on behalf of the Secretariat to facilitate the implementation of ICCWC related Decisions adopted by the CITES Conference of the Parties; drafting ICCWC project and funding proposals and monitoring and arranging for the completion of CITES led or funded ICCWC projects by ensuring that all administrative functions and documents are finalized;
•Liaise with CITES Management Authorities to encourage participation in ICCWC initiated or supported activities; engage with other role players i.e. Wildlife Enforcement Networks (WENs), EUROPOL or CITES Parties.

3. Arrange and coordinate all actions required to host ICCWC meetings successfully and to raise the profile of ICCWC in various fora:
•Planning and organizing or supporting activities to host side events, workshops, meetings, and seminars as agreed to by the ICCWC SEG or TEG; planning and organizing meetings and telephone conferences of the ICCWC SEG and TEG, i.e. preparing the agenda for such meetings, minute taking and preparation and distribution of all relevant documentation as may be required prior to and after the meeting;
•Representing the CITES Secretariat in international meetings; prepare and/or review ICCWC media releases in consultation with the ICCWC and the CITES Secretariat media relations officer;
•Developing, updating, improving and expanding the ICCWC website; and developing, improving and updating ICCWC banners, fact sheets, brochures, and manuals.

4. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

5. Perform other relevant duties as assigned.

Education

Advanced university degree (Master's degree or equivalent) in criminal law, criminology, environmental law, law enforcement, or related area is desirable.

A first-level university degree, in combination with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of two (2) years of progressively responsible experience in inter-governmental organization cooperation, law enforcement, crime prevention or criminal justice at national or international levels is required.

Experience in substantively servicing intergovernmental bodies is desirable.

Work experience with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), International Consortium on Combating Wildlife Crime (ICCWC) and/or relevant partner programmes and projects to combat wildlife crime is desirable.

One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Experience working with the United Nations system or similar international organization is desirable.

Languages

English, Spanish, and French are the working languages of the CITES Secretariat. For this post, fluency in oral and written English is required. Working knowledge of French and Spanish is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

OBJECTIVES OF THE PROGRAMME

Within the Division of External Relations and Governance, the Department of Governing Bodies ensures the efficient preparation and effective conduct of the World Health Assembly and the Executive Board, and of committees or other intergovernmental processes established by them.

DESCRIPTION OF DUTIES

The main objective will be to work closely with and support the Head of the Governance Unit to ensure continuity and the efficient and effective preparation, conduct, and follow-up of WHO's governing bodies. Under the guidance of the Head of the Governance Unit, specific activities will include:

  1. Liaising with the Permanent Mission focal points, following up on their requests for information and support in relation to the Executive Board, the WHA, EBPBAC, and other intergovernmental meetings.
  2. Working as part of the governing bodies team in the run-up to and during the intergovernmental processes and all governing bodies-related activities. Duties will include: attending coordination meetings, preparing notes for the Chair, and drafting notes for the record.
  3. Following up with Member States that may propose draft resolutions to the Executive Board, to ensure they are submitted correctly and processed in a timely way. This will require liaison with Member States and follow-up with the Reports Office (shortly before and) in-session, and with the DOX team as and when required.
  4. Coordinating meetings with the regional coordinators, dealing with their requests for meeting room requirements and other general matters.
  5. Supporting the general planning for the WHA.
  6. Providing support in advance of and during the EBPBAC, as needed.
  7. Advising and supporting informal consultations on draft resolutions and decisions.
  8. In close collaboration with GBS staff, assisting in developing and maintaining guides, presentations, and training materials for governing body meetings and preparing briefings on specific topics.
  9. Monitoring media, and using social media to promote the objectives and work of governing bodies. Liaising with colleagues on the improvement of IT tools for governing body meetings.
  10. Other duties as assigned

REQUIRED QUALIFICATIONS

Education

Essential: Advanced-level university degree in international relations, political or social science, or related fields.
Desirable:

Experience

Essential: At least 7 years of progressively responsible experience in an international environment or in a relevant area in the public sector, with knowledge of and experience with the United Nations system
Desirable: Previous working experience in meetings of governing bodies, their organization and conduct, and familiarity with WHO and its policies and practices an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5464 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

The Private Sector Fundraising and Partnerships (PSFP) section within the UNICEF Division of Private Fundraising and Partnerships (PFP) works with National Committees and UNICEF country offices to maximize income and drive income growth. The purpose of the Global Philanthropy team is to grow income from major donors, faith, and membership-based organizations.

The Major Donor section of the Global Philanthropy team provides strategy development and capacity-building support for National Committees and Country Offices, including working with them to conduct prospect research, provide engagement and cultivation opportunities for global partners, and share best practices, provide training, and support on prospect cultivation and management.

For every child, a Champion

The post holder will work with key stakeholders within the Global Philanthropy team and Regional Support Centers to provide high-quality training and development opportunities for Major Gift Officers around the world working in UNICEF National Committees and Country Offices.  These offerings will include the Major Gift Leadership Academy, the Mentorship Programme, and the Skill Share virtual webinars. The post holder will also support the Global Philanthropy team with designing other trainings and professional development opportunities throughout the year for philanthropy staff and leading on knowledge management for the Global Philanthropy team.

How can you make a difference?

Major Gift Leadership Academy

  • Manage the recruitment, curriculum development, and logistics of the Major Gift Leadership Academy to ensure a best-in-class professional development offer for UNICEF philanthropy staff.
  • Identify and evaluate new curriculum partners.
  • Monitor trends in philanthropy to maintain a relevant and effective offering.
  • Develop KPIs and monitoring and evaluation system for the Academy.
  • Promote the Academy internally and externally through communications channels.

Mentorship Programme

  • Organize and grow the Major Gift Mentorship Programme to support new philanthropy staff in National Committees and Country Offices.
  • Develop professional development training and offers for the mentors.
  • Monitor trends in mentorship and major gift fundraising to maintain best-in-class offering.

Professional development webinars and trainings

  • Planning and managing the annual Skill Share Series for Global Philanthropy.
  • Organize webinars or in-person trainings on timely and relevant topics to support professional development and skill building amongst major gift officers.
  • Identify external professional development and speaking opportunities for philanthropy colleagues.

Knowledge Management

  • Coordinate regular calls with philanthropy staff around the world to foster community, and share information and best practices.
  • Curate and write the monthly Global Philanthropy newsletter.
  • Manage the Global Philanthropy team’s intranet pages and Sharepoint files to keep information current and relevant for philanthropy staff around the world.
  • Represent the Global Philanthropy team in division-wide initiatives on knowledge management.

The incumbent will provide thought leadership and product offerings to advance UNICEF’s philanthropy strategy, which will result in:

  • Monthly calls and newsletters for major donor fundraisers with relevant, compelling content and maintain accurate distribution lists.
  • A four-module curriculum plan for the Major Gift Leadership Academy.
  • A year-long skill share series on priority topics for Global Philanthropy.
  • A framework for the mentorship programme that fosters increased participation, community, and retention of philanthropy staff.
  • An evaluation of the Major Gift Leadership Academy and Mentorship Programme.
  • Expanded and refined intranet pages housing the latest content and thought leadership from the Global Philanthropy team.

OBJECTIVES OF THE PROGRAMME
The Global Polio Eradication Initiative (GPEI), mandated by the World Health Assembly to stop transmission of wild poliovirus, has reduced global incidence of polio by 99.9%. It is a partnership spearheaded by WHO, Rotary International, US CDC, UNICEF and Gavi, the Vaccine Alliance, and supported by BMGF. To accomplish the mandate, the Partnership has adopted a new strategy for 2022/2026 with a 5-year cost of US$ 4.8 billion. To cover some of the immunization and surveillance activities under this Strategy the GPEI has recently engaged with the European Investment Bank in a results-based financing mechanism. DESCRIPTION OF DUTIES

  • Manage and oversee the allocation planning, implementation and reporting of EIB contributions including:
  • Development of budget in close coordination with MFH team to ensure the efficient use of the EIB contribution.
  • Develop guidance, business requirements and templates to monitor project implementation and progress against agreed indicators ensuring the integrity of reporting data.
  • Coordinate revision processes, and facilitate financial and administrative information for transparency, accountability and managerial decision-making.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5645 per month for the duty station indicated above. How can you make a difference?

PURPOSE OF THE JOB

  • Contribute to the development and production of ECW's annual results reports as well as other data and evidence products by the ECW Secretariat in line with ECW's learning agenda;
  • Provide technical support to ECW's partners and grantees on monitoring, measurement, evaluation and reporting aspects;
  • Support organization-wide learning through dissemination of information and dialogue on new and emergent methodologies and technologies, evaluation and measurement results, recommendations and lessons learned.
  • Support the development, maintenance and improvements to ECW's results data management information system, including reporting templates, databases, data quality assurance protocols and mechanisms.

KEY FUNCTIONS, ACCOUNTABILITIES AND RELATED DUTIES/TASKS

  • Develop capacity for in-county partners in M&E to support measurement of ECW results:
    • Undertake surge response field missions to assess or establish measurement strategies and provide ad-hoc support in M&E.
    • Undertake/contribute to deliver training in M&E to partners in ECW countries of operation.
    • Provide support to evaluation of ECW country operations, if necessary.
  • Knowledge management
    • Review relevant research and impact evaluations on interventions in education in emergencies to measure child outcomes in humanitarian emergencies, with a focus on learning.
    • Identify and promote the use of good practices in monitoring and evaluation relevant to ECW operations.
  • Support to design and implementation of measurement frameworks/tools/procedures:
    • Provide technical guidance to grant recipients and partners, in particular regarding monitoring and evaluation, access to technical support for collaborative sector analysis and planning, and support to interventions to promote equitable access to education and improved learning outcomes in emergencies and protracted crises.
    • Assist in preparation of required documentations for program review and approval for matters related to M&E;
    • Contribute to quality assurance activities for matters related to M&E;
    • Provide advice to facilitate the preparation of measurement frameworks to ensure alignment of activities with the overall ECW mission and strategic plan;
    • Collaborate with grant recipients throughout all stages of programming to provide support for monitoring and evaluation of results.
  • Support the preparation of analyses at global and country levels, focusing on achievement of results:
    • Assist on data analysis, monitoring and evaluation, including with regard to resource allocation, monitoring and costing of ECW strategies, and development of monitoring and analytical tools to support ECW implementation.
    • Produce and support the preparation of analytical pieces at global and country levels, developing effective analytical reports, economic analyses, case studies, policy documents and other relevant documentation to build the evidence base for advocacy and resource mobilization, policy development, and the selection of effective education interventions related to education in emergencies and protracted crises.
    • Support preparation of timely progress/status reports and annual reports for management and ECW's High-Level Steering Group.
    • Provide data visualisation and infographics for web pages, reports and factsheets.
  • Design, develop and maintain ECW databases
    • Assist on the development of data and information systems for monitoring, tracking performance, and reporting on results.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in economics, social sciences, statistics, international development or other field related to the work of the ECW Fund.
  • A minimum of Five years of progressively responsible work experience in Monitoring, Evaluation, Statistics and/or Research is required, preferably in the education sector at the international level.
  • Proven experience with designing data collection tools, data processing/ cleaning, analysis, and presentation of findings in a humanitarian and/or development context.

Org. Setting and Reporting

Responsibilities

1. Budget preparation:
• Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for Trust Funds administered by the BRS Secretariat.
• Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
• Assists in securing approval from the conferences of the Parties.

2. Budget administration:
