Context

The Research and coordination Associate role within UNCDF's Nature Assets Team involves providing vital administrative support and facilitating the smooth functioning of NAT. The primary role of the Associate is to research in anticipation of proposals and project designs across countries and regions and to identify patterns, trends and “problem clusters. She/he will provide tactical intelligence support through innovative research techniques to identify elusive data sources, internally and externally

Task description

Under the direct supervision of the UNCDF Nature Assets Deputy Director, the UN Volunteer will undertake the following tasks: - Carry out research on selected aspects of programmes, operations, and other activities, etc., to include collecting, analysing, and presenting statistical data and other information gathered from diverse sources; and maintaining the information and knowledge manage-ment databases of the team. - Provide substantive support for project coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or re-search activities and studies. - Maintain programme files and the integrity of programme and financial databases, assists in review and analysis of data to identify issues, trends, and best practices. - Assist with design of data collection tools; issues data collection tools, reviews, analyses, and interprets responses, identifies problems/issues and prepares preliminary conclusions. - Prepare various knowledge products, including background notes such as background papers, analytical notes, sections of reports and studies, programme summaries, etc. - Provide administrative and substantive support to consultative and other meetings, con-ferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. - Prepare briefs, notes and background documents. - contribute to the preparation of communications materials. - Work on other assignments as and when requested by the NAT management

Kigali, the capital of Rwanda, has undergone an incredible period of rejuvenation and stability that is clearly visible the moment you step out into this beautiful city. Concerning transport, even though motorcycle taxis are not recommended, they are the fastest way to get around this metropolis. Helmets are provided, but it is better to have your own helmet. You can also take a standard taxi. Those with a yellow stripe will be run by individuals, while the majority will belong to either Kigali Taxi Service (3122) or Kigali Airport Taxis (476586). Public transportation is the cheapest way to get around Kigali, and many of the buses are new and well-maintained. You can also take these buses farther afield; expect to pay a fare based on distance. Transport prepaid cards are available for passengers at each bus station, and you can load a minimum amount of two hundred Rwandan francs (200RWF). If public transport isn’t your style, cars are available for rent or purchase in Kigali. Major investment has been made in infrastructure, including roads, and congestion in this city has never been particularly bad. Accommodations are found easily and at the relevant standards and recreation infrastructures (swimming pools, aerobics, etc…) can be found in the various places. Shops and markets are available with necessary items including imported goods, home furnishings and electrical appliances and vehicles spare parts. Public and private health facilities are available in Kigali and some of them such as King Faisal Hospital, Legacy Clinic, Hôpital la Croix du Sud, etc …work with CIGNA insurance. The above Hospitals have necessary health equipment; ambulances, adequate health services and can handle any emergency. Kigali is an exceptionally safe city. However, in case of emergency, there are several emergency numbers in Kigali, so be sure to know which to call. You can reach the police on a special line by dialling 999. Fire fighters can be reached at 111 and the emergency services are at 112. If you have or see a traffic accident, call 113. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications, and other basic needs. Context

The Local Climate Adaptive Living (LoCAL) facility of the UNCDF was designed and launched in 2011 with the aim of promoting climate change-resilient communities and local economies by establishing a standard and internationally recognized country-based mechanism to channel climate finance to local government authorities (LGAs) in LDCs and to increase local resilience, thereby contributing to the achievement of the Paris Agreement and the Sustainable Development Goals (SDGs), particularly the specific goals of poverty eradication (SDG1) and climate action (SDG13). LoCAL increases awareness and capacities to respond to climate change at the local level, integrates climate change adaptation into local governments' planning and budgeting systems, in a participatory and gender-sensitive manner, and increases the amount of finance available to local governments for climate change adaptation. LoCAL focuses on the delivery of four outputs that will directly contribute to increasing local governments’ access to climate finance and building resilience to climate change: • Output 1 – Awareness and capacities to respond to climate change adaptation at the local level are increased; • Output 2 – CCA is mainstreamed into government’s planning and budgeting systems and investments are implemented in line with the PBCRG mechanism; • Output 3 – The PBCRG system is effectively and sustainably established in participating countries and leads to an increased amount of CCA finance available to local government and local economy; • Output 4 – The role of local authorities and of the PBCRGS in addressing climate change are increasingly recognized at international level, through outreach, learning and quality assurance. LoCAL combines performance-based climate resilience grants (PBCRGs) with technical and capacity-building support. PBCRGs ensure programming and verification of climate change expenditures at the local level and offer strong incentives for general performance improvements targeting areas of importance for enhanced resilience. The PBCRG can be seen as an earmarked cross-sectoral grant with conditions attached to the use of its funding for climate change adaptation beyond business as usual. Combined with regular grant allocations, PBCRGs enable 100 per cent of the investments in climate-sensitive sectors to become climate resilient over time. The PBCRGs consist of a financial top-up to cover the additional costs of making investments climate resilient and/or of additional investments for climate change adaptation. These grants complement regular allocations made by the central level to local governments through the respective intergovernmental fiscal transfer system. They include a set of minimum conditions, performance measures and a menu of eligible investments. As part of the LoCAL Team, working under the direct supervision of the Programme Specialist, P3 based in Bangkok, and under the overall leadership of the Global Climate Facility Manager, P5 based in Kampala, the Programme Officer will contribute to the effective delivery and monitoring of the Programme’s activities in target countries, covering all the expected results. It is expected that 25% of the IUNV time will be dedicated to global activities, and 75% on Asia Pacific region.

Task description

Under the daily supervision of the Programme Specialist, and under the general supervision of the Global Climate Facility Manager, the Programme Officer will: • Provide support for the development and effective implementation of LoCAL in target countries in close collaboration with the Programme Specialist, UNCDF national teams and the LoCAL Facility (global team); • Contribute to the provision of technical assistance for LoCAL in target countries (e.g. writing terms of reference, letters of agreement, memorandum of understanding, official letters, support recruitment and management of consultants, etc); • Ensure that gender considerations are mainstreamed in LoCAL programme activities by supporting implementation of the Gender Action Plans, as needed; • Contribute to quality monitoring, evaluation and reporting (e.g. preparation and monitoring of the annual work plans, organization and participation in field missions, contribution to the preparation of the quarterly and annual progress reports); • Contribute to the organization of events, meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Collect intelligence on technical and financial partners, identify opportunities for collaboration with key stakeholders and support the development of partnerships for LoCAL in assigned countries. • Support the process of preparation, design, submission and approval of programme/project concepts and full-fledged proposals for financing; • Contribute to operations activities, including finance, planning, human resources, procurement, transport, IT, security, administration and ensure they follow UNCDF’s rules, regulations, policies and procedures • Contribute to the knowledge and communication efforts of LoCAL based on lessons learned and results achieved from target countries (e.g. collecting stories from the field, photos/videos, webpage, as appropriate); • Perform any other duties as it may be required. UNCDF is seeking an intern to be part of the Partnerships, Policy and Communications Unit (PPC) in its Headquarters located in New York, United States. Working under the guidance and supervision of the Head of PPC, and working closely with PPC staff, the intern will support the ongoing workplan and goals of the unit, including but not limited to expanding partnerships; preparing policy briefs for high level meetings; supporting the launch of major initiatives on blended finance and enterprises in Africa; and building and maintaining a base of knowledge about Member States.

The internship manager is committed to providing the intern with the training, guidance and support necessary to complete the below duties and responsibilities effectively and within the internship period. This will include, but not be limited to, scheduled meetings (weekly) to assess output progress, systems training (where required) and completion of required university reports for the purpose of meeting any necessary Degree requirements.

Duties and Responsibilities

Under the supervision of the Head of Partnerships, Policy and Communications PPC Unit, and in close collaboration with the Sustainable Finance and Partnerships Specialist in the PPC Unit, the intern will assist in any of the following tasks:

Summary of key functions:

  • Support to Strategic advocacy and partnership development;
  • Support for creation of new innovative finance vehicles and instruments;
  • Support to mobilization of core and non-core resources;
  • Support to effective Internal and External Donor Relations;
  • Support to facilitation of knowledge building and knowledge sharing.

1.  Strategic advocacy and partnership development:

  • Support the development of corporate strategies tailored to specific donors;
  • Support to building and maintaining relationships with the financial sector, private sector investors, and family offices;
  • Support for providing strategic advice and policy recommendations with a view to positioning UNCDF strongly;
  • Analyze donor trends in the UNCDF funding landscape.
  • Define and regularly ‘connect’ UNCDF value propositions in the LDCs in alignment, and when possible, in anticipation of the changing aid architecture and evolving resource mobilization drivers;
  • Identification of opportunities for UNCDF programmes in its relationship with other UN Agencies;
  • Implementation of PCU strategy for partnering with UN Agencies around UNDAF, MDG and other joint programming for implementation of UN Reform;
  • Identification of specific areas for support, building on UNCDF comparative advantages and UNCDF programmatic objectives in country.
  • Assist in building and maintaining relations with other UN agencies that support the effective implementation of the IF and LDF business plans, with special focus on jointly mobilization of resources;
  • Provides technical support during negotiation processes at the corporate level (HQ) with key partners (relevant to the new thematic areas such as with the EC, GEF, etc.)
  • Provides timely and professional response to COs requests for support on matters of partnerships-building.
  • Enhances capacity by UNCDF country and regional offices to pursue and capitalize on strategic partnerships and resource mobilization opportunities.

2.  Support to mobilization of core and non-core resources:

  • Provide effective and efficient support to the Executive Secretary and senior management in the mobilization of core and non-core resources in all aspects of resource mobilization;
  • Support and create new partnerships with non-traditional donors, particularly corporations, the investment sector, and the financial sector;
  • Specifically, support UNCDF senior management in the mobilization of core and non-core resources through in-depth analysis of donor-specific ODA trends, political and economic developments, aid policies, practices and budget allocations in specific donor countries;
  • Identify and develop opportunities for non-core resource mobilization and advise country offices and headquarters units on appropriate strategies and approaches to seize them; and
  • Contribute to the development of corporate policies and procedures for core and non-core resource mobilization, including through strategic partners.

3.  Effective Internal and External Donor Relations:

  • Based on in-depth knowledge of national environments, identify targeted interventions to mobilize support for UNCDF and influence positively donor countries’ national budgetary and other decision-making processes;
  • Build and maintain UNCDF’s visibility and reputation at relevant financial conferences and investor events;
  • Build, nurture and maintain effective internal and external working relations, including with relevant Representation Offices (Global or locally) and Practice Area Leaders responsible for specific donor countries and/or partners in the private sector.

4.  Facilitation of knowledge building and knowledge sharing:

Candidate must be enrolled in a degree programme in Business Administration, Economic Development, Economics, Finance,  or another related field.

Applicants to the UNCDF internship programme must at the time of application meet one of the following requirements:

  • (a) Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • (b) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
  • (c) Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.

Desirable Skillset & Experience: 

  • Experience creating presentations, creating Excel files and writing papers that capture complex concepts and put them into simple language;
  • Experience in working on finance transactions or creating financial models;
  • Experience in a consulting firm or an investment bank will be an added advantage;
  • Self-starter; organized; able to multitask, balance multiple responsibilities, and work to deadline.

Additional assignment-specific qualifications: 

  • Solid understanding of international development.

Languages:

  • Fluency in English required. Fluency in French desirable;
  • Knowledge of other UN languages will be considered a plus.

General Internships Terms & Conditions:

  • UNCDF Internship programme is governed by the UNDP Internship Policy Framework & Rules.
  • The maximum internship duration is 6 months.
  • Interns are partially financially remunerated by UNCDF. The costs associated with the assignment will be partially supported by UNCDF and the rest to be borne by the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel, accommodation, etc. Proof of medical and life/accident insurance valid for the location in which the internship will be carried out.
  • Under the new revised UNDP Internship Policy, UNCDF will provide a modest monthly internship stipend to its interns, in accordance with the provisions of the UNDP Internship Policy. All expenses connected with the internship will be borne by the intern or her/his sponsoring entity/institution. Stipends are available only for full-time/on-site internships at this time.
  • Selected Interns must be able to share proof of education enrolment and/ or graduation, medical/health and life/accident insurance, valid for the location in which the internship will be carried out and be able to provide insurance documentary proof at the time of their selection.
  • It is expected that due to CoVID-19 restrictions in place, the most- immediate internship assignments will be home-based till the situation in respective duty station improves.
  • The purpose of the Internship Programme is not to lead to further employment with UNCDF but to complement an Intern’s studies and learning growth.
  • There is no expectation of employment at the end of these internships.
