Project Description

Under the USG's Foreign Assistance Framework, the "Financial Market Development Activity" will support the Government of Pakistan (GOP) to meet its objectives to introduce financial sector reforms that will strengthen Pakistan's Debt Capital Markers and improve management of Sovereign Debt. USAID's long-term economic growth policy and strategy is for Pakistan to have a properly functioning and reliable debt capital market; one that reflects established debt elements and is integral to sustained, robust economic growth.

Speculated Position Descriptions

CHIEF OF PARTY

  • Master’s degree or higher qualification in finance, economics, or business
  • At least 15 years of progressively responsible experience implementing large development programs
  • Experience overseeing multiple activities involving financial market development specifically related to debt markets, regulatory and policy reform and capacity building
  • Experience in advocacy for reform with government officials
  • Demonstrated ability to negotiate with state agencies
  • Experience in developing countries is required; experience in Pakistan is preferred

RESIDENT ADVISOR, GOVERNMENT DEBT PLANNING & MANAGEMENT

  • Master’s degree or higher qualification in finance, economics, or business
  • At least 10 years of experience in government debt issuance and government bond market development
  • Experience carrying out debt policy program design and implementation and making policy recommendations
  • Demonstrated ability to prepare a comprehensive master plan for a government debt strategy
  • Experience with international development agencies or international financial institutions in the Asia/South Asia and Pacific region is preferred, with experience in Pakistan strongly preferred

RESIDENT ADVISOR, DEBT CAPITAL MARKETS

  • Master’s degree or higher qualification in finance, economics, or business
  • At least 10 years of experience in government debt issuance and government bond market development
  • Experience strengthening and deepening domestic debt markets
  • Ability to prepare and implement a comprehensive master plan for building a robust debt capital market
  • Demonstrated experience strengthening and capacity building of government institutions
  • Experience building consensus among various stakeholders, including relevant government bodies and private sector stakeholders
  • Experience with international development agencies or international financial institutions in the Asia/South Asia and Pacific region is preferred, with experience in Pakistan strongly preferred

Program Accountant

Specific Duties:
Proposal development – Budget development
  • Provides advice on project costing’s to staff toward development of proposal budgets;
  • Prepares proposal budgets for review by Programme Management Officer and Project Leaders or budget holders;
  • Support annual budget preparation by working with PMO;
  • Uploads project budget to the Sun System or other system used by ILRI.
Financial Accounting, Project Management and Donor reporting:
  • Prepares all projects’ payment requests for sub-grantees in collaboration with PMO and Project Leaders;
  • Follows up with finance to ensure timely payments to sub-grantees and ensures transfer advices are shared with partners in a timely manner;
  • Ensures project partners’ financial returns are submitted within set timelines. Reviews advance requests and financial returns by partners with reference to contractual obligations and partner financial obligations with liquidation effected in SUN;
  • Develops and maintains appropriate databases to ensure project financial management is done to meet various program financial demands;
  • Preparing detailed monthly, quarterly and annual internal financial reports as requested by PMO highlighting issues on over/under expenditure and adjustment of wrong postings in the system and also to facilitate monitoring and tracking of project finances, and decision making by Project leaders;
  • Maintains proper financial and non-financial project records of projects both in electronic (soft) and hard copies;
  • Prepares donor financial reports/statements in collaboration with PMO, Project Leaders and Finance department and maintains appropriate compliance donor reporting databases;
  • Computes project accruals annually and during project close outs and ensures they are captured in the system;
  • Ensures that all full costing recovery items are captured in the appropriate project;
  • Raises invoices and follows up reimbursements and transfer advices from partners/donors;
  • Leads project specific audit and supports external/internal audit as may be found necessary.
Project Settlements Reports, Travel Expense Reports, Travel Authorizations, Requisitions, Petty-Cash Replenish:
  • Reviews Project Settlement Reports, Petty Cash Replenish, Travel Expense Reports, Travel Authorizations (TAs) and Payment Request;
  • Following up project and travel advance settlements with staff and consultants to close outstanding accounts in short period of time.
Consultancy Management support
  • Providing assistance to the Programme Management Officer, Administrative Assistants and Project Leaders in the financial aspects of management of consultancies.
Minimum Requirements
Educational:
  • BA degree in Accounting or related field

Work Experience:
  • At least 5 years’ experience in budget and project financial report preparations
Training:
  • Professional training in Grants Management and Project Management are advantageous.

III. POSITION DESCRIPTION:
TechnoServe is searching for a Team Leader to oversee a team of five component leads responsible for starting, managing and expanding each of five different program components aimed at accelerating growth and job creation in Côte d'Ivoire. They will manage training in business management and technical assistance for successful implementation of projects.
Team Leader will oversee program operations, including design, implementation and relationships with partners. The Team Lead will ensure the quality of execution with a particular focus on achieving impact. In addition, the Team Lead will oversee the monitoring and evaluation of their respective components. The Team Lead will also ensure that the following activities are undertaken either directly or through direct reports:
  • Analyze business and technical needs of customers (small producers, cooperatives, SMEs)
  • Contribute to the design, implementation and monitoring of training programs for producers, in collaboration with senior management and TechnoServe advisors
  • Provide analytical support and technical assistance to improve production processes and customer relationship management
  • Develop business plan designs for clients
  • Ensure achievement of mobilization targets, and quality and reach of training interventions

IV. REQUIRED SKILLS & EXPERIENCE:
  • University degree in agronomy, business administration, economics, marketing, or a related discipline
  • 5-10 years of experience in at least one of the following areas:  a) marketing, finance or operations management of a large trading company (coffee, cocoa, cashew, etc), b) providing technical support to SME’s, and/or c) execution of job creation programs

New Business Manager, West Africa

Reporting Unit/Supervisor: Regional Director for West and Southern Africa (WSA)

To lead and support the development of new business and design of new programs that will result in increased revenue and increased impact in TechnoServe’s West Africa division.

III. POSITION DESCRIPTION:
In support of Country Directors and Division Directors, the position is responsible for identifying funding opportunities; developing, leading and strengthening fundraising strategies and tactics; and responding to major contract/grant opportunities, from bi-lateral, multi-lateral agencies, national governments, private foundations and the private sector.  This will include implementing processes with public and private sector marketing initiatives, writing, organizing, and producing competitive proposals that would increase the organizations new program development in West Africa. 
Specifically, the New Business Manager will:
1. INCREASE REVENUES TO SUPPORT IMPACTFUL ECONOMIC DEVELOPMENT STRATEGIES
This position will lead and / or support as needed fundraising efforts, including fundraising strategies, program design, and coordination and writing of proposals.
  • Develop winning proposals in collaboration with local teams and TNS regional and/or development divisions; including management of the proposal process, writing of the proposal and (supporting) the development of budgets and recruiting of candidates.
  • In coordination with the relevant staff of the Development Division, the Regional Director of the WSA Division and the Country Directors, liaise with public sector funding agencies, institutional foundations, corporations and other private donors to acquire and maintain an in-depth knowledge about their mission, organization, policies, procedures and key decision-makers;
  • Coordinate the review and maintenance of project lead summaries, the new business pipeline, the new business resource prioritization matrix, new business opportunity assessments and other requirements of the new business process
  • Provide leadership to the regional team and Country Directors in the design and implementation of comprehensive fundraising strategies and annual plans with specific targets;
  • Lead and/or support opportunity assessments in selected new priority countries;
2. BUILD INTERNAL CAPACITY IN NEW BUSINESS DEVELOPMENT
In addition to leading and / or supporting new business development, the New Business Manager will work with the Regional Director and country teams to strengthen their capacity to fundraise.
  • Develop the capacity of local staff and teams to independently design high impact value chain interventions; to develop viable concepts for target donors and to develop and write strong proposals.
  • Continuously assess and update processes, structures and systems for fundraising as they relate to individual countries and contribute to the Corporate learning in these areas;
  • Monitor external best practice in proposal development; monitor and evaluate the success of internal proposals, and disseminate best practices;
3. ENSURE HIGH-QUALITY START-UP OF CONFIRMED NEW PROGRAMS
In the case of programs which have been confirmed but where there is no local capacity to ensure successful transition from the proposal phase to project implementation, the Business Development Manager will work with the Regional Director and country teams to ensure high-quality program start-up, potentially engaging as a Mobilization Manager in the program start-up phase.
4. PERFORM OTHER TASKS AS DETAILED AS REQUIRED BY THE REGIONAL DIRECTOR OF THE WEST AND SOUTHERN AFRICA DIVISION
COMMUNICATIONS
  • External and internal communications with all parties relevant to TechnoServe, this includes staff, volunteers, public/private sector donors; consultants, partner development organizations, the regional management committee and headquarters.
RESPONSIBILITY FOR MANAGING RESOURCES
  • Direct reports on assignments may include TechnoServe staff, short-term consultants, and volunteer consultants.
  • Responsible for managing funds invested in the development of new proposals as well as short-term ongoing fundraising consultants.
  • Additional line management, budgetary authority and operational responsibilities may be assigned.
IMPACT
Contributes to achievement of annual revenue targets for the WSA country programs and the growth of TechnoServe’s footprint in the WSA region; responsible, along with the WSA team, for improving the quality and impact of TechnoServe’s fundraising efforts. Deliverables will include:
  • Opportunity assessments (including donor scans, industry scans, proposal due diligence, mini-ISPs)
  • Strengthened relationships with public and private donors
  • Winning proposals (including documentation that covers the proposal, concept note, lead summary, logframes, teaming agreements and budgets)

IV. REQUIRED SKILLS & EXPERIENCE:
  • Proven track record in successful business or program development design, experience in the management consulting industry complemented by broad technical skills in one or more of the following areas: SME, agribusiness, and/ or industry development;
  • Extensive experience in designing, developing, researching and authoring quality and winning proposals preferred;
  • Outstanding interpersonal and communications skills in a multi-cultural environment;
  • The ability to work on short-term assignments with tight deadlines while managing multiple tasks and projects;
  • The ability to work independently, and function effectively as a member of a global team, and adhere to strict deadlines;
  • Interactive skills especially with field staff, technical staff, consultants and home office support staff as necessary to complete proposals;
  • Related work experience and knowledge of the West Africa economic, social and development context preferred;

Regional Program Manager - Food Market Development, Zambia

II. PROGRAM DESCRIPTION:
The UK Department for International Development (DFID) has initiated a regional food market development program in East and Southern Africa aiming to impact the livelihoods of 400,000 households through the development of stable markets for staple foods. Using the Marking Markets Works for the Poor (M4P) approach, the program aims to make staple food markets function better, ensuring interventions are inclusive of poor women and men. As part of this program, TechnoServe is seeking to implement a project to strengthen the soy market policy environment by improving access and use of market information by soy system actors; and fostering linkages between national and regional market actors. Ultimately, this project aims to contribute to improved trade policy and cross-border trade; to the financial benefit of soy traders, producers and consumers in East and Southern Africa.

III. POSITION DESCRIPTION:
TechnoServe seeks a full time Regional Program Manager (RPM) for the implementation of a regional food market development program, focusing on improved access and use of market information by soy system actors. The role of the RPM will be to ensure the program delivers on its deliverables to the UK Department for International Development (DFID).
The Regional Program Manager will provide overall strategic direction to the program; and will be responsible for delivery of all results to DFID. Specific responsibilities include:
  • Provide overall program management, including technical, financial and administrative oversight.
  • Assist the Country Director to ensure the project is implemented with sound managerial, technical, financial, personnel and overall programmatic practices; and that the processes and activities adhere to corporate policy, legal and contractual obligations and corporate and donor standards.
  • Lead development and execution of the overall strategic vision, goals and objectives of the program.
  • Lead strategic planning and contribute to implementation of all activities, related to market research, stakeholder engagement, policy dialogue, market information systems and capacity development.
  • Manage long term and short term staff working on the project (and from different locations); and improve the performance of the team through mentoring and coaching.
  • Lead program networking; and Build and manage relationships with private sector representatives, government officials and key institutions, as relevant to the program.
  • Act as primary point of contact and liaison with TechnoServe corporate office and the client, on program implementation, financial, administrative and operational issues.
  • With support from M&E expert, develop and manage implementation of M&E framework and system.
  • Attend progress meetings with client and develop and submit all reporting requirements to client.
Time Period:  Anticipated to start May 2014. Phase 1 - 18 Months, with possible extension to 48 months.
IV. REQUIRED SKILLS & EXPERIENCE:
  • A Master’s degree in Agricultural Economics, Trade Policy and/or a related discipline
  • At least 10 years’ experience facilitating high level public-private dialogue and promoting policy, legal and regulatory reform
  • At least 8 years of program management experience
  • Technical expertise in agricultural trade policy advocacy with previous experience implementing large donor programs
  • Demonstrated experience in developing the institutional capacity of intermediary organisations to advocate on behalf of the private sector
  • Excellent understanding of the Making Market Work for the Poor (M4P) approach
  • Demonstrated knowledge of agricultural value chains, ideally, the soy value chain
  • Ability to influence senior stakeholders in government, private sector and on program team/within donor organization

Communications Officer – Bioinnovate Program

The Bio-resources Innovations Network for Eastern Africa Development (Bio-Innovate) Program, seeking to recruit a Communications Officer as part of the Program Management Team. S/he will be responsible for ensuring the smooth flow of information within the Program, its projects and stakeholders and the general public

The Bio-resources Innovations Network for Eastern Africa Development (Bio-Innovate) Program, hosted at the International Livestock Research Institute (ILRI), is a regional initiative established to support multi-disciplinary and multi-stakeholder biosciences and product-oriented innovation activities in the eastern Africa countries of Burundi, Ethiopia, Kenya, Rwanda, Tanzania, and Uganda. The purpose of the Program is to strengthen the link between research, bio-innovation and end users with the aim of initiating and commercializing/deploying innovations for sustainable utilization and integration of the region’s bio-resources for economic growth and development. Phase I of the Program that commenced in 2010 is projected to end in 2015 (www.bioinnovate-africa.org).

Responsibilities:
  • Design and oversee the communication activities of the Program and supported projects.
  • Support the production of Bio-Innovate Program reports, publications, including print, CD and web materials and other multimedia and promotional products such as posters, information packets and documentary.
  • Oversee the design, management and content of the Program website and provide web-friendly content to keep the site interesting and up to date.
  • Work with the nine consortium project leaders and teams in the six countries of eastern Africa in sourcing stories about their project activities, achievements, outputs and impacts for the Bio-Innovate website and e-newsletter, ensuring the accuracy of the science as well as the liveliness of the news and pictorial presentation.
  • Provide mentoring and advice to Bio-Innovate Project leaders and their project teams on generating appropriate communications materials to reflect the work of the Bio-Innovate Program and its partners.
  • Manage public awareness for Program events like conferences among others.
  • Identify and liaise with journalists in respective participating countries to publicize project and Program activities.
  • Prepare and maintaining program web pages on internet and intranet; facilitate links with other communication functions at ILRI on a regular basis.
  • Edit, proof read Program documents, and write articles about Bio-Innovate Program work as requested.
  • Work with graphic designers and printers in producing high quality Program promotional materials.
  • Maintain a Bio-Innovate publications inventory and keep the publications archives and website pages up to date.
  • Keep up to date about current trends in research communication and methods so as to advise the Program on ways to improve the Program communications cost-effectively.
  • Support other Bio-Innovate Program communications activities as requested.
Requirements:
  • A Bachelor’s degree in journalism’ communications or a related field.
  • At least three years’ experience in writing, editing, design, web design management, blogging, use of Web 2.0 and new media tools.
  • Experience in supporting communications and/or media relations in the area of agricultural/environmental research for development is an added advantage.
  • Proficient in Microsoft Office packages.

Camp Managers - South Sudan

Community Services Project Manager

Pending funding, the Project Manager would have responsibility for the timely and quality management, programming and implementation of DRC’s project, which is strongly focused on areas of community services, protection and community mobilization, while also being involved in cash assistance programming as needed.

Who are we?
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world.
The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, providing intensive capacity building support, and supporting them in working with the Syrian non-camp population in south/southeastern Turkey. For the last year, DRC Turkey has been managing a BPRM-funded project that includes activities in 2 community centers and various outreach activities (referral, follow-up and awareness sessions).

Duties 
Under the overall supervision of the DRC Head of Program, the Project Manager will have the following duties and responsibilities:
• Represent DRC with relevant donors and partners at field level, in sector and interagency working groups and with local authorities.
• Supervise roles and responsibilities amongst team members

Community centres
• Overall supervision of the implementation of activities by implementing partner and DRC staff.
• Close coordination with and monitoring of DRC/implementing partner to ensure indicators are met, quality and timely implementation is being achieved.
• Develop in close coordination with DRC & partner a capacity building plan.
• Advise on programing and tailoring activities within the scope of the community center spirit.

Community initiatives 
• Develop standard operational protocols (SOPs) for community initiatives for DRC and partners.
• Tailor guidelines based on assessment results with beneficiaries and local authorities
• Support DRC & partner staff, and community committees, and advise on selection of suitable local initiatives.

Special needs funds
• Supervise case management committee decisions.
• Ensure smooth assistance to extremely vulnerable individuals.
• Support DRC & partner staff in the identification and selection of beneficiaries.

Office and Financial Management
• Follow up and monitor project budget, managing the sub-office (and support staff) as required, as well as gap filling in supervision of the Sanilurfa office.
• Review and authorise programme financial documents, including reviewing partner and DRC vouchers and supporting documentation.

Fundraising / programme development
• Based on a solid understanding of needs of gaps of DRC’s beneficiaries, suggest new concepts and ideas to be proposed to donors, assisting Head of Programmes and CD in concept papers and proposals as required

Accountability
• Ensure that the project is compliant with DRC accountability principles.

General
• Closely review and monitor project spending (including review of partner expenses).
• Monitor and evaluate ongoing activities and report on unmet needs and gaps.
• Finalize and submit regular work plans, and donor/DRC reports.
• Ensure all project documentation required by DRC and donor is accurately collected, organized and filed.

About you
• University degree with advanced training/courses in social work, sociology, psychology, protection, or other related field.
• At least 5 years of relevant professional humanitarian experience with an international humanitarian aid organization with focus on psychosocial, community services and protection.
• Solid knowledge of cash/voucher and livelihoods programming is a strong advantage.
• At least 3 years in a managerial position, and experience working as an expatriate.
• At least 3 years experience working with national partners as implementing partners, and building partner capacities.
• Exceptional command (written and spoken) of English. Turkish or Arabic is a strong advantage.
• At least 4-5 years of solid experience with project management, and managing staff.
• Familiarity with US donor guidelines with specific focus on BPRM rules and regulations.

EMMA for Livelihood Opportunities Consultant

We are looking for a highly qualified Consultant to conduct an EMMA to assess the job opportunities in construction sector, hospitality and oil and gas companies in KRI region, in order to inform the decision makers on appropriate program design and targeting.

Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has seven project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, oPt and a country/regional office in Amman, Jordan. The Danish Refugee Council (DRC) started working Iraq in 2003 and currently has operational offices in 4 governorates included two in the Kurdish Region of Iraq (KRI); involving around 125 national staff and 11 international staff. The Iraq project has developed over the last years from a project focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Camp Management, Shelter, Education/WASH and Capacity Building.

EMMA Objectives:

  • To determine the current state of job opportunities in the 3 sectors – Construction, hospitality oil & gas companies. 
  • To identify the skill sets required in these sectors and for what level of job openings. 
  • Segregate job opportunities according to gender, age and skill sets
  • To establish private sector willingness to work with DRC and other organisations for possible job placement program in 2015
  • To identify through the rapid market assessment, the most appropriate modalities for meeting the market demand for labour
  • Strengthen DRC and other partners participating in the assessment, their capacity to conduct market analysis and to use it for response analysis
  • To gain an overall understanding of the growth in these sectors in KRI and how livelihood programming could benefit and build upon this growth 

Duties and Responsibilities
Outcomes:

  • DRC and partner organisation staff have a better understanding of market analysis as an essential input to response analysis and are able to apply the analysis to project design (Job placements or other activities in these sectors)
  • Baseline and emergency market analysis are conducted to inform an appropriate response design for livelihood needs.
  • Innovative programming is proposed, combining different types of direct and indirect interventions as appropriate.

Outputs of the Training and EMMA:

  • EMMA reports for each commodity selected:  each report will have an analysis of the market system (baseline and emergency maps) and response recommendations (maximum two commodities/reports)
  • Executive summary of key findings and recommendations (including market maps) to be submitted within 2 days of the completion of the field work (can be negotiated based on travel time)
  • Final reports to be submitted within 7 days of the completion of the field work
  • The final report (with complete analysis and recommendations) shall be completed by the facilitator. Support on the write-up of any technical sections of the report shall be provided by participants (especially any selected team leaders) and EFSL Coordinator.

Administration Coordinator

The Administration Coordinator is responsible for overall delivery of quality administrative services to DRC DDG South Sudan, facilities administration to meet operational requirements of DRC DDG Juba. The Administration Coordinator is under the supervision of the HR Advisor and will also support the HR unit when needed.

Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.

  • Manage all contractual requirements between the leaser (DRC/DDG) and owner of the DRC DDG compound located on Hai Supiri Road in Juba.
  • Manage accommodation requirements for staff and visitors within the compound guesthouses and external locations if required.
  • Liaise with the Compound Assistant for repairs within the Juba compound 

Travel Management and coordination

  • Ensure efficient travel management and coordination for all domestic and international travel
  • Ensure that UNHAS and travel agency’s accounts are replenished on a timely basis
  • Manage the Travel Framework agreement
  • Manage all payments of all travel and accommodation related matters  
  • Liaise between Juba Headquarters  and staff in the field on all travel and accommodation requirements  
  • Provide advice to all staff for the timely acquisition of visa, entry permit and registration (in the country or in destination) and  prepare letters of invitations when required
  • Ensure all international staff staying more than 3 months in country have a valid Work permit  
  • Ensure proper filing of all travel related documents.


Administrative Payments/Reporting

  • Ensures processing of all administrative payments in a timely manner, i.e. Invoices from travel agencies, hotels and contracted services providers for admin department.
  • Ensure that Travel Tracker and Work Permit Tracker are sent to key staff on a weekly basis.
  • Update the Admin Handbook every quarter according to government law and regulations, and DRC DDG procedures.

Staff Management

  • Supervises Admin Assistant Travel and the Admin Assistant /Reception
  • Sets up work plans / performance objectives for all Administrative staff; ensure timely implementation of performance management system for all administrative staff.

Liaison and Coordination

  • Focal person for all government regulations related to Administration.
  • Ensures that all international staff are issued visas/work permits in a timely manner;  
  • DRC DDG’s registrations with various government agencies/ministries are renewed in a timely manner

IT

  • Manages all email accounts
  • Manages all service upgrades and call outs required to maintain 24/7 Internet access  
  • Approve all Software upgrades for DRC DDG computer hardware
  • Maintains the Anti-Virus register


About you
To be successful in this role you must have:

  1. Minimum 2 year experience in a similar role in the NGO sector
  2. Previous experience in managing a team
  3. Excellent analytical and communication skills
  4. Strong interpersonal skills and demonstrated ability to establish effective working relations with national and international staff
  5. Proven ability and knowledge of IT systems
  6. Proven ability to work and live in basic living conditions
  7. Ability to work under pressure, with minimal supervision, and in a culturally diverse team
  8. University degree in social sciences, business administration, HR or related field or equivalent    practical experience


Ideally, you will also have previous experience working in South Sudan.

Availability: According to mutual agreement
Duty Station: Juba, South Sudan
Contract: A minimum contract till end of 2014, which could be extended based on performance and funding
