Mission and objectives
UN Women, grounded in the vision of equality enshrined in
the Charter of the United Nations, works for the elimination of discrimination
against women and girls; the empowerment of women; and the achievement of
equality between women and men as partners and beneficiaries of development,
human rights, humanitarian action and peace and security. As part of its
flagship program on Women, Peace and Security, (WPS) UN Women is currently
supporting the Government of Nigeria to meet its commitments on UNSCR 1325
through the development and implementation of Nigeria’s National Action Plan
(NAP) and State Action Plans on Women, Peace and Security. With support from
the Governments of Norway and Germany, UN Women is implementing WPS Programme
in some states of Nigeria, designed to enhance women participation in conflict
prevention, resolution, mediation and peacebuilding processes, at all levels;
improve public perception on the role of women in peace and security; and
enhance the capacity of government institutions, legislature, judiciary and
security agencies to implement and institutionalize provisions of UNSCR 1325 in
policies and operational procedures. Moreover, several local structures were
also established to contribute to the WPS agenda in target areas. These include
SAP Implementation Committees, Women Mediation Networks, HeForShe Networks and
WPS Media networks.
Context
In 2018, UN Women Nigeria established a presence in
Maiduguri, Borno State North East, Nigeria to support the efforts of the
Government of Nigeria and other UN agencies towards the humanitarian response
through targeted livelihoods support for women and girls and the broader
transition from humanitarian relief to longer-recovery and development. UN
Women is also engaged in coordination and technical support across the sectoral
responses; capacity building for humanitarian workers; and undertakes various assessments
and related initiatives to allow for evidence-based, gender-responsive response
to the evolving crisis in the North East. The objective of UN Women programmes
in the Northeast is to ensure protection for vulnerable women. UN Women Nigeria
with funding support from the Headquarters is implementing a project on
Empowering Women and Girls for Enhanced Gender-Based Violence Prevention and
Response in Borno and Yobe States. The project is designed to contribute to
support women’s leadership and participation in preventing and responding to
gender-based violence while expanding access to economic empowerment
opportunities.
Task description
Reporting to the Programme Specialist/WPS Team Lead, the
Junior Programme Analyst will contribute to the effective management of
Programme on WPS in Nigeria and Enhancing Gender-Responsive Security Operations
and Community Dialogue in Nigeria (Phase II) and broadly the Women, Peace and
Security thematic area by providing substantive inputs to programme design,
formulation, implementation, monitoring and reporting. The Junior Programme
Analyst guides and facilitates the delivery of UN Women programmes by
monitoring results achieved during implementation and ensuring appropriate
application of systems and procedures and develops enhancements if necessary.
The Programme Analyst works in close collaboration with the M&E Specialist,
programme and operations team, UN Women HQ personnel, Government officials,
multi and bi-lateral donors and civil society ensuring successful UN Women
programme implementation under portfolio. 1. Contribute technically to the
development of programme strategies in the area of Women, Peace and Security •
Provide substantive inputs to the design and formulation of programme/ project
proposals and initiatives; • Identify areas for support and intervention
related to the programme. 2. Provide substantive technical support to the
implementation and management of the Women, Peace and Security programme and
projects • Provide technical inputs to the annual workplan and budget; •
Support the implementation of programme and project activities; • Support the
coordination of call/request for proposals, including the organization of
technical review committees, and capacity assessment of partners; • Support
review, coordinate and monitor the submission of implementing partner financial
and narrative reports; 3. Provide technical assistance and capacity development
to project/programme partners • Coordinate and provide technical support in the
implementation of programme activities; Develop technical knowledge products •
Maintain relationships with national partners to support implementation and
expansion of the Women, Peace and Security programme; • Support in the conduct
of capacity building trainings and provision of technical support to partners
on Gender Mainstreaming, UNSCR 1325, Project Management, Monitoring and
Reporting ( Results-Based Management approach); • Identify opportunities for
capacity building of partners and facilitate technical/ programming support and
trainings to partners, as needed. 4. Provide technical inputs to the monitoring
and reporting of the programme/ project • Monitor progress of implementation of
activities and finances using results-based management tools; • Draft reports
on monitoring missions, programme results s, outputs, and outcomes; • Provide
substantive inputs to the preparation of donor and UN Women reports. 5. Provide
substantive technical inputs to the management of people and finances of the
Women, Peace and Security programme • Monitor budget implementation and make
budget re-alignments/ revisions, as necessary; • Provide substantive inputs to
financial reports; 6. Provide substantive inputs to building partnerships and
resource mobilization strategies • Provide substantive inputs to resource
mobilization strategies; analyze and maintain information and databases; •
Prepare relevant documentation such as project summaries, conference papers,
briefing notes, speeches, and donor profiles; • Participate in donor meetings
and public information events, as delegated. 7. Provide technical support to
inter-agency coordination on Women, Peace and Security to achieve coherence and
alignment of UN Women programmes with other partners in the country • Provide
substantive technical support to the Representative and Deputy Representative
on inter-agency coordination related activities by drafting background reports
and briefs. 8. Provide substantive inputs to advocacy, knowledge building and
communication efforts • Develop background documents, briefs and presentations
related to Women, Peace and Security; • Coordinate and organize advocacy
campaigns, events, trainings, workshops and knowledge products; • Coordinate
the development of knowledge management methodologies, and products on Women,
Peace and Security.

contribute towards peace and development and to serve others; • Fluency in
spoken and written English is required, and working knowledge of French and or
Portuguese is desirable • Willingness to contribute and work as part of a team

Living conditions and remarks
The assignment will take place in the nation’s capital,
Abuja (Hardship classification C). With approximately 200 million inhabitants,
Nigeria accounts for 47% of West Africa’s population, and has one of the
largest populations of youth in the world. It is a political federation that
consists of 36 autonomous states, and a multi-ethnic and culturally diverse
society. With an abundance of natural resources, Nigeria—Africa’s biggest oil
exporter— also has the largest natural gas reserves on the continent. The
country is viewed as a multinational state, as it is inhabited by over 500
ethnic groups, of which the three largest are the Hausa, Igbo and Yoruba; these
ethnic groups speak over 500 different languages, and are identified with wide
variety of cultures. The official language is English. Nigeria continues to
face terrorist attacks in the northeast, a restive insurgency in the Delta
region, and the perennial inter-communal violence across the middle belt. At
the root of the security challenges are high levels of poverty, joblessness,
growing numbers of frustrated youth, and the degradation of natural resources
and climate stressors. The critical and immediate challenge is ensuring the
welfare of the internally displaced people, host communities, and population in
the North- East. Terrorism is the main threat in the Federal Capital Territory
(FCT) Abuja SLA. General crime is also prevalent. UN staff members are advised
to stay only in assessed hotels. Assessed hotels list available with Agency
