Mission and objectives
The United Nations Resident Coordinator Office supports the
work of the UN Resident Coordinator. The UN Resident Coordinator leads the UN
country team in consultations with the Government to define and agree on the UN
strategic response to the Government’s development priorities. This response is
captured in the UN Partnership for Development Framework (UNPDF) . The UNPDF is
a medium term results framework that describes the collective vision and
response of the UN system to national development priorities. The UNPDF
describes how the UN country team contributes to the achievement of development
results based on a common country analysis and the UN comparative advantage.
Currently, the UN framework of work for Indonesia is under the 2016-2020 UNPDF.
The office coordinates activities related to common programming including
Agenda 2030, joint programmes, joint programming activities and development
coordination work. This is done in conformity with the objectives and
priorities of the Government, and the mandates and objectives of the United
Nations agencies. The UN Resident Coordinator Office has five core functions:
1. Strategic Planning 2. Economics 3. Partnerships and development finance 4.
Data and results management and reporting 5. Communications and advocacy
Context
The 2030 Agenda for Sustainable Development demands a UN
development system that is agile, cohesive and responsive to a country’s
priorities and people’s needs. It requires rights-based programming for the
Agenda 2030 that is underpinned by robust national analysis called the Common
Country Analysis (CCA). The CCA is part of a strategic pivot for the United
Nations towards becoming the top source for independent, trusted analysis and
policy advisory support on sustainable development in the 21st century. The
analysis becomes the foundation for the design of the United Nations
programmatic response through the Cooperation Framework. At the same time, the
analysis can inform decision-making by the government and other stakeholders.
The CCA shall connect analysis of issues for the achievement of each SDG, and
across SDGs, in line with the overall commitment to leave no one behind, UN
Charter values, and international norms and standards. It reflects systems
thinking, an approach that captures the interlinked relationships, resources,
information, institutions and capacities necessary to identify and address
pathways to achieve the 2030 Agenda. This approach spans national borders,
factoring in the regional and transboundary issues that impact a country’s SDG
trajectory. The CCA will be data-driven and build an evidence base sensitive to
dynamic changes. As such, the CCA will need to look beyond official national
statistics to draw on all sources of qualitative and quantitative data from
across the data ecosystem, including primary research as appropriate,
non-traditional data sources, and emerging technologies to address gaps in
reliability, disaggregation or timeliness. To inform the next UN Sustainable
Development Cooperation Framework (UNSDCF) in Indonesia, the UN in Indonesia,
under the coordination of UNRCO, will undertake CCA in 2024. The UN RCO in
Indonesia is looking for a Research Assistant to support the necessary
preparation of the CCA.
Task description
Under the overall guidance of the Head of Resident Coordinator’s
Office and the direct super-vision of the Development Coordination Officer and
the Economist of the RCO, the UN Volunteer will undertake the following tasks:
Assist in drafting the TOR and Work Plan of UN Indonesia’s 2024 Common Country
Analysis Put together the checklist of CCA according to UNSDG Cooperation
Framework Companion Guidance and other guidance within UN System. Collect and
review relevant socio-economic-political-and environmental assessments and
research on Indonesia (including those that have been conducted by the UN and
available in UN Document Repository-DOMES DOMES: DOCUMENT REPOSITORY - UNCT
INDONESIA) and produce summaries of key findings. Collate relevant
socio-economic-environmental data (including but not limited to GDP growth,
share of (agriculture, manufacture and services) to GDP, population, poverty,
employment, energy mix, etc). Explore the use of non-traditional data and
emerging technologies/AI to help support the CCA. Assist in mapping relevant
international obligations and commitments made by Indonesia in terms of human
rights, LNOB, gender and the environment and summarize recommendations from
human rights mechanisms including Indonesia’s 2022 Universal Periodic Review
Any other relevant tasks may be assigned by the UNRCO.

Required experience

and/or development projects at national and/or international level Demonstrated

literacy. Previous experience as a volunteer and/or experience of another

Living conditions and remarks
The position will be based in the Jakarta, capital of
Indonesia and home to the Association of Southeast Asian Nations (ASEAN)
Secretariat, where basic living needs, including accommo-dation, banking
facilities, medical facilities and telecommunications/internet services are
readi-ly available. All staple foods such as rice, bread, meat, vegetables,
fruits, salt, sugar, cooking oil, etc. can be found in the markets, along with
basic hygiene products and household supplies, including variety of imported
goods. Almost all items can also be ordered for delivery (from grocery to
cooked food to household essentials) through various mobile applications.
Jakarta has nu-merous good restaurants as well as plenty of attractive malls
and shopping centres, making it one of the most vibrant cities to live in
South-East Asia. Jakarta’s climate is generally hot and humid, with the
Indonesian wet and dry seasons dividing the year in two. Average temperature is
in the upper 30°C range year-round, and the rainy season lasts between November
and March. The most used means of transportation are taxi or local bus. Mobile
phone is the most reliable tool to communicate, and internet services are
readily available at the apartment complexes. ATMs are located on every other
street in Indonesia and international cards can usually be used to withdraw
Indonesian Rupiah.
