Mission and objectives

Jordan Country Office (JCO) has ongoing activities to deliver humanitarian response for all children within the country. One of the key areas of intervention is the timely delivery of supplies that are supported by the Supply and logistics Section. There is significant growth and demand for services and supplies from all program and operations sections. The section at the moment is understaffed and requires the temporary support of an additional Supply Assistant, to perform administrative support to ensure the smooth running of the section and ultimately contribute to the overall programmatic objectives of the office. The deployment of a National UN Youth Volunteer would be an ideal opportunity to support the administrative activities and to ensure completeness and adequacy of supporting activities/documents.

Context

The assigned UN Volunteer will work in close collaboration with the Contract Specialist and Supply and Logistics Manager to exchange information and ensure consistent service delivery. Task description

Under the direct supervision of the Supply and Logistics Manager, UN Volunteer will support a range of activities related to the supply chain. Below is the list of tasks to be performed in full compliance with the UNICEF rules, regulations, and procedures: - Provide administrative support to the Supply and Logistics Section and work in close collaboration with the Programme Sections, as per the guidance received from the Supply and Logistics Manager - Assist and administrative support with RFQ/ITB/RFP tenders and arrange for meetings with vendors as required. - Assist with the administration work for establishment LTAs. - Support the sections of JCO and the RO with hotel reservations and administration arrangements for workshops, conferences, meetings, etc - Assist with several reports such as LTAs, contracts, Purchase Orders (POs), OSC, etc. Regularly extracts dashboard reports and coordinates to ensure necessary supply action is taken in a timely manner in support of UNICEF Programmes. - Update and maintain electronic filing for the necessary procurement and logistics documents for RFQ/ITB/RFP tenders, LTAs, CRC, NFR, Report, etc., and store them in the relevant shared point - Any other clerical duties assigned by the supervisor.

Living conditions and remarks

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.

Education

Position Purpose: 

Reporting to the Gender Equality Team Leader (Amman), the Gender Specialist will work, in close collaboration with specialists from Country Offices, the Regional Hub and HQ (BPPS, CB and RBAS) to reduce gender inequalities in the region, in line with the new Gender Equality Strategy 2022-2025. She/he will be responsible for supporting:

  • Policy Development.

  • Knowledge Management, Learning and Innovation 

Duties and Responsibilities
Policy Development:

  • Support the development of the Regional Gender Equality Strategy 2022-2025 and/or Action Plan and the updating/alignment of COs strategies to the new global and regional frameworks.
  • Provide quality assurance to ensure corporate alignment to global gender equality policies, including system-wide frameworks and corporate accountability and reporting mechanisms (GSIC, IWP, ROAR).
  • Support policy dialogues and help the Regional Hub and Country Offices to place gender equality at the core of political, economic and environmental policy dialogues and decisions, including in fragile and crisis settings.
  • Provide substantive advice to the Gender Equality Team Leader (Amman) on challenges and opportunities for the implementation of the Gender Equality Strategy 2022-2025 in RBAS.
  • Support the design of global and regional policy initiatives to advance gender equality and women’s empowerment, ensuring perspectives from the different country contexts are represented.
  • Identify and support opportunities for cross-regional collaboration, including through the design and resource mobilization for new initiatives/proposals.

Programme Integration and Coordination:

  • Provide substantive technical support to ensure the integration of gender equality within each thematic portfolio of the RBAS regional hub including the RBAS regional programme, and other regional flagship initiatives such as regional reports and/or events.
  • Provide substantive technical support for RBAS Country Offices to strengthen their programmatic (CCA, UNSDCF, CPD, PRODOC and funding proposals), human, and financial architecture for gender equality, including virtual and in-person support (e.g., technical support missions).
  • Support the implementation of corporate standards and flagship programmes such as the Gender Equality Seal, and comprehensive portfolio reviews.
  • Contribute to strengthening the capacity of the Regional Hub for the development and update of a regional gender analysis to identify opportunities and anticipate future challenges, including data and analysis on socio-economic structures that generate gender inequalities in the region, and other dimensions such a backlash against women’s rights, and potential allies to counter them.
  • Support the monitoring of the Regional Hub and Country Office financial investments – using the gender marker- and the follow up of the corporate targets, promoting accuracy of the tracker and increase of resource allocations for GEWE, especially in crisis contexts.
  • Support the development of a network of gender experts, especially feminist economists and experts on gender and nature, climate and energy, to provide additional on-call support to CO and regional teams.

Partnerships and Resource Mobilization:

  • Provide substantive advice and support to strengthen strategic partnerships with UN entities (particularly UN Women but also other specialized UN organizations with complementary skills and capacity), to improve interagency coordination and maximize impact on gender equality and women’s empowerment.
  • Provide substantive advice and support to strengthen strategic partnerships with governments, civil society (particularly women’s organizations) and businesses, among other key actors, to address gender inequalities in the region.
  • Collaborate with the Gender Equality Team Leader in the pursuit of new partnerships to bring innovation, change and influence social norms, behaviors and power relations, including with partners such as faith-based organizations or networks of young innovators, etc.
  • Support resource mobilization efforts, to strengthen UNDP’s regional and country office portfolios and results in gender equality, including identifying funding opportunities, supporting the preparation of funding proposals, donor briefings, etc.
  • Support the internal planning to implement RBAS Regional Gender Equality Strategy/Action Plan, including allocation of internal resources and external resource mobilization.

Knowledge Management, Learning and Innovation:

  • Engage and proactively participate in the RBAS regional network or Gender Community of Practice composed by gender specialists and colleagues leading and implementing GEWE portfolios in country offices; support the identification of priorities and needs, the coordination of periodic meetings and the co-creation and sense of ownership across the network.
  • Provide substantive advice and technical support to the development and implementation of a capacity development/ learning plan on gender equality for regional and Country Office levels, including ensuring regional participation in global/regional learning initiatives such as learning labs and/or mentorship programmes.
  • Collaborate with Country Offices and Innovation Labs across the region to foster innovation to advance gender equality in UNDP programming.
  • Support RBAS knowledge management for gender equality aligned to the new global Knowledge Management Strategy and Framework for Action (e.g., CoPs, Knowledge Platforms, high-quality Knowledge Products, evidence-based good practices, among others), including by providing technical guidance and quality assurance to content development.

Supervisory/Managerial Responsibilities:

The Gender Specialist will support the Gender Equality Team Leader, in the coordination and management of the regional gender team. She/he will:

  • Support the formulation and follow-up of the Team’s Annual Work Plan.
  • Provide effective support to the overall day to day management of the Regional Hub’s gender equality portfolio, including ensuring timely implementation, monitoring and evaluation (e.g., identifying adequate service providers, coordinate mid-term and terminal evaluations, support corporate, etc.), according to UNDP corporate standards and policies.
  • Collaborate with the establishment and maintenance of an inclusive, diverse and harmonious working environment, including by supporting the implementation of corporate policies (e.g., gender parity and zero tolerance regarding sexual harassment and sexual exploitation and abuse), and promoting communication and coordination among staff.

OBJECTIVES OF THE PROGRAMME

DESCRIPTION OF DUTIES

1. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1620 per month for the duty station indicated above. Introduction

Better Work Jordan is a comprehensive programme bringing together all levels of the garment industry to improve working conditions and respect of labour rights for workers, and boost the competitiveness of apparent business. A key objective and strategy of Better Work is to leverage the influence and financing of buyers to improve working conditions in factories.  A second goal of BW has been to promote transparency and public reporting as a tool to create further incentives for factories to improve their labour standards. 

As BWJ enters the fourth phase of its program, it seeks to build on its successes, as well as to address the challenges that are before both the program and the garment industry in Jordan.  The main outcomes that BWJ seeks to accomplish in this phase are threefold: to expand and optimize the program’s offering of core services, to strengthen the capacity of the employers’ association and the unions and to promote processes of social dialogue at the factory level, as well is to help strengthen national institutions.  Recognizing the importance of sustainability and ownership, Better Work Jordan has amplified its collaboration and capacity building efforts. As part of these efforts, this position serves to contribute to the implementation of the ILO Better Work Jordan Programme at the national level through supporting the programme’s research and strategy. 

Reporting Lines

The Monitoring and Data Analytics Officer will report to the Better Work Jordan Programme Manager. The incumbent will also work closely with all members of the Better Work Jordan team, and coordinate with other ILO projects in Jordan. The overall technical backstopping is done by Better Work Global and the Decent Work Team at ILO Regional Office for Arab States (ROAS).

Description of Duties

1. Compile Monitoring and Evaluation (M&E) data from Better Work Jordan; collaborate with Better Work field staff for timely and accurate data collection. Together with the Programming Team, plan, organize and coordinate monitoring and evaluation activities and ensure analysis of available data for programme development purposes.

2. Streamline M&E and reporting to donors, ILO regional office and HQ, for Better Work Jordan. Prepare reports and presentations based on M&E data.

3. Support in preparing the programme’s technical reports related to donors, ILO and BWG per ILO’s and donors’ guidelines.

4. Collaborate with Better Work Jordan and Better Work global team members to implement various research projects in different stages in Jordan, including data collection, data cleaning and analysis, report reviewing and interpretation, and analytical writing.

5. Provide support to Better Work Jordan´s annual impact assessment exercises, including by providing input in the development of the scope, tools and implementation strategy as well as directly supporting in data collection, training colleagues, liaising with research partners; etc.

6. Manipulate and analyse data in order to inform Better Work  Jordan tool development, current operations. Handle the Better Work Jordan compliance assessment database and perform quality assurance on data; analyse data and prepare Better Work Jordan’s annual reports, policy papers, and contribute to other communications products related to compliance reporting, evidence and research dissemination.

7. Collect inputs from the team to strengthen the use of Better Work Jordan data and knowledge to incorporate lessons learned in policies and practice; monitor the use and impact of existing and/or new systems and recommend areas for further improvement and development.

8. Assist in improving efficiency by identifying areas of common data-related infrastructure with technical advice from Better Work Global Research and Impact team. Encourage collaboration between teams responsible for different data sources. Ensure user-friendly data is available to inform Better Work Jordan operations and policy debates; produce regular updates on key performance indicators for country programmes;

9. In collaboration with the Programme Manager, generate data to be used in info graphics, presentations, publications, and other tools to facilitate the use of data for influencing purposes.

10. Assist in organising research workshops and seminars in terms of event planning, coordination with partner organizations, communications with event participants, and drafting of event proceedings.

11. Perform any other duties as required.

Required qualifications

Education

First-level university degree (Bachelor’s or equivalent) in Economics, Statistics, Social Sciences or related field.

Experience

At least 3 years of relevant professional work experience in supply/value chain analysis, data management and analysis, research, monitoring and evaluation, and impact studies. 

Languages

Excellent command of English and a working knowledge of a second working language French or Spanish.

Competencies

In addition to the ILO core competencies, the following is required:

  • Knowledge of international evaluation standards, methodologies and terminology and ability to interpret and work within applicable policies, regulations and procedures.

The role:
To provide high level continuous operational support, assist in the development of the response strategy at the country level and assist in a broad range of services to facilitate the delivery of humanitarian response, the establishment of a firm foundation for recovery and transition to longer term development.There are two positions available.
The position provides assistance to operational support that covers 3 main areas:
  • Assisting Country Offices - Provide additional capacity to ensure smooth delivery of humanitarian programmes in countries responding to the Syria crisis. Identify the need for and source additional support in operational, technical or other support functions.
  • Coordinating with stakeholders - Ensure effective liaison between and brokerage of operational support, TA and efficient information dissemination and management. Acts as focal point for information.
  • Supporting program quality - Monitor and review and key documents, adherence to agreed processes and deliverables and implementation of agreed decisions, liaising closely with other regional functions especially Regional Program Operations, Program Development & Quality and Regional Humanitarian functions. Assisting Senior Humanitarian Advisor on initiatives and act as a sounding board for decisions and actions supporting key stakeholders.

The role
Risk reduction and resilience (in both natural disaster settings and man-made contexts including conflict) help to secure the delivery and sustainability of our work, protect the development gains, as well as keep children and their communities safe. Save the Children (SC) in the Middle East and Eurasia (MEE) is rolling out new approaches to risk reduction and resilience, based on our years of experience of working in MEE and in line with Save the Children International's (SCI) global strategy for disaster risk reduction (DRR) and climate change adaptation (CCA).
Save the Children is recruiting a Regional Disaster Risk Reduction and Resilience Adviser to support Country Offices in embedding DRR / CCA approaches and thinking within country strategic and programme planning, as well as support the development and implementation of current and future DRR & CCA projects in the region. The adviser will support the further development and rollout of new conflict-sensitive and community-based risk reduction approaches across the region and work to increase the uptake and incidence of children's and community participation in risk reduction and resilience work in the MEE. This position will work closely with Save the Children members and the DRR/CCA Global Working Group to further strengthen DRR/CCA and resilience in Save the Children's programmes, policies and strategies.
Externally, the role will facilitate the implementation of child-centred risk reduction and resilience activities throughout the region, also engaging in key advocacy initiatives, building networks and representing the organization to strategic regional partners.

Qualifications and experience
Essential:
  • Masters Level degree in Development, Disaster Management, Risk Management, Climate Change Adaptation, Environmental Studies, Social Science or other university degree in a relevant discipline
  • 8 years of experience in humanitarian and DRR programming or a relevant professional area
  • Strong track record in DRR, CCA and resilience fundraising.
  • Demonstrable analytical skills particularly concerning development and humanitarian interventions in complex contexts of risk, especially in conflict affected fragile states and displacement settings
  • Knowledge and experience of disaster risk reduction and/ or climate change adaptation methods at the community level (ideally with children) and with local authorities.
  • Experience in training or capacity building with diverse groups
  • Experience of DRR policy and advocacy activities and knowledge of regional and global DRR and climate change policy arena
  • Demonstrable knowledge of child safeguarding and protection in participation
  • Communication skills including the ability to distil technical information for a non-specialist audience; and the ability to write policy and technical briefings. Strong spoken and written English is essential.
