The FAO Coordination Office for the West Bank and Gaza Strip
Programme implements the Country Programming Framework for Palestine to enhance
the wellbeing of Palestinian people by making the agrifood system more
efficient, inclusive, resilient, and sustainable in alignment with national policies
and strategies and the United Nations Sustainable Development Cooperation
Framework (UNSCDF).
Under the overall supervision of the FAO WBGS Head of
Office, and direct supervision of the Economist, the position is located in
FAO’s Coordination Office for the West Bank and Gaza Strip (WBGS) Programme,
based in Jerusalem.
Duties and Responsibilities
• Support the implementation of the Monitoring work plan of
FAO active projects in the WBGS including:
o Adapt the standard monitoring tools to be used for the
monitoring of the specific activities of projects and follow up its
implementation.
o Lead the implementation of the baseline and end line
survey for FAO projects when needed.
o Perform the process monitoring of activities according to
the SoPs in place.
o Contribute to the identifying learning subjects in the
contexts of implementation of the monitoring activities above including
collecting further information required for their dissemination.
• Contribute to the generation of learning and knowledge:
o Identifying success stories, lessons learning, and best
practices observed in the course of the M&E work and collect/collate
relevant information and data for their documentation and dissemination of
those.
o Participation in project inception meetings with targeted
communities/beneficiaries as well as conducting regular visits to the projects
implementation sites with the aim of increase FAO learning on the relevance of
their ongoing activities and identify potential areas of intervention;
• Support corporate planning and reporting activities
o Contributes to the Organization’s corporate results-based
planning, monitoring and reporting processes.
o Provide effective and timely support to the ongoing
project progress monitoring through collection and consolidation updated of
project quarterly reports.
o Contribute to the Country Annual Report.o
• Support the design and measurement of project baseline and
endlines as well as contribute to the preparation of project evaluation
processes.
o Systematic follow up on the requirements for establishment
of ongoing projects baseline and end-line,
o Support the post distribution monitoring implementation,
qualitative data collection tools, as well as report drafting and quality
assurance.
o Supporting the preparation, follow up and implementation
for independent mid-term and terminal evaluation exercises.
o Supporting drafting/review of products related to the
accountability to affected population agenda including information sheets,
application forms etc.
o Proactively contribute to sharing information, preparing
progress and technical reports and other information and advocacy products
related to FAO projects when needed.
o Overall support and contribution to the ad-hoc data
collection to monitor the impact of crises (ex. Russian/Ukraine conflict).
o Contribute to providing inputs for the various UN wide
reports (ex. Secretary General reports),
o Contribute to the project’s beneficiaries databases
through constant and regular follow up and data cleaning.
o Manage the data entry on the Project Activity Information
Database (PAID).
o Engage and facilitate needs assessment & analysis,
including in efforts on assessing food security levels.

Required Skills and Experience
Education:
An advanced University degree in economics, agriculture
economics, development studies, rural development, social sciences or other
disciplines related to the job requirements.
Experience:
- At
least three years of relevant working experience in conducting MEAL
activities on projects/programs preferably in agriculture and food
security.
- Previous
experience in data quality, analysis, and management is an asset.
Language Requirements:
Arabic mother tongue and very good knowledge of English
language.
Other:
- Strong
knowledge of Microsoft Excel, working knowledge of SPSS or other
equivalent analysis software from open data sources. Ability to
participate and work in a team under tight deadlines.
Ability to take initiative and accomplish tasks with minimum
supervision and within tight deadlines.
