1.     Organizational Context 

a.    Organizational Setting 

The position is located in the Records and Archives Section of the Knowledge Management and General Services Division, in the Administration, Finance and Management Sector. The Section is responsible for the development and implementation of policies, procedures and best practices for the management of WIPO's organizational records and archives. The Section also contributes to the delivery of integrated strategies for knowledge management and enterprise content management to support business needs and knowledge sharing. 

b.    Purpose Statement 

The Associate Records and Information Management Officer supports the daily operations for managing records and information in WIPO. This includes maintaining Records and Information Management (RIM) tools such as WIPO's Enterprise Content Management (ECM) system; developing and updating procedures: contributing to the development of RIM tools and solutions; coordinating retention and disposal activities; contributing to the development and delivery of RIM training; encouraging compliance with RIM practices; and providing technical support to WIPO staff members on RIM matters. 

c.    Reporting Lines 

The incumbent works under the supervision of the Head, Records and Archives Section.

 2.      Duties and Responsibilities 

The incumbent will perform the following principal duties:

a.   Draft and update RIM procedures and guidance; identify gaps and propose improvements to processes; 

b.   Maintain and monitor content structures in WIPO's Enterprise Content Management (ECM) system by performing quality checks to assess accuracy of records classification, retention policies, and metadata usage, and propose corrective actions or improvements when appropriate; in close collaboration with business unit focal points, coordinate activities to maintain digital content structures; 

c.   Participate in the design, development and implementation of new RIM tools and technologies including providing functional requirements, identifying and proposing process improvements, testing, and providing feedback; 

d.   Provide technical inputs for the development of RIM policy and strategy; 

e.   Coordinate records retention and disposal activities; 

f.    Develop and deliver training on RIM principles and practices; encourage the adoption of RIM policies, practices and tools; provide technical support to business unit focal points and other WIPO staff members on RIM practices; 

g.   Handle complex enquiries; and provide retrieval services for records and archives upon request; 

h.   Participate in the development and implementation of projects as required; 

i.    Perform other related duties as required. 

3.      Requirements 

Education (Essential)

First-level university degree. 

Education (Desirable)

Advanced university degree in records, information, archival management, library science, knowledge management, or a related field. 

Certification in records, information or archival management. 

Experience (Essential)

At least three years of relevant professional experience including in digital records management, preferably in a large organization. 

Experience of managing content in an ECM system. 

Experience (Desirable)

Records and information management experience in an international organization. 

Practical experience in the development and delivery of RIM training to a wide-ranging audience. 

Language (Essential)

Excellent knowledge of written and spoken English. 

Language (Desirable)

Good working knowledge of spoken and written French.

Excellent knowledge of RIM principles, industry standards and guidelines. 

Practical knowledge of digital records management functionalities within an Enterprise Content Management (ECM) system.

The position is located in the Diplomatic Engagement and Assemblies Affairs Division, Sector of the Director General. The Division is responsible for all engagements with the diplomatic community in Geneva through various avenues such as events and meetings, as well as oversee the administrative, logistical and other aspects of key meetings such as the WIPO General Assemblies. 

b.    Purpose Statement 

The Associate Conference Technology Planner provides day-to-day support to the Diplomatic Engagement and Assemblies Affairs Division in the organization of meetings and events and coordinates with internal and external stakeholders for the efficient and timely implementation of meetings and events. 

c.    Reporting Lines 

The incumbent works under the supervision of the Conference Manager, Diplomatic Engagement and Assemblies Affairs Division.

2.      Duties and Responsibilities 

The incumbent will perform the following principal duties: 

a.  Assess conference and meetings requirements, attend preparatory meetings with internal and external stakeholders, take note of follow-up action to be taken to ensure that pre-session arrangements are made in a timely manner for sessions of WIPO's principal committees and bodies and other conferences held on the Organization's premises. 

b.  Prepare electronic conference room seating and microphone assignment plans for sessions of the principal committees and bodies of WIPO, in accordance with the specific meeting requirements and lists of WIPO member and observer States and accredited IGOs and NGOs; to this end, keep abreast of accessions to the different WIPO treaties and accreditations of organizations. 

c.  Perform content-management tasks in the new system for enriched webcasting and indexed video-on-demand (VoD) of conferences and meetings; set up new sessions in the system with links to relevant content; follow closely live proceedings in order to facilitate accurate output and introduce metadata and any required corrections during the sessions.  As required, conduct post-session processing of the material recorded.  Propose improvements to content management.  Assist in provision of basic training and guidance to users. 

d.  Liaise with internal technical staff and external service providers on any issues encountered (from both an operational and an end-user perspective) in relation to the enriched webcasting/indexed VoD system; note any features/functionalities requiring future adjustment or enhancement. 

e.  For formal meetings held on remote participation platforms, be part of the operational team with administrator level access rights. 

f.   Proactively coach colleagues in the creation of their remote/hybrid meetings; conduct individual pre-session connectivity testing and coaching sessions for remote participants, especially for high-level speakers. 

g.  Plan sessions in the mobile application for event planning (used in major business events including conferences, seminars, summits, workshops, etc., and aimed at optimizing the event), studying the interaction with users and enhancing their experience. 

h.   Assist in the update and maintenance of this application on WIPO's mobile app administrator accounts. 

i.   Assist in other conference and/or event related activities, when and as required.

3.      Requirements 

Education (Essential)

First-level university degree in computer science, information technology or related discipline. 

Experience (Essential)

Relevant experience in organizing and servicing conferences and meetings in an international organization. 

Experience in enriched webcasting and indexed VoD systems for conferences and meetings. 

Knowledge of and experience in Excel visual basic. 

Knowledge of and experience in administrating event planning mobile applications. 

Experience as administrator for Apple developer and Google Play store account. 

Experience (Desirable)

Experience in participating and/or servicing a body of the UN common system, preferably in WIPO. 

Proven experience working as an administrator on remote participation platforms.

Organizational Setting

The World Intellectual Property Organization (WIPO) is the global forum for intellectual property policy, services, information and cooperation. The post is located in the Office of the Assistant Director General, IP and Innovation Ecosystems Sector (IES).  Coordinating with other vertical and horizontal WIPO sectors, IES is responsible for helping Member States develop their IP and Innovation ecosystems to drive enterprise and economic growth. This Sector is responsible for working with key partners and intermediaries in the innovation ecosystems to provide support to researchers, innovators and enterprises, including SMEs.  Other key focus areas include IP commercialization for business growth, emergence of IP as an asset class, development of expertise on national IP strategies and related policies, economic analysis on IP and innovation and creativity, strengthening ADR and the services provided by the Arbitration and Mediation Center, and providing technical assistance to the judiciary, as well as services related to the legal databases.

Purpose Statement

The main role of the incumbent is to contribute to the project management, coordination and advisory expertise and supporting tools and methodologies and research to assist Member States to develop and implement national IP strategies in the broader context of the country's national innovation and economic development goals.

Reporting Lines

The incumbent works in the small team of the National IP Strategies team, under the supervision of the Senior Counsellor (National IP Strategies) and the Program Officer (National IP Strategies), and under the direction of the Senior Policy Advisor, IP and Innovation Ecosystems Sector. 

Work Relations

The incumbent interacts with colleagues within the Sector, with those in substantive Sectors, and with those in the Regional and National Development Sector (RNDS). Colleagues in RNDS are the key interlocutors with Member States throughout the process of engaging and developing national IP strategies. 

The incumbent will perform the following principal duties:

  1. Assist the Senior Counsellor and Program Officer by contributing to the research and preparation of documents and analysis of best practices and policy trends relating to national IP Strategies and  innovation policies worldwide. 
  2. Participate in specific projects relating to the coordination of WIPO input into the process of the development of national IP strategies. 
  3. Contribute to develop project schedules and consultations plans; gather and edit comments; and verify accuracy of information. 
  4. Assist in the preparation of quarterly status reports on the implementation of national IP Strategies.
  5. Assist in developing internal documents and external tools for Member-States such as guides and checklists, as well as developing and maintaining a repository of knowledge and best practices. 
  6. Assist in maintaining a database of national IP Strategies and related information such as a repository of outside experts; and respond to and coordinate requests for information. Maintain and update information on the website as needed. 
  7. Analyze data, produce reports, and propose adjustments to the methodology, indicators and processes as required.
