OBJECTIVES OF THE PROGRAMME
The Global Polio Eradication Initiative (GPEI), mandated by the World Health
Assembly to stop transmission of wild poliovirus, has reduced global incidence
of polio by 99.9%. It is a partnership spearheaded by WHO, Rotary
International, US CDC, UNICEF and Gavi, the Vaccine Alliance, and supported by
BMGF. To accomplish the mandate, the Partnership has adopted a new strategy for
2022/2026 with a 5-year cost of US$ 4.8 billion. To cover some of the
immunization and surveillance activities under this Strategy the GPEI has
recently engaged with the European Investment Bank in a results-based financing
mechanism. The conditions of this engagement are covered under the GPEI
contribution agreement
DESCRIPTION OF DUTIES
- Manage
and oversee the allocation planning, implementation and reporting of EIB
contributions including:
- Development
of budget in close coordination with MFH team to ensure the efficient use
of the EIB contribution.
- Develop
guidance, business requirements and templates to monitor project
implementation and progress against agreed indicators ensuring the
integrity of reporting data.
- Coordinate
revision processes, and facilitate financial and administrative
information for transparency, accountability and managerial
decision-making.
- Coordinate
with counterparts at WHO Regional Offices, WHO country offices and GPEI
partners to capture, clarify and consolidate financial and performance
data.
- Work
closely with the data team to promote the use of POLIS at the three levels
of the Organization as the platform for comprehensive, timely and accurate
polio data and information, and propose system enhancements as required.
- Coordinate
and harmonize WHO and UNICEF staff managing EIB contributions to
ensure alignment of efforts, communication and timely provision of
implementation and financial reports to EIB.
- Keep
the COO and the Director POL apprised the implementation of the EIB
agreement and the implications for GPEI financing.
- Serve
as the liaison officer between EIB and GPEI.
- Prepare
annual and ad-hoc financial and technical analyses as requested by EIB.
- Lead
on assessment of performance indicators for monitoring project
implementation and evaluating the quality of outputs.
- Perform
other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential:
An advanced level university degree in management, finance or information
science related to the functions of the position.
Desirable:
1. Professional qualification in finance or accounting.
2. Qualification on information systems would be advantage.
Experience
Essential:
1. A minimum of 7 years of professional experience in administration and
financial management including in public private partnerships.
2. A minimum of 3 years' experience in using financial data analysis and
preparation of financial reports to support managerial decision-making in the
public health sector.
3. Demonstrated experience at the international level within an international
organization, preferably WHO.
Desirable:
1. Demonstrated experience in business process design and systems
implementation.
2. Experience with private sector and innovative financing mechanism.
Skills
1. Strong interpersonal and organizational skills, with
proven ability to facilitate and strengthen the involvement and collaboration
of a broad range of internal and external partners.
2. Demonstrated ability to synthesize disparate measures, indicators, and
results into cohesive narratives on programmatic progress for the purposes of
reporting to senior management and donors.
3. Strong skills in the area of quality assurance and compliance.
4. Ability to work effectively with colleagues at national and international
levels, and work under tight deadlines.
5. Experience with using data collection and analysis software.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD 77,326 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post adjustment,
which reflects the cost of living in a particular duty station, and currently
amounts to USD 5645 per month for the duty station indicated above. Other
benefits include 30 days of annual leave, allowances for dependent family
members, home leave, and an education grant for dependent children.
