Position Summary
The Knowledge Manager (KM) is a part of SNV’s Procurement
Governance for Homegrown School Feeding (PGHGSF) Project team and is
responsible for ensuring that PGHGSF country coordinators and partners have the
full array of tools and supports needed to successfully participate in and
deliver on the project’s Learning Objective. The PGHGSF Project is a
multi-layered project to improve smallholder farmer access to the structured
market demand presented by Homegrown School Feeding programs in Mali, Kenya,
and Ghana. KM will work with country coordinators, project, and communications
team and will report directly to the project manager based in Bethesda, MD.
This project, funded by the Bill and Melinda Gates Foundation (BMGF), is in its
third year and will run through September 2016.
Key Responsibilities
Key Responsibilities
1. Implement and support the project’s learning plan,
including milestones, timelines, and production and dissemination schedule to
include development of the learning questions for the project, designing
approaches to answering those questions through M&E, capturing good
practices/challenges, and ensuring delivery of the proposed dissemination plan.
2. Ensure effective monitoring and documentation of lessons learned for broad dissemination to increase the likelihood of replication/scaling-up of the project. Gather information, produce learning documents and other materials developed through the project. Design and implement a plan for effective and broad dissemination of these reports and lessons learned among US and international partners.
3. Ensure adherence to SNV’s practice of results measurement and learning from experience, consistently aiming to: 1) work toward better results; 2) learn from experience and 3) account for the results of its efforts. The aim is to prove and improve SNV’s contribution to impact for the poor, and determine whether these results are sufficiently relevant, effective, efficient, and sustainable. Major learning activities begin in the second year of the project, and will fully develop following the second year of implementation, using baseline information gathered at the beginning of the project.
4. Oversee monitoring and evaluation plans of the country offices with regard to the project.
5. Support Country Coordinators and other SNV staff on the international exposure of project activities and results.
6. Provide technical assistance to the project staff to ensure they are gathering information in a consistent, uniform, and participatory way for effective comparison and evaluation.
7. Identify appropriate consultants to conduct research activities, draft scopes of work as needed, and organize learning-related and dissemination events, including issue briefs and events sponsored by SNV or others. Participate as principal writer for select project documents.
8. Produce and maintain the project’s webpage.
9. Work closely with SNV’s established structure of sector “Knowledge Networks” as an effective conduit for disseminating and sharing the permanent learning that takes place, especially within the organization, enhancing the work of one country or region based on the experiences of another.

Qualifications
- Bachelor’s
degree required, master’s degree preferred. Position requires a minimum of
six years of relevant knowledge management experience
- Demonstrated
understanding of and familiarity with a range of applied research and
monitoring and evaluation approaches
- Experience
designing strategic information and communication plans. Good working
knowledge of descriptive, inferential and advanced statistics
- Strong
quantitative and analytical skills and ability to communicate technical
information clearly and effectively to both technical and non-technical
colleagues
- Strong
skills in MS Excel Word, PowerPoint and Access, and at least one data
management software program (SAS, SPSS)
- Demonstrated
programmatic, management, and interpersonal skills to effectively
collaborate with other professionals and key stakeholders engaged in
international development work.
- Experience
in managing projects in compliance with US Government contracts and
cooperative agreement rules and regulations.
- Demonstrated
excellence in effective writing and verbal communication. (English
required; language competency in French or Spanish is a plus).
- Demonstrated
strong computer skills in all Microsoft Office applications, particularly
in Excel.
- Availability
to travel internationally.
