ORGANIZATIONAL CONTEXT
Based in the Global Advocacy, Communications and Marketing
(CAM) department and reporting to the Head of Global Advocacy, the post holder
supports the design and implementation of advocacy strategies and activities
conducted by WFP to enable ‘Saving Lives and Changing Lives’ mandate and the
SDG 2. This role seeks to develop processes and methodology for global support
and capacity building at regional and country levels as well as consulting with
the relevant global programmes team to develop a shared advocacy vision and
plan.
The post holder will lead specific advocacy efforts at the
global and regional levels and will be responsible for guiding and supporting
Regional Bureaus in the development of advocacy strategies and plans as well as
guiding them on their roll-out. In addition, the post holder will support the
capacity building of CO colleagues and other relevant teams to implement
effective advocacy initiatives by providing technical support to national and
regional team as well creating linkages and support.
STANDARD MINIMUM QUALIFICATIONS
Education:
- A
Master’s degree in International Development, International Relations,
Public Relations, Public Policy, and or any other relevant field or a
First University degree with additional years of related work experience
and/or training/courses.
Experience:
- More
than 5 years of high-level experience in advocacy and influencing in
humanitarian and development sectors, some of which must be with UN
agencies.
Knowledge & Skills:
Experience in Advocacy:
- An
exceptional understanding of advocacy in humanitarian, peace, and
development contexts with special focus on engaging global regional, and
national platforms and government for desired policy and advocacy changes
on SDG2.
- Significant
experience in identifying and pursuing advocacy opportunities that
strengthen the core activities conducted by WFP.
- Experience
in building partnerships with global, regional, and national governments
for desired policy and advocacy changes.
- Significant
experience in producing well researched, clear, and well written advocacy
briefs, key messages and other products on agreed agenda and
priorities.
- Significant
experience in contributing to building relationships with key institutions
and strategic stakeholders, attending external meetings, collecting
intelligence, and building alliances relevant to the different advocacy
areas.
- Significant
experience in exploring new opportunities and providing inputs to design
and implement advocacy campaigns.
- Significant
experience in building capacity to implement effective advocacy
initiatives by providing technical support to national and regional
teams.
- Significant
experience in working well in a multi-cultural context, collaborating with
diverse teams, and demonstrated team spirit.
Experience in Policy Analysis:
- Excellent
writing, conceptual and analytical skills including the ability to present
complex processes and issues clearly to a diverse audience and in an
actionable manner.
- Ability
to identify and monitor policies and decisions that directly or indirectly
impact WFP’ mission and priorities and to support our engagements with all
key stakeholders.
- Demonstrated
professional research and writing experience, including through
publications.
- Ability
to proactively review and contribute to a wide range of communications
materials, ensuring they are built around solid policy analysis and clear asks.
Languages:
- Fluency
in oral and written English is mandatory. Intermediate knowledge (level B)
of a second official UN language: Arabic, Chinese, French, Russian,
Spanish, and/or WFP’s working language, Portuguese.
KEY ACCOUNTABILITIES (not all-inclusive)
The candidate will perform the following duties:
- Report
to the Head of Global Advocacy and works in close coordination with other
divisions and offices to further advocacy agenda.
- Provide
required analysis for effective positioning of WFP at global and regional
levels to influence and advance the advocacy agenda
- Identify
and pursue advocacy and campaigns opportunities that strengthen the core
activities conducted by WFP to enable the achievement of Saving Lives and
Changing Lives mandate.
- Work
with the team to produce a work plan with key dates and events and the
best way to influence the key stakeholders before and after the agreed
events.
- Develop
and maintain partnerships with member states, civil society groups and
movements as well as intergovernmental organizations to advocate for the
implementation of WFP’s agenda of ending global hunger.
- Track
and analyse key global policy developments and trends relevant on climate
change and support in effective positioning engagements.
- Proactively
review a wide range of aspects of Communications, Advocacy and Marketing
portfolio for advocacy messages and consistency.
- Produce
well-researched, clear, concise advocacy briefs and messages on agreed
agenda and priorities.
- Collaborate
with and support other units within CAM to ensure strategic alignment and
identify cross cutting initiatives and opportunities.
- Take
the lead in building the capacity of CAM colleagues and other relevant
teams to implement effective advocacy initiatives by providing technical
support to national and regional teams as well as creating linkages and
support.
- Work
with the team to implement the agreed work plan.
- Any
other duties and responsibilities that the line manager deems necessary
and or relevant.
TERMS AND CONDITIONS
This is an International Professional position and is open
to all nationalities.
Mobility is and continues to be, a core contractual
requirement in WFP. The selected candidate will be employed on a fixed term as
well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC
standards (http://icsc.un.org) including basic salary, post adjustment,
relocation entitlement, visa, travel and shipment allowances, 30 days’ annual
leave, home leave, an education grant for dependent children, a pension plan,
and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up
this assignment.
Internally this position is referred to as a Communications Officer P3.
