DESCRIPTION
CARE seeks Chiefs of Party (CoP) for upcoming USG funded programs that last anywhere from 4-5 years based in various regions of the world.  S/He will provide technical advice and oversee the implementation of activities that will build local capacities based on our various sectors.  The COP will lead the planning and implementation of the project, overseeing all aspects (programmatic, financial, administrative, personnel).
POSITION SUMMARY:
The Chief of Party (CoP), on behalf of CARE, will ensure that all project interventions are of a high quality and lead to measurable impact.  This includes, but is not limited to, overseeing the annual work-plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the Monitoring and Evaluation systems are being used to provide timely management information.  Specific responsibilities include but not limited to: work plans in coordination with the key program staff, development of resource materials, coordination of meetings with partners and donor, active participation in the overall management of the program as a member of the Senior Management Team, ensuring that the team receives regular formal and informal updates on various activities and that written reports are comprehensive and provided in a timely manner.
RESPONSIBLITIES:
Lead planning and implementation of project overseeing all aspects (programmatic, financial, administrative, personnel).  Ensure that all project interventions are of a high quality and lead to measurable impact.  This includes, but is not limited to, overseeing the annual work plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the Monitoring and Evaluation systems are being used to provide timely management information.  Ensure that all project resources are being used efficiently, effectively and transparently towards meeting project objectives. Organize monthly project implementation meetings with project staff to follow-up on project progress, recommend as required corrective measures to address problem areas. Undertake monitoring visits.
Write job descriptions; interview and select staff; train, develop individual operating plans with staff, coach and mentor and complete performance appraisals.  Develop and implement national staff development plans in line with CARE and the project objectives so that national staff are increasingly taking decisions. 
Responsible for liaison on a regular basis with the USAID CTO and contracting officer to keep them abreast of the progress on the project implementation. Also, ensure that key documents are submitted timely and approved by USAID.  Coordinate the planning and organization of any Advisory Group meetings.   Oversee the timely submission and approval of quarterly financial and narrative reports to USAID. Participate in developing and implementing information dissemination activities to publicize the project achievements and results with concerned stakeholders and communities.
Participate in the design and implementation of project policies and procedures as well as systems to ensure that the project will meet its objectives and expected results. As required, make recommendations to increase effectiveness and efficiency of project interventions.
REQUIRED SKILLS:
  • BA degree in International development or other relevant field;
  • At least 7 years of experience working in shelter or community development, preferred work experience in the regions of expertise;
  • Experience managing USAID/USG funded programs
  • Broad understanding of USAID/USG compliance requirements.
  • Excellent training, facilitation and negotiation skills
  • Ability to meet multiple deadlines under pressure.
  • Demonstrated skills in leadership and management in a complex international setting.
  • Solid experience in staff supervision and development.
  • Minimum 5 years in senior management position
  • Experience in designing, managing and implementing emergency programs;
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience;
  • Experience monitoring and evaluating varIous activities;
  • Strong facilitation and coaching skills;
  • Ability to collaborate with people and organizations of diverse backgrounds;
  • Excellent verbal and written communication skills in English.
