DESCRIPTION
CARE Jordan seeks a Chief of Party (COP), based in Amman, for an upcoming, 5-year, USAID-funded project. The anticipated effort will focus on promoting gender equality and female empowerment through expanding the social dialogue on gender equality, strengthening the enforcement and advocacy of female empowerment, and improving services for women and girls.
The nature of the program demands strong leadership, program, organizational management and communication skills, and a unique understanding of the Jordanian social and political context. The COP has overall responsibility for management of and reporting on the recipient’s activities; making key decisions and solving problems in short time-frames, while ensuring operational and program quality and integrity; and serving as the recipient’s first point of interface with USAID on routine and strategic matters.  Salient qualifications the successful candidate will demonstrate include a minimum of fifteen years' experience supervising complex, socially and politically sensitive projects, at least three years of which have been spent in COP or Deputy COP (DCOP) positions, or their equivalents.  S/he will have, among other capabilities, the ability to establish systems, oversee project start-up, hire personnel, bring an advanced understanding of relevant subject matter, and exhibit fluency in English, with proficiency in Arabic.
Position Summary
The Chief of Party will lead the planning and implementation of the project, overseeing all aspects, including programmatic, financial, administrative, and personnel. S/He will ensure that all project interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work-plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information. Additionally, the Chief of Party will maintain appropriate levels of communication with all implementing partners and sub-contractors and will coordinate and represent all project activities with the donor, the Government of Jordan and all relevant institutions, CSOs and private sector partners.
Specific duties and responsibilities include the following:
  • Overall planning, management and leadership of project activities;
  • Serving as a primary contact point with USAID and bears responsibility for timely reporting;
  • Providing strong technical leadership on changing discriminatory social norms and practices through social dialogue and community engagement, increasing women’s participation in the public and private sphere, analyzing policy and developing strategies to advocate for female empowerment, building the capacity of the national government and of local organizations to promote gender equality and female empowerment, and increasing access to/improving the quality of services available to women and girls;
  • Establishing and maintaining strong relationships with implementing partners, key Jordanian government ministries and private sector partners involved in promoting gender equality;
  • Overseeing the design and implementation of capacity-building activities with Civil Society Organizations (CSOs), the government, and other relevant stakeholders;
  • Supervising the delivery and management of sub-grants;
  • Overseeing project monitoring, financial management, reporting and evaluation, including efficient delivery of results by implementing partners and sub-contractors;
  • Guiding and supporting staff and project partners.
REQUIRED
  • A minimum of 15 years of experience supervising complex, socially- and politically- sensitive projects, at least three years of which have been spent in COP or Deputy COP (DCOP) positions, or their equivalents;
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up;
  • Experience hiring and supervising personnel, ensuring they acquire the necessary training and skills to meet evolving program needs;
  • Advanced degree (masters or doctorate) in social studies, law, human rights, women’s studies or a related field;
  • Prior work in the Middle East (highly desired);
  • Fluency in English (required);
  • Proficiency in Arabic (desired, not required).
