DESCRIPTION
CARE Mali seeks a Chief of Party to lead the proposed USAID-funded Behavior Change Communication/ Social Marketing for Improved Health Outcomes in Mali project.  The anticipated project will focus on strengthening the demand for health services in nine priority regions.  The project’s priority activities will include expanding and deepening maternal, newborn, and child health services; supporting the development of malaria control interventions; and strengthening overall health system capacity.  The Chief of Party will be based in Bamako.

POSITION SUMMARY
The successful candidate will manage the development of a Behavior Communication Change program, enumerating strategies that encourage health-seeking behavior and uptake among marginalized populations (women and children).  S/he will provide overall leadership and management for the team to assess community needs and guide project development of relevant and appropriate strategies.  Under her/his strategic direction, the project team will identify ways to promote community-led health service quality improvement.  Ultimately, the Chief of Party will enable the team to build the capacity of the national health system by establishing and reinforcing processes and measuring change before and after program intervention.
The successful incumbent will collaborate with USAID staff, counterparts, and the home office to develop and scale-up interventions, manage the documentation of activity results, create monitoring and evaluation plans, and oversee data collection and analysis. All activities under the Chief of Party’s supervision will ensure gender-, age-, and other demographic-appropriate messaging.  Gender-sensitive interventions may include social marketing, mass media, community mobilization, and other related strategies. The project will complement other USAID efforts in Mali.  The position is contingent upon award and funding.
Specific duties and responsibilities include the following:
  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project workplan.
  • Identify behavior change interventions, in conjunction with the Technical Lead, to select and scale-up best practices.
  • Guide team members to fulfill the project’s strategic goals and objectives.
  • Report against the project’s baseline targets.
  • Manage the project’s operational, financial, and administrative aspects. 
  • Facilitate the project team’s implementation of national and local level communication campaigns.
  • Build partnerships among national- and community-level actors.
  • Function as the primary liaison between USAID, the Ministry of Health, local organizations, and other partners and stakeholders.
  • Create management systems in line with CARE standard operating procedures, consistent with project needs.
  • Design and oversee an annual project cycle in accordance with the USAID annual planning cycle. 
  • Work with staff and partners to translate project goals and objectives into implementable strategies and plans.
  • Direct and oversee planning and budgeting processes. Prepare quarterly and annual project activity reports, as specified in the contract.
  • Maintain internal control.
  • Supervise the performance of all long term and short term advisors, consultants, and staff. 
  • Clarify roles, delegate responsibilities to senior staff, and clearly communicate expectations for staff contribution to project activities.
  • Manage and supervise project staff and partners in the identification of all the project’s technical assistance needs, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Maintain productive working relationships with USAID clients, project partners and key counterparts, and reports to the Portfolio Manager in CARE’s home office.
  • Build community awareness of positive health behaviors through BCC marketing techniques.

REQUIRED
  • Master’s, MD, or PhD in health, health communication, health marketing, or relevant field.
  • At least ten years’ experience in USAID-funded maternal, newborn, and child health, and/or malaria, programs required.
  • Demonstrated understanding of causal pathways of health behavior.
  • Experience working in Mali and knowledge of Mali’s health priorities strongly preferred.  West Africa experience required.
  • Strong written and verbal communication skills.
  • Fluency in both English and French required.
  • Excellent interpersonal and cross cultural skills.
