DESCRIPTION
|
|
CARE Cambodia seeks a WASH Advisor to assess, design, and
implement activities at the nexus of water, sanitation, hygiene, and
nutrition. This unique position will support CARE’s flagship
gender-based approach to improve mothers’ and children’s nutritional status,
and will involve implementing such activities as improving household
sanitation facilities, expanding the supply of household water treatment
products, and enhancing hand-washing facilities, among others. A strong
emphasis will be placed on supply-side dynamics of WASH provision, including
private-sector-led production and distribution, to fulfill the demand of key
target groups, namely mothers and children. As the project aims to
employ Behavior Change Communication techniques, standardize hygiene and
nutrition education, and effect gender-transformative messaging in select
communities with chronic malnutrition and high poverty rates, the WASH
Advisor is expected to reflect CARE’s holistic approach to household- and
community-level water management.
The project will operate within the context of policies
and strategies put in place by the Royal Government of Cambodia (RGC),
including the National Strategy for Rural Water Supply, Sanitation
and Hygiene 2011-2025 and theStrategy for Agriculture and Water
(2010-13).
The WASH Advisor will coordinate with other CARE staff –
namely a Chief of Party, a Social Behavior Change Advisor, and Nutrition
Advisor – to ensure use of modernized sanitation facilities, promote hygiene,
and develop an appropriate protection strategy for rural women and
children. Moreover, s/he will collaborate with key private sector
partners to expand and deepen the range and capability of existing products
(some used by ongoing USAID projects), helping to ensure efficient water and
related service delivery.
Specifically, the successful candidate will provide water
and sanitation leadership and expertise in an assessment of market supply
capabilities among local WASH producers and distributors. Upon
consulting with women and children beneficiaries, women’s groups, water user
associations, community groups, and/or private entrepreneurs, s/he will
ensure product sustainability issues are considered and factored into program
design. Moreover, s/he will make certain gender is fully considered
throughout the project cycle, with women being enabled to influence
decision-making around WASH issues.
The successful incumbent will collaborate with USAID
staff, counterparts, and the home office to develop and scale-up activities
that go hand-in-hand with nutrition interventions, manage the documentation
of activity results, create monitoring and evaluation plans, and oversee data
collection and analysis. Gender-sensitive interventions may include social
marketing, mass media, community mobilization, and other related strategies.
The project will complement other USAID efforts in Cambodia. The
position is contingent upon award and funding.
