Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu: These 14 Pacific island
countries are home to 2.3 million people, including 1.2 million children and
youth, living on more than 660 islands and atolls stretching across 17.2
million square kilometers of the Pacific Ocean, an area comparable to the
combined size of the United States of America and Canada. Kiribati, Marshall
Islands, Federated States of Micronesia, Solomon Islands, and Tuvalu are
classified as Fragile States according to World Bank/OECD criteria.
All 14 Pacific Island countries and territories have
ratified the UN Convention on the Rights of the Child, but only a third are on

How can you make a difference?
In 2018, the Inter-Agency Standing Committee (IASC) adopted
a Plan for Accelerating PSEA at Country- Level, with three main priorities: (i)
safe, accessible, and dignified reporting that is gender and child sensitive;
(ii) quality SEA survivor assistance; and (iii) enhanced accountability,
including through prompt and respectful investigations. To implement the global
framework on PSEA, UNICEF Pacific has developed a MCO PSEA Action Plan for
2022. The PSEA Action Plan includes MCO activities such as risk assessments of
Implementing Partners (IP), development of internal procedures and training of
UNICEF and government and CSO IP personnel and strengthening of the
organizational capacity of CSO Implementing Partners (IP) in prevention,
reporting, referral and investigation.
GBViE risk mitigation, prevention and response is a new,
cross-sectoral, commitment, in the UNICEF Core Commitments for Children (CCC)
in Humanitarian Action revised in 2020. The indicator “Number of women, girls
and boys accessing GBV risk mitigation, prevention or response interventions”
is now mandatory in Humanitarian Action for Children (HAC) Plans. Under this
commitment, UNICEF aims to (i) mitigate the risk of GBV across humanitarian
sectors; (ii) prevent GBV by addressing its underlying conditions and drivers;
and (iii) support GBV survivors with access to comprehensive services. As
responsibilities for GBViE cut across all sections, UNICEF EAP Regional office
has requested each Country office to nominate two focal points for GBViE, one
leading on GBViE programming and one working on risk mitigation within sectors
(other than child protection).
How can you make a difference?
The consultant will work under the direct supervision of the
Deputy Representative of Programmes, in close collaboration with the Chief of
Child Protection, Emergency Specialist and Gender and ADAP Specialist. The
consultant will be based in the UNICEF Pacific Multi-Country Office in Suva,
Fiji. Travel to other Pacific countries may be required from time to time,
specifically to conduct capacity-building initiatives.

To qualify as an advocate for every child you will have…
- Advanced
university degree (Master’s or above) in Social Sciences, in particular
international development, gender and human rights, psychology, sociology,
international law, or another relevant Field.
- At
least 5 years of relevant professional experience in managing and
coordinating programmes related to prevention of sexual exploitation and
abuse (PSEA), child safeguarding, and gender-based violence in emergencies
(GBViE), .
- Demonstrated
technical expertise in the areas of PSEA, child safeguarding and GBViE
programme development, coordination and implementation.
- Experience
developing and conducting trainings related to PSEA and GBViE.
- Experience
developing organizational policies and procedures.
- Strong
interpersonal skills: cultural sensitivity; communication; facilitation.
- International
professional experience in several developing countries is required.
Experience in working in the Pacific region will be considered to be an
asset.
- Proficiency
in English

Rules of the United Nations and UNICEF’s policies and procedures, and will not
be entitled to benefits provided therein (such as leave entitlements and
medical insurance coverage). Their conditions of service will be governed by their
contract and the General Conditions of Contracts for the Services of
Consultants and Individual Contractors. Consultants and individual contractors
are responsible for determining their tax liabilities and for the payment of
any taxes and/or duties, in accordance with local or other applicable
laws.
The selected candidate is solely responsible to ensure that
the visa (applicable) and health insurance required to perform the duties of
the contract are valid for the entire period of the contract. Selected
candidates are subject to confirmation of fully-vaccinated status against
SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine,
which must be met prior to taking up the assignment. It does not apply to
consultants who will work remotely and are not expected to work on or visit
UNICEF premises, programme delivery locations or directly interact with
communities UNICEF works with, nor to travel to perform functions for UNICEF
for the duration of their consultancy contracts.
