DESCRIPTION
CARE is currently seeking a Humanitarian Program Manager for The Humanitarian/ Emergency Program in the South of the country. The program targets conflict affected people (IDPs, returnees and host communities) and aims to assist them to recover from the shocks of the conflict plus the ongoing economic and malnutrition crises through integrated support. The main sectors of intervention are WASH, Food security, Livelihood support and Resilience building.
The Program Manager is responsible for the effective and accountable running of the Humanitarian/ Emergency Program, the overall management and implementation of quality programming guided by the program proposal, security of all its staff and assets and representation with relevant stakeholders.
The position is also responsible for coordinating all CARE Program activities within the geographic region and building an effective and respectful team that shares lessons and ensures a strong programme approach in the area. Training, mentoring and capacity building is also a crucial part of this position.
She/he is responsible for all of CARE’s program assets in the area and is tasked with ensuring financial accountability and all human resource development within the area. S/he is also responsible for all administrative decisions in the region and promoting the core values of CI.
She/he has to ensure that all CARE policies and procedures are implemented, followed and accountable.
Responsibilities
Program planning, design, management and implementation
  • Responsible for the overall management of the humanitarian/emergency program portfolio at field level.
  • Provide overall managerial oversight and leadership for the humanitarian/emergency program as a whole in the location of implementation, in close cooperation with other senior staff.
  • Manage the program staff to ensure the development of work plans according to the proposal document and take the lead role in coordinating the implementation of the program interventions. Ensure budgets and plans are within the logical framework of approved proposals.
  • Ensure the program interventions are measurably effective and have increasing positive beneficiary impact
  • Facilitate smooth coordination of all program partners and develop strong relationships with key stakeholders (INGOs, NGOs, local authorities and community leaders)
  • Undertake monitoring and evaluation of the humanitarian/emergency program as required in a responsive, insightful and professional manner. Support the provision of technical support as per the proposal document- and in coordination with the Emergency Team Leader, Emergency Coordinator, and technical teams- to ensure quality of implementation and capacity development of implementing partners and of staff.
  • Ensure that projects are being implemented as per plan maintaining quality of work, review progress and provide periodical feed back to the field teams and country office.
  • Ensure that different sectoral activities are implemented in a coordinated and integrated manner.
  • Work with the Grants Officer to develop partner plans and sub-agreements, with agreed monitoring and reporting mechanisms and plans
Representation and Coordination
  • Represent CARE as requested with relevant operational agencies, government and local authorities, and UN bodies etc.
  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, local authorities and other principle stakeholders. Attend coordination meetings with relevant stakeholders.
  • Act as community liaison for the humanitarian/emergency program, strengthening CARE relationships with communities, governments and other relevant key stakeholders
  • Coordinate with CARE’s development program to ensure effective integration and application of cross cutting issues (particularly on gender, conflict sensitivity/DNH, and accountability). 
  • Identify strategic partnerships and programmes for current and future CARE activities in the area.
Administration/Finance/HR/Procurement
  • Ensure adherence of CARE’s financial, administrative and procurement procedures.
  • Responsible for financial management and accountability of the humanitarian/emergency program operating in the area.
  • Conduct performance appraisals of program staffs if and as required, ensure regular feedback and mentoring on individual performance.
  • Oversee human resource recruitment, development and standards pertaining to the program.
  • Oversee administrative, financial and logistic arrangements pertaining to the program as required.  
  • Closely observe staff performance, provide appropriate feedback on a timely basis and take or recommend appropriate action if necessary in coordination with the HR Manager.
  • Work to maintain team spirit and morale among staff by encouraging personal and professional development.
Report and Learning
  • Write the projects’ donor requested reports and ensure that the humanitarian/emergency program operating in the area adhere to reporting requirements.
  • Ensure the accuracy of the financial reports in coordination with the Finance Controller and supervisor.
  • Attend coordination meetings and disseminate reports/information to relevant individuals.
  • Contribute in developing/ designing and refining program monitoring plan and tools/formats.
  • Supports, prepares and reviews any needed reports (audits, monitoring and evaluation, etc.)
  • Establishes and supports a coherent monitoring and evaluation system for the portfolio of projects. In coordination with the DM&E Coordinator, maintains a database of key leanings from the program and build up an evidence-base of effective/less effective approaches
Security Focal Point
  • Ensure all program staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behavior.
  • Follow CARE safety and security policies and procedures.
  • Responsible for promoting CARE’s acceptance and security and safety awareness for all staff in the area.
  • Contributes to CO security team plans and preparedness.
  • Informs and follows up with CO colleagues on security issues and incidents.
  • Maintains security contacts and shares information with partners and stakeholders
Perform other duties as assigned.
Requirements
•Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field
•Demonstrated 5-7years experience with humanitarian multi-sectoral humanitarian responses, including participatory assessment methods, in complex emergency contexts with an international NGO or UN agency.
•Ability to work independently and as a team player who demonstrates leadership and is able to support and train program staffs and also able to work in changeable situation in a sensitive and participatory manner.
•Demonstrated strong interpersonal skills including the ability to build and manage complex and diverse stakeholder relationships and develop harmonious teams in a cross cultural context.
•Ability to operate effectively under extreme circumstances including stress, high security risks and rough living conditions.
•Experience in capacity building.
