DESCRIPTION
CARE International is currently seeking an Operations Coordinator for the INGO Safety Advisory Office (ISAO) to provide safety and security support to International Non-Governmental Organizations (INGO) working in the humanitarian, early recovery and development sectors in Yemen.
Project brief: The INGO Safety Advisory Office (ISAO) is an organisation dedicated to providing safety and security information to the INGO community for the safety of their staff, programs and assets. ISAO is a collaborative security initiative, which encourages INGOs to share information on safety or security issues that may have an impact on the wider INGO community.
Duties: ISAO is currently seeking an Operations Coordinator who will be responsible for developing a complex understanding of the local context from an INGO perspective. INGOs undertake an array of project implementations in Yemen and it is ISAO’s mandate to understand how trends and changes in the underlying safety and security context may impact INGO operations.
Specific Responsibilities:

Expand ISAO’s ability to provide timely and reliable safety and security information to the INGO community across Yemen.
•    Identify the safety and security concerns of the INGO community.
•    Develop an analytical framework for the local, governorate and regional safety and security dynamics and any impact this may have on INGO operations.
•    Maintain and expand a network of national contacts which may serve to improve the level of safety and security information available to INGO members.
Improve the capacity of ISAO to respond to INGO needs.
•    Organize the development of the ISAO Incident Database and the INGO Incident database while being responsible for quality control.
•    Maintain and develop analytical sources and materials as well as a repository of information available to INGOs.
•    Assist with website management and other social media projects.
Other Duties
•    Collate, organize and assist the Project Manager in the publication of the ISAO Report, other ad-hoc thematic and/or programmatic reports.
•    Participate and/or organize meetings and workshops relevant to the safety and security of INGOs.
•    Co-author sub-national reports on thematic or programmatic issues that are relevant for the safety and security of the INGO community.
Qualifications and Skills:
Required
•    University degree in Social Science, Journalism, English or an equivalent level of experience in research, INGO program implementations or an equivalent level of field experience in Yemen.
•    3-5 years working in the humanitarian, development, research or similar such field in Yemen.
•    Experience in research and/or working with communities.
•    A proven ability to author comprehensive reports in English
•    Excellent analytical thinking and report writing skills.
•    Proficiency in Microsoft Office applications.
•    Native Arabic speaking.
•    Proficiency in GIS mapping programs.
 •    Demonstrable commitment to gender-sensitive practices.
 
 Desirable:
  • Several years working with NGOs would be considered in place of a bachelor degree. NGO experience more broadly is a strong asset.
  • A proven ability of report writing and contextual analysis.
  • Security management experience within a development/humanitarian organisation.
