Mission and objectives
The Office of the UNHCR was established on 14 December 1950
by the UN General Assembly. The agency is mandated to lead and co-ordinate
international action to protect refugees and resolve refugee problems
worldwide. Its primary purpose is to safeguard the rights and well-being of
refugees. It strives to ensure that everyone can exercise the right to seek
asylum and find safe refuge in another State, with the option to return home
voluntarily, integrate locally or to resettle in a third country

Context
Organizational Context/Project: The Office of the UNHCR was
established on 14 December 1950 by the UN General Assembly. The agency is
mandated to lead and co-ordinate international action to protect refugees and
resolve refugee problems worldwide. Its primary purpose is to safeguard the
rights and well-being of refugees. It strives to ensure that everyone can
exercise the right to seek asylum and find safe refuge in another State, with
the option to return home voluntarily, integrate locally or to resettle in a
third country (www.unhcr.org). As of the end of July 2023, Chad is hosting
938,547 refugees from different countries. UNHCR and partners are supporting
the ministry of health in providing primary healthcare services in the
refugee’s camps. A referral system is in place to ensure access to secondary
and tertiary health care. UNHCR Bagasola sub-office accommodates 21097 refugees
out of them 18 239 are sheltered in Dar es Salam camp. UNHCR through IRC is
providing primary healthcare services in close collaboration with the district
health office. The leading causes of morbidities are malaria and respiratory
tract infections, there is a growing number of non-communicable diseases cases
among the refugees and asylum seekers and there is a threat of outbreaks such
as measles, cholera, yellow fever, and meningitis. The incumbent will
coordinate health and nutrition interventions in Bagasola sub-office with
strong emphasis on emergency response, integrated disease surveillance, health
programs monitoring and integration of refugees into the national plans. The
incumbent will work with the Public Health team to ensure to meet minimum UNHCR
and international public health standards. All UNHCR staff members are
accountable to perform their duties as reflected in their job description. They
do so within their delegated authorities, in line with the regulatory framework
of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR
Policies and Administrative Instructions as well as relevant accountability
frameworks. In addition, staff members are required to discharge their
responsibilities in a manner consistent with the core, functional,
cross-functional, and managerial competencies and UNHCR's core values of professionalism,
integrity and respect for diversity.
Task description
Description of tasks: Under the direct supervision of the
Associate Programme Officer, the UN Volunteer will undertake the following
tasks: 1. Programme planning, monitoring and evaluation together with UNHCR
partners to effectively address issues of public health importance, based on
the principles of public health and Primary Health care in the refugee camps
and transit centers as well as in the areas of re-turn for returnees. Activities
include supporting partners and the refugee community to: • Ensure the public
health services provided by partner to refugees and returnees are complying
with the required national and international standards. • Guide and support
partners to use the UNHCR Health Information System and collect UNHCR
statistics verifying Core Standards and Indicators; review monthly health data;
and compile technical periodic reports as well as the Annual report on the
health situation. • Ensure implementation of appropriate country protocols and
guidance and adherence to UNHCR specific guidance for public health
programming. • Support partners in the implementation of the Public health
programmes, including re-productive health, HIV and mental health. • Provide
guidance and follow up to partners in the implementation of UNHCR action plans
including for malaria and HIV/AIDS. • Provide technical contributions during
planning, implementation and monitoring and evaluation process in the UNHCR
program cycle. • Ensure timely coordination and implementation of UNHCR led
programmes 2. Coordination of services between UNHCR partners, National and
international NGOs, other UN agencies, and Ministry of Health, and other
sectors; ensuring early engagement of development agencies as appropriate. •
Capacity building of partners and refugee health officials as appropriate in
identified are-as of weakness; facilitation of partners’ access to training
activities conducted by other agencies, with a particular focus on health
information and disease surveillance; malaria management; safe motherhood;
integrated management of childhood Illness. • Participate in advocacy,
information sharing and communication on the health situation of populations of
concern, within UNHCR and among partners, donors, other agencies, and the
Government. • Acts as focal point for UNHCR for any health and medical matters
in relation with the UNHCR strategy. • Participate actively in appropriate
groups on the Health, population, HIV/AIDS, and other cross cutting working groups
and or forums related to health and medical issues, with the aim to anchor
refugees and returnees health concerns and needs into the ONE UN health
program. • Coordinate and lead monthly health coordination meetings with
implementing partners, in close coordination with the programme section.
Furthermore, UN Volunteers are required to: • Strengthen their knowledge and
understanding of the concept of volunteerism by reading relevant UNV and
external publications and take active part in UNV activities (for instance in
events that mark International Volunteer Day); • Be acquainted with and build
on traditional and/or local forms of volunteerism in the host country; •
Reflect on the type and quality of voluntary action that they are undertaking,
including participation in ongoing reflection activities; • Contribute
articles/write-ups on field experiences and submit them for UNV
publications/websites, newsletters, press releases, etc.; • Assist with the UNV
Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local
groups in the use of online volunteering, or encourage relevant local
individuals and organizations to use the UNV Online Volunteering service
whenever technically Results/Expected Outputs: • The development of capacity
through coaching, mentoring and formal on-the-job training, when working with
(including supervising) national staff or (non-) governmental counter-parts,
including Implementing Partners (IPs); • Age, Gender and Diversity (AGD)
perspective is systematically applied, integrated and documented in all
activities throughout the assignment • A final statement of achievements
towards volunteerism for development during the assignment, such as reporting
on the number of volunteers mobilized, activities participated in and capacities
developed ossible.

Required experience
3 years of experience in public health; previous working
experience, preferably in refugee settings and/or international experience, is
an asset; experience with AIDS/HIV programmes is an added advantage; experience
working with multi-sectorial teams especially UN agencies and Ministry of
Health is a plus;

Living conditions and remarks
Living Conditions: Baga-Sola is a `E’ category non-family
duty station. Its climate is hot, dry and dusty, the average annual temperature
is about 42 °C. The medical facilities are very limited. For security reasons,
local markets, places of worship, playgrounds, entertainment, and other
gathering places are not recommended. In terms of place for provisions,
Ndjamena is the main place). No Banking services are available in Baga-Sola,
the main currency of transaction being XAF. Possibilities of accommodation
renting are relatively limited in particular because of the security aspects.
UNHCR has a Guest house for international staff. R&R for international
staff is 6 weeks cycle. UNHAS is providing flight support to liaise with
Ndjamena. 14. Conditions of Service for international UN Volunteers: The
duration of your assignment is for 12 months and will end on October 31, 2023
with possibility of extension A volunteer receives a Volunteer Living Allowance
(VLA) which is composed of the Monthly Living Allowance (MLA) and a Family
Allowance (FA) for those with dependents. Furthermore, UN Volunteers are
provided a settling-in-grant (SIG) at the start of the assignment (if the
volunteer did not reside in the duty station for at least 6 months prior to taking
up the assignment) and, under strict conditions, also in the event of a
permanent reassignment to another duty station (duty stations can change in the
course of an assignment based on operational necessity; UN Volunteers may be
required to work anywhere in the area of operations of the host organization,
including in remote locations). Life, health, permanent disability and
malicious acts insurances are included, as well as assignment travel, annual
leave, full integration in the UN security framework (including residential
security reimbursements as per the local MORSS), DSA payment for official
travel, periodic home visit, final repatriation travel (except in the event of
a resignation within the initial contract period), and resettlement allowance for
satisfactory service. UNV will provide, together with the offer of assignment,
a copy of the Conditions of Service, including Code of conduct, to the
successful candidate.
