CARE is currently seeking a Compliance, Grants and
Program Support Coordinator. The Compliance, Grants and Program Support
Coordinator is the technical and professional lead on compliance, grant and
contract management, as well as associated policy knowledge management for
the Syria humanitarian response in the region.
This position will assist Country Offices responding to
the Syria crisis to strengthen management and accountability and reduce risk
in all areas of Program Support. This position will support Country
Offices in all areas of Program Support, including procurement, asset
management, finance, administration, information technology and human
resources. The position will oversee the execution of policies and procedures
for Program Support developed by CARE HQ. S/he will also identify, record,
and share best practices in the area of Program Support.
Responsibilities:
Proposal Development and Budgeting
- Support
proposal development processes through the provision of technical
guidance in respect to agreement formulation and due diligence;
- Assist
in developing concept papers and proposals in collaboration with CD, ACD
Program and others.
- Conduct
research and gather materials required for proposal development, for new
proposals or extensions of current projects and support the Program
teams in their identification of new funding opportunities.
- Documentation
of lessons learnt, evaluation/monitoring results, project reports and
consolidating information from different projects to inform design of
new initiatives and improve existing projects.
- Ensures
that proposal budgets/budget amendments are in line with donor
regulations;
- Recommend
or facilitate opportunities to help build staff and partner capacity in
budget formulation/management;
Contract Management
- As
appropriate coordinate with other key staff in the review of IPIA’s and
advise of actual or potential risks, missing or erroneous information.
- Review
all donor grant, sub-grantee, and contracts and ensure that all
concerned staff are aware of associated rules, regulations, reporting
requirements.
- Ensure
awareness of, and communicate all policy changes to concerned staff and
partners. Promptly update CO guidelines/manuals as appropriate for
SMT review, approval and dissemination.
- Support
the ACDs, as appropriate, in the preparation of certain donor
communications regarding grants and contracts intended for donors, CARE
USA, or partners.
- Ensure
that all CO grants and contracts are maintained and updated; ensure all
grant/contractual information is securely archived—yet readily
accessible by authorized parties if required. Ensure grant and
contract documentation and files complies with CARE’s retention policy
and procedures.
- Advise
the Country Directors and/or SMTs of gaps in contract compliance;
propose solutions, and work with the country teams to strengthen
compliance and enhance the CI code.
- Provide
Support for program staff to improve program quality and monitor program
progress and preparation reporting forms for SMT approval.
- Ensure
that a CO donor reporting schedule is maintained and work with Finance
and Program
- Teams
to ensure quality and timeliness of all donor report submissions.
Ensure PMs are familiar with Pamodzi reporting tools.
- Share
relevant tools, guidance and budget and financial monitoring in matters
such as budget proposal writing
- Provide
analysis of application of current cost recovery policy and maximization
of charges to restricted grants
- To
capture and share creative ways to develop positions, sharing across
other projects and leverages to maximize cost recovery, efficiency and
value for money
- Identify
gaps in budgeting processes and analysis if the current budgets can
support the structures in place
- Take
the lead in ensuring that CO’s are in full compliance with applicable
Sub-Agreement Management Policies
Program support oversight and staff capacity
building
- Support
COs in the implementation of CARE Program Support policies and
procedures.
- Review
CO P/S (procurement, inventory, IT, HR, transport, HR, etc.) structure,
processes and staffing and work with COs to address any weaknesses
identified
- Work
with COs to make required adjustments to structures and work processes
in P/S area.
- Assist
COs and partners in identifying, assessing, training and retaining
appropriate staff in finance and P/S positions
- Engage,
support and when designated manage compliance initiatives as prioritized
by the Region, CARE Lead members and other CI members
- Conduct
ongoing needs assessment of compliance shortcomings within country
offices and their staff, and advise CARE Lead members and other CI
Members, as applicable, of compliance needs (subject matter, training,
technical assistance, tools development, etc.).
- Based
on CO visits and audit and financial reviews, identify areas for
improvement that are common across several COs
- Review
all audit reports of all COs in the region and work with CO to remedy
weaknesses identified.
Requirements:
- A
University degree in appropriate field or in social sciences
- 5
years of work experience in grants management, contracts compliance
project development and coordination, documentation and reporting,
project monitoring and evaluation, media and public relations and
development of promotional materials
- Excellent
command of English Language (spoken/written), Arabic language is plus
- Proposal
preparation skills including research
- Excellent
Writing skills
- Computer
skills (Spread sheets, Word processing, Power Point, and the
Internet).
- Budget
development and monitoring skills
