DESCRIPTION
CARE Mali seeks Project Director for an Integrated Rural Program to Improve Nutrition & Hygiene project. This project is expected to run for 5 years. This project, funded by USAID, will expand integrated Nutrition and Water, Sanitation and Hygiene programming in Mali. This program is in response to the humanitarian crisis evolving from a complex emergency as well as the long term development challenges in Mali and aims to build resilience for optimal health outcomes, especially of women and children.  The Project Director will be based in Bamako.
POSITION SUMMARY
The Project Director has overall responsibility for high quality program implementation, achievement of project deliverables, timely reporting, management of staff, donor and host country relationships, fiduciary oversight etc. The Project Director serves as CARE’s key liaison to USAID, government counterparts, local organizations, other stakeholders and program partners.  
S/He will conduct the following:
  • Ensures a high level of communication and close working relationships with USAID and national-level institutions. Provides overall leadership and strategic direction to the program.
  • Oversees planning, quality assurance and supervises program monitoring, evaluating, and reporting.
  • Ensures quality and timely submission of all project deliverables.  Provides cross-sectoral strategic direction in technical areas including nutrition, agriculture, WASH, hygiene, and sanitation, and behavior change communication.
  • Ensures that appropriate technical support is provided to health districts, centers and associations, and relevant civil society organizations are involved in implementation.
  • Ensures that the design, implementation, monitoring and evaluation, and progress of all program activities are in accordance with strategies and standards and meet the goals and objectives of communities, USAID, and the Government of Mali.  Oversee implementation of a common monitoring, evaluation and learning system among all partners and analyze the data it generates to inform project management, technical programming and development of best practices and applied research. Oversee the implementation of operations research.
  • Ensures that cross-cutting themes such as gender equity, Multiple Use Water Services (MUS), and climate change are fully integrated into WASH and water resource management programming.  Maintain effective relationships with other USAID implementing partners and work to ensure cross-project alignment of annual workplans and WASH technical approaches. 
  • Oversees hiring, management, and development of staff to ensure a diverse, skilled, and productive workforce and create a culture of integrity across the project.
  • Provides mentoring, coaching, and supervision for direct reports and senior team members. 
  • Provides oversight and consolidation for the financial management and reporting for the program, including the submission of timely and accurate performance and financial reports. Monitor budget utilization and ensures proper financial management and utilization of funds. 
  • Facilitates reflection and documentation of lessons learned and best practices within the coalition and outside it such that all participating institutions, USAID, and constituent communities may realize improved WASH outcomes. Organizes learning and sharing opportunities between program and external stakeholders on a regular basis.  Uses problem-solving and consensus-building skills and ability to promote coordination among diverse interests and institutions.
REQUIRED:
  • Masters degree or higher in relevant field, PhD preferred
  • Minimum of 15 years overseas, senior leadership experience as COP, Country Director, or comparable position in the field of international development.
  • At least 5 years’ experience managing large USG budgets
  • Familiarity with USAID’s reporting, procurement, and project management policies and procedures.
  • Professional experience in working with USAID-supported cooperating agencies, donors, USAID missions, and international counterpart organizations; as well as other USG agencies a plus
  • Demonstrated experience working in partnership with international donors and agencies
  • Multiple language skills (English, French (required), and Bamabara) are a plus.
  • Excellent interpersonal and cross cultural skills.
  • Technical proficiency in nutrition agriculture, water supply, sanitation, and/or hygiene, and behavior change communication program design, implementation, and monitoring and evaluation.
  • Demonstrated experience managing similarly complex projects in West African countries, especially the Sahel, involving multi-million dollar budgets, coordination with multiple programs, operations research, and managing partner institutions.
  • Demonstrated knowledge of the cross-sectoral application of WASH strategies to improve health, livelihoods and nutrition.
  • Demonstrated knowledge and application of state-of-the-art WASH practices and approaches. Knowledge and prior application of participatory methodologies.
  • Strong leadership, analytical and organizational skills.
  • Demonstrated skills in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
  • Proven ability to convene/chair high profile meetings. Understanding of USAID procurement processes, procedures, and grants management.
  • Strong MS Office skills, including Word and Excel.
  • Strong written and oral presentation skills in English.
