Mission and objectives
UNICEF in Turkey works to protect the rights of children and
adolescents in Turkey since 1951. UNICEF's programme in Turkey focuses on the
needs of the most vulnerable children in the areas of education, child
protection, health care, social policy, adolescents and youth, in line with the
UN Convention on the Rights of the Child.

analysis and use of data drives better results for children. When the right
data are in the right hands at the right time, decisions can be better
informed, more equitable, and more likely to protect children's rights to
translate that potential into results, UNICEF must approach its data work more
systematically – learning from our experience, building on our strengths,
filling our capacity gaps and expanding our partnerships. The UNV will be part
of the Programme Planning and Data section of UNICEF's Regional Office for
Europe and Central Asia, focusing primarily on providing support to the section
and country offices in terms of analysis of data and development of data-based
insights and reports The incumbent will also support the ECARO with the rollout
of the Child Rights Monitoring (CRM) framework, better understanding and
documentation of different data sources and planning of specific data
initiatives to improve data availability and disaggregation. It will involve a
closer understanding of the social sector indicators, their sources and data
needs of the country and COs related to child rights and proposing and supporting
more specific and tailored solutions.
Task description
Within the delegated authority and under the supervision and
guidance of the Monitoring and Evaluation Specialist, the UN Volunteer, Data
and Analytics Specialist will: ·
Collaborate with stakeholders to support the rollout and effective
implementation of the Eurpe and Central Asia (ECA) Child Rights Monitoring
(CRM) framework. o Identify and assess indicators from the diverse data sources
in line with their relevance, quality, and accessibility. o Ensure regular
documentation of CRM indicator framework in line with their relevance, quality,
and accessibility o Consolidate feedback received from stakeholders and reflect
those in all relevant documents ·
Develop and execute plans for specific data initiatives to enhance the
availability and disaggregation of data pertinent to child rights. o Propose
innovative strategies and solutions to address data collection, analysis, and
reporting challenges within the child rights domain. o Support in data
landscape and action plan document projects o Perform exploratory data analysis
to identify trends, patterns, and outliers that can provide valuable insights
and lead or contribute to respective write-ups or reports. o Develop and implement
data models, algorithms, and statistical analyses to solve complex business
problems. o Stay up-to-date with industry trends, best practices, and emerging
technologies in data analysis. o Lead the content management of Regional Office
for Europe and Central Asia (ECARO) CRM SharePoint and TransMonEE website. · Interpret and communicate
findings from data analysis to non-technical stakeholders clearly and
compellingly. ·
Identify opportunities for data-driven process optimization and provide
actionable recommendations. ·
Regularly monitor and evaluate the progress of data initiatives, identifying
areas for improvement and implementing necessary adjustments. · Contribute to
capacity-building efforts to strengthen the organization's data literacy and
analytical skills. Furthermore, UN Volunteers are encouraged to integrate the
UN Volunteers programme mandate within their assignment and promote voluntary
action through engagement with communities during their work. As such, UN
Volunteers should dedicate a part of their working time to some of the
following suggested activities: ·
Strengthen their knowledge and understanding of the concept of volunteerism by
reading relevant UNV and external publications and taking an active part in UNV
activities (for instance in events that mark International Volunteer Day); · Be acquainted with and
build on traditional and/or local forms of volunteerism in the host country; · Provide annual and
end-of-assignment self-reports on UN Volunteer actions, results and
opportunities. ·
Contribute articles/write-ups on field experiences and submit them for UNV
publications/websites, newsletters, press releases, etc.; · Assist with the UNV Buddy
Programme for newly-arrived UN Volunteers; ·
Promote or advise local groups in the use of online volunteering or encourage
relevant local individuals and organizations to use the UNV Online Volunteering
service whenever technically possible.

Requirements
Required experience
3 years of experience in Social sector outcome/research. · Skills in statistics,
data analysis, governance, storytelling and planning; An excellent
understanding of research methods and pros and cons of different data sources
is a must. ·
Excellent oral and written skills; excellent drafting, formulation, reporting
skills; ·
Accuracy and professionalism in document production and editing; · Experience with surveys
and other data sources is an asset, as is experience working in the UN or other
international development organization; ·
Excellent interpersonal skills; culturally and socially sensitive; ability to
work inclusively and collaboratively in a multicultural team of international
and national personnel, with a range of partners, including grassroots
community members, religious and youth organizations, and authorities at
different levels; familiarity with tools and approaches of communications for
development; ·
Solid overall computer literacy, including proficiency in various MS Office
applications (Excel, Word, etc.), data visualization tools and email/internet;
familiarity with database management; and office technology equipment
(essential); ·
Self-motivated, ability to work with minimum supervision; ability to work with
tight deadlines; ·
Sound security awareness; ·
Have affinity with or interest in evidence-drive decision and policy-making and
data ecosystems, volunteerism as a mechanism for durable development and the UN
System.

Living conditions and remarks
Istanbul is the largest city in Turkey, serving as an
economic, cultural and historic hub in Turkey. The city is situated on a
peninsula at the entrance to the Black Sea, and lies on either side of the
Bosporus and thus is located in both Europe and Asia. Istanbul has a population
of over 15 million residents, comprising 19% of the population of Turkey and is
considered the most populous European city as well as the world's 15th[1]largest
city, thus also containing a large international community. Turkish is the only
official language in Turkey and English is widely spoken particularly in
touristic areas. Istanbul has a combination of a borderline Mediterranean
climate, a humid subtropical climate and oceanic climate. It experiences cool
winters with frequent precipitation and warm to hot, moderately dry summers.
Spring and fall are usually mild. Transportation: Public transportation is
heavily used in Istanbul. Metro, tram, bus lines are up and running throughout
the day. Ferry lines are connecting Europe and Asia. There are two airports
available in Istanbul and well connected to various destinations. Medical
Services: A wider range of Medical services available are of high quality and
in English. Security: The security level for Istanbul is 2 (Low) duty stations.
