Mission and objectives
With its establishment on 7 April 1948, WHO works worldwide
to promote health, keep the world safe, and serve the vulnerable. WHO’s goal is
to ensure that a billion more people have universal health coverage, to protect
a billion more people from health emergencies, and provide a further billion
people with better health and well-being.
Context
WHO is a specialized agency of the United Nations that was
established in April 1948 and whose objective is the attainment by all peoples
of the highest possible level of health. WHO’s primary role is to direct and
coordinate international health within the United Nations system. WHO’s main
areas of work are health systems; health through the life-course;
noncommunicable and communicable diseases; preparedness, surveillance and
response; and corporate services. The mission of WHO’s Health Emergencies
Programme is to help countries, and to coordinate international action, to
prevent, prepare for, detect, rapidly respond to, and recover from outbreaks
and emergencies. In the context of the WHO Health Emergencies Incident
Management System (IMS), at the country level, the incumbent will provide
technical advice for all WHO strategic categories and related public health
programmes.
Task description
•Facilitate monitoring of and reporting on the projects and
operations implementation using various tools and methodologies; •Evaluate the
quality of outputs including the management, coordination, effectiveness and
resource mobilization of multisectoral emergency prevention, preparedness,
response and recovery action plans and programmes; •Provide technical support
in identifying public health baselines and health specific interventions that
are evidence based; •Synergize the integration and incorporation into related
work plans, ensuring compliance with existing reporting requirements; •Prepare
background documents, concept papers, situation analyses, develop monthly
technical reports assessing the implementation of related programmes; •Perform
any other monitoring and evaluation related duties, as required by the
functional supervisor.

country of assignment.
Requirements
Required experience
15 years of experience in Area of Programme, monitoring and
evaluation: •Demonstrated knowledge of principles, disciplines and techniques
to implement monitoring and evaluation strategies; •Advanced ability to gather,
analyse and disseminate information and operate within results-based management
systems. •Strong overall computer literacy, including proficiency in various MS
Office applications (Excel, Word, etc.), and office technology equipment;
•Proven ability to multitask across various planning and implementation
processes within a highly demanding environment.

Living conditions and remarks
As this is a national UN Volunteer assignment, the UN
Volunteer will be responsible for arranging his/her own housing and other
living essentials. UNV Entitlements in a Nutshell for National UN Volunteer
(Expert): • Current Volunteer Living Allowance (VLA) is USD 1174 USD. Specific
to this assignment, additional expertise differential will apply at 40%. All
payments are done in Turkish Lira accordingly to the monthly exchange rate of
UN (UNORE). • 100% health, life and dismemberment coverage by CIGNA. As per
UN’s diplomatic mission status, UN personnel are not included in National
Security Institution’s (SGK) system but it can be initiated on private basis. •
Entitlement to annual Leave at the rate of 2.5 working days per completed month
of volunteer assignment • Entry allowance for covering relocation expenses (USD
400) • Travel lumpsum for covering travel expenses when the volunteer needs to
relocate to the Duty Station (USD 200*2) • Exit allowance upon completion of
service (approx. USD 98 per month). • Several learning opportunities.
