VACANCYANNOUNCEMENT: RECTOR

The Pan African University (PAU) is a continental academic andresearch institution created by the African Union, that is based on thefollowing guiding principles: academic freedom, autonomy, accountability,quality assurance, strengthening existing African institutions at the graduateand post-graduate levels to enable them to serve the whole continent, excellenceand international partnerships in academic and research activities, genderparity and equality at all levels and in all university functions. The PAU alsoaims at the promotion of African integration through the mobility of students,academic and administrative staff, collaborative research linked to thechallenges faced by African countries, the institution of an appropriate framework toenable the African Diaspora to contribute towards the development of highereducation and research in Africa, promotion of inter-disciplinary andmultidisciplinary research programmes linked to policy making processes,promotion of productive linkages with the industrial sector for innovation anddissemination of new knowledge, full use of Information and CommunicationTechnologies for pedagogy, research and management. The PAU takes into accountthe basic principles of the United Nations Charter and the UniversalDeclaration of Human Rights.

2.  DUTIES AND RESPONSIBILITIES
Job Objectives
This is theposition of the Chief Executive Officer of the Pan African University’sManagement structure. The holder of this position will be responsiblefor formulating and implementing appropriate operating policies and decisionsrelated to the establishment of the PAU, and in accordance with the PAUstrategic plan. He /she shall be responsible for implementing innovativeprograms and adopt new cutting-edge technologies for the University, to make itglobally competitive. He/she shall be responsible for developing andmaintaining mutually beneficial relationships with, educational, research,governmental, business, industrial, professional, social, civil society andcultural institutions regionally and internationally. The PAU Rector will be supportedin his/her functions by Vice Rector (Research, Development and Cooperation) andother staff

Specific deliverables
  1. Representing the University in all forums as its Chief Executive;
  2. Facilitate the signing of MOUs with Host Universities, Host Countries, and Lead Thematic Partners and African Union Commission;
  3. Coordinate the development of a corporate plan for the operationalization of the PAU and ensure it is translated into appropriate, and realistic goals and objectives that are delivered harmoniously and successfully;
  4. Prepare and present the PAU activity report;
  5. Ensure the implementation of the decisions of the African Union Summit of Heads of State and Government with regard to PAU;
  6. Facilitate the required co-ordination between Directors of PAU Institutes;
  7. Coordinate the selection of the PAU Satellites centers;
  8. Liaison with the African Union Commission, Vice chancellors of Host Institutions, and Lead Thematic Partners
  9. Supervising staff of the Interim Coordinating Committee (ICC). and take responsibility for the performance review;
  10. Coordinate the establishment of Rectorate and recruitment of Rectorate staff;
  11. Coordinate the student recruitment process, award of scholarships, and smooth relocation to respective Institutes;
  12. Ensure the recruitment of academic staff for PAU Institutes;
  13. Provide oversight for all PAU academic programs;
  14. Initiate and coordinate the development of the PAU strategic plan.

4.QUALIFICATIONS
      I.       Education: Be a fullprofessor of a recognized University with an earned Ph.D. in one of the thematic fields of thePAU

      II.       Experience:
  • At least fifteen (15) years progressive experience in senior academic and management positions at a modern university environment
  • Eight (8) years of appropriate experience at a professorial level or Director of research institute, Dean etc.,  and another 5 years experience at senior management position, involved in design, development and implementation of policies, strategies and projects, research, publication, lecturing, mentoring, fund raising  etc.

5.Language Requirement:
Proficiency in one of the African Union workinglanguages. Knowledge of one or several other working languages would be anadded advantage.

6.Age Requirement:
 Candidates must preferably be between 35 and 50years old.
7.Tenure of Appointment:

The appointment will be made on a fixed term contract for a period of three(3) years, of with the first twelve months will be considered as a probationaryperiod. Thereafter, the contract will be for a period of two years renewable,subject to satisfactory performance and deliverables.

8. Candidates from the following least represented countries are encouragedto apply: Eretria, Central African Republic, Cape Verde, Comoros, Congo (DRC),Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi ArabRepublic, SaoTome and Principe, Seychelles and Somalia.

10.Remuneration::Indicativebasic salary of US$ 73,646.00perannum plus other related entitlements e.g. Post adjustment (46% of basicsalary), Housing allowance 16,819.20 perineum), education allowance (75%of tuition and other education related expenses for every eligible dependent upto a maximum of US$7,800.00 per child per annum), etc for internationallyrecruited staff of the Commission.
