VACANCYANNOUNCEMENT: SENIOR FINANCE /ADMINISTRATION OFFICER

The Pan African University (PAU) is a continental academic andresearch institution created by the African Union, that is based on thefollowing guiding principles: academic freedom, autonomy, accountability,quality assurance, strengthening existing African institutions at the graduateand post-graduate levels to enable them to serve the whole continent, excellenceand international partnerships in academic and research activities, genderparity and equality at all levels and in all university functions. The PAU alsoaims at the promotion of African integration through the mobility of students,academic and administrative staff, collaborative research linked to thechallenges faced by African countries, the institution of an appropriate framework toenable the African Diaspora to contribute towards the development of highereducation and research in Africa, promotion of inter-disciplinary andmultidisciplinary research programmes linked to policy making processes,promotion of productive linkages with the industrial sector for innovation anddissemination of new knowledge, full use of Information and CommunicationTechnologies for pedagogy, research and management. The PAU takes into accountthe basic principles of the United Nations Charter and the UniversalDeclaration of Human Rights.

2.  DUTIES AND RESPONSIBILITIES
Job Objectives
This is asenior position within the Pan African University’s Management structure.Reporting to the Rector, the holder of this position will serve as thePrincipal Finance and Planning Officer and coordinate the development andimplementation of a comprehensive financial plan in step with universitypriorities and will ensure that sound financial recording and reportingprinciples are followed. She/he will also take oversight ofall budget management and planning, including procurement. The holder will alsobe the Principal Administrative and HumanResource Officer with responsibility for oversight of personnelfunctions and administrative policies.
She/heshall specifically be in charge of the following:
Administration
             i.       Coordinatethe development of terms of service and reference, and ensure commonunderstanding in the performance of duties and responsibilities and align themto the University’s strategic objectives;
           ii.       Coordinatethe recruitment, allocation and employment of staff in accordance with policiesand procedures, and that is responsive and efficient;
          iii.       Coordinatethe design, implementation and maintenance of administrative policies, andprocedures that lead to efficient service delivery to the University communityand its stakeholders;
          iv.       Ensurethat the University complies with all applicable human resource, labor,employment equity and payroll laws, policies and procedures
           v.       Developan efficient record keeping, filing, archiving and retrieval system for all PAU documents;
          vi.        Supervise Administrative line managersresponsible for the various segments of the PAU management
         vii.       Performother related tasks and related responsibilities as assigned by the Vice Rector

Finance
  1. Coordinate the preparation of budgets, financial reports, financial statements, including special analysis for presentation to the Vice Rector
  2. Coordinate the design of procurement policies, and procedures that would ensure the University receives quality and efficient services;
  3. Coordinate the design of a strategic guide for the financial reporting, internal control and responsibility based management planning/reporting system;
  1. Develop a banking, payroll and cash flow system that is efficient and responsive;
  1.  Supervise Financial and procurement line managers responsible for the various segments of the PAU management
  2. Perform other related tasks and related responsibilities as assigned by the Vice Rector

3.   EDUCATIONAL QUALIFICATIONS

·        Be at least a University Master’sdegree holder inBusiness Administration, Public Finance, Strategic Planning or higher.
·        Candidates who possess additionalprofessional qualifications such CPA/CPS or other recognized professionalqualifications in administration, management and finance will have an addedadvantage.

4.  WORKEXPERIENCE REQUIREMENT
Candidates must have at least Seven (7) years progressiveexperience in senior administration, Human Resource, Strategic planningpositions at final Management a modern university environment.


5.   OTHER RELEVANT SKILLS

  2. Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment from diverse constituencies;
  3. Excellent report writing and presentation skills;

  5. Excellent analytical and problem solving skills
  6. Good planning and organizational skills;

  8. Evidence of ethical, transparent, fair, dependable leadership style and professionalism;
  9. Demonstrated ability to be innovative, resourceful, and action-oriented;
  10. Computer literacy and competency in MS Office Applications



6.   Language Requirement:
Proficiency in one of the African Union workinglanguages. Knowledge of one or several other working languages would be anadded advantage.
7.   Age Requirement:
 Candidates must preferably be between 30 and 45years old.
8.   Tenure of Appointment:

The appointment will be made on a fixed term contract for a period of three(3) years, of with the first twelve months will be considered as a probationaryperiod. Thereafter, the contract will be for a period of two years renewable,subject to satisfactory performance and deliverables.

11. Remuneration::Indicative basicsalary of US$ 35,300.00per annum plus other related entitlements e.g.Post adjustment (46% of basic salary), Housing allowance 16,819.20 perineum),education allowance (75% of tuition and other education related expenses forevery eligible dependent up to a maximum of US$7,800.00 per child per annum),etc for internationally recruited staff of the Commission.
