Overall Responsibilities
Management Sciences for Health (MSH) saves lives and

MSH seeks a Monitoring and Evaluation Manager for a
five-year USAID Health Systems Strengthening project that will
support equitable improvement in health status in Ghana . The project will be
managed from Accra, and is expected to work at national, regional and district
levels, with implementation in at least three regions.
This position is contingent upon project award and
funding.
Specific Responsibilities
The Monitoring and Evaluation Manager will lead and oversee
all evaluations and research conducted in the project and coordinate with partners,
including coordinating with USAID for all external evaluations. The M& E
Manager will be expected to develop a strong monitoring and evaluation plan
consistent with the USAID results framework, coordinate the collection of
data including conducting field visits for data validation, monitor the quality
and completeness of data sets, contribute to the development of the program and
document project performance against established outputs and indicators.
S/he will also be responsible for building the capacity of the Government of
Ghana and other stakeholders in the collection, utilization, and dissemination
of data as well as ensuring that all monitoring and data collection activities
are harmonized and information is shared. S/he will also assist the MOH to
monitor program and assess the robustness of implementing organizations’ data
collection and M&E mechanisms.
Qualifications
1. Must have at least a Bachelor’s degree in statistics,
health sciences, population studies (demography),
social sciences or a related field.
2. Must have 6 years of relevant experience, or an advanced
degree in social sciences and a minimum of 6 years of experience in monitoring
and evaluating health programs/projects, including data collection at the
facility level.
3. The ideal candidate should have broad experience in the
use of data for decision-making, demonstrated expertise in designing M&E
plans for large programs, and experience in the use of a wide range of tools
for measuring program results.
4. Demonstrated capacity to solve data issues and build the
capacity of others within the health system to ensure data quality.
5. Strong written and oral presentation skills in English.
6. Experience with USAID programs/projects strongly
preferred.
7. Experience in Ghana strongly preferred.
8. Willingness to travel within Ghana as needed.
