Mission and objectives
L'UNFPA Tchad soutient activement le gouvernement dans ses
efforts de développement pour mettre en œuvre sa Vision 2030 « Le Tchad que
nous voulons » et ses plans de développement quinquennaux. L'appui de l'UNFPA
est focalisé sur ses plans stratégiques séquentiels (SP 2018-2021 ; SP
2022-2025 et SP 2026-2029) en mettant l'accent sur ses trois résultats
transformateurs (Zéro décès maternel évitable ; zéro besoin de planification
familiale non satisfait ; zéro VBG et pratiques néfastes) à travers la
fourniture des produits et des équipements médicaux de santé de la reproduction
à l'ensemble du pays toit en se focalisant dans les établissements de santé
dans sept provinces, dont trois sont humanitaires. Dans les provinces du Lac
Tchad, du Moyen Chari et du Logone Oriental, l'UNFPA soutient 34 établissements
de santé en fournissant des sages-femmes, des équipements et des produits. Des
projets d'autonomisation des femmes et des adolescentes sont également menés
avec des AGR pour les associations de femmes, les associations de prédicatrices
et d'autres groupes de femmes. Vous soutiendrez la gestion efficace des
activités de l'UNFPA dans les domaines de la population et du développement, de
la santé reproductive et du genre, en particulier la prévention et la réponse
aux VBG et autres pratiques néfastes. Grâce à une analyse approfondie et à une

Context

Task description
The UN Volunteer Procurement and logistics Analyst will be
under the direct supervision of Technical Specialist RHCS or his/her designated
mandated representative(s). The main role of the Procurement and logistics
Analyst is to deliver quality services in ensuring the implementation of the
procurement plan and to work closely with the government distribution channels
to assure the effectiveness of Last Mail Assurance Specifically, Procurement
and logistics Analyst the will: 1. Management of office procurement • Prepare a
consolidated Procurement Plan on the basis of a review of all Annual Work Plans
and oversees procurement, ensuring the most economical and timely delivery of
complete UNFPA country office procurement portfolio. • Liaise with the Senior
Management Team and Programme Analysts/Specialists, in coordination (if
required) with relevant Government Departments and NGOs, in defining accurate
specifications and agreeing procurement modalities for the most effective and
efficient procurement in accordance with prevailing UNFPA policies and
procedures. • Facilitate and coordinate the formal and informal solicitation
processes managed by the CO per the requirements of the procurement procedure •
Ensure coordination with UNFPA Procurement Services Branch and Facilities
Management Services, UNOPS and other UN procurement bodies for timely delivery
and receipt of goods and services, release, acceptance and delivery of these to
the destination point in a timely manner with due attention to quality
assurance. • Coordinate the process of providing procurement related documents
to the internal and external auditors and other process reviewers. • Keep all
procurement related applications and systems up to date • Ensure the timely
completion of all procurement administrative requirements. • Present reports on
procurement in the Country Office. 2. Logistics In general, work closely with
IPs, particularly the Ministry of Health on RH commodities and medical
equipment from ordering, tracking and reception. Specifically : • Monitor the
stock status on a monthly basis at all levels based on the reports made by the
CPA and the PPAs • Collect, process and analyze logistics data (stock,
deliveries and orders from other provincial supply pharmacies) and update it in
SIGLTCHAD • Assess the needs of health centers and PPAs on a monthly basis •
Track orders to the CPA based on the needs of each PPA • Participate in the
inspection and reception of SR products received • Ensure delivery documents
are properly completed and signed. • Organize the periodic inventory of stocks
at the CPA • Provide supervision in health facilities as needed • Develop
monthly activity plans and reports to be sent to the SPSR Specialist • Complete
each quarter in the dedicated system the quarterly review report of stocks and
movements of SR products • Perform other duties as needed Other Any other
responsibility specifically related to the concerned programme portfolio as
assigned by the supervisor. Results/expected outputs • Strategic approach to
procurement, establishment and implementation of the monitoring and control
system, timely and appropriate delivery of services, • ensure client
satisfaction and overall timely delivery of UNFPA programmes • Orders placed by
PPAs are tracked, received and distributed up to the last kilometer so that
there is no shortage or overstocking and that logistics data is available at
all times • Visibility on logistics data relating to RH products

Required experience
5 years of experience in relevant experience procurement
management at the national or international level Excellent oral and written
skills; excellent drafting, formulation, reporting skills; Full computer
literacy in using basic Word, Excel, PowerPoint, and Camera Shop IT programmes,
and advance knowledge of spread-sheet and database packages, experience in
handling of web based management system.

Living conditions and remarks
Chad is a landlocked country in central Africa. It is one of
the world's poorest countries, ranking 175th out of 182 countries on the 2009
HDI list. The capital is N'Djamena. It is in many ways similar, though less
publicized, to its eastern neighbor, Sudan, for example in terms of a
north-south divide (geographically, socially and religiously), several latent
or open internal conflicts and rebellions, among others linked to ethnic
tensions and/or land issues; the omnipresence of small arms; large parts of the
country have a deep-rooted culture of violence, are subject to frequent acts of
banditry ("coupeurs de route") and are heavily militarized; a large
population of former displaced persons and refugees; and strained relations
with its neighbors, notably Sudan itself. Large parts of the country are in
"pre/post-conflict" mode, and security is a major concern everywhere,
particularly in the border area with Darfur/Sudan. The whole country is in
security phase III, with the Abéché and Lac regions in phase IV. Due to direct
exposure to various dangers and difficult living conditions, as indicated in
the paragraphs below, Chad has been declared a non-family duty station. The
cost of living in N'djamena is comparatively high compared with eastern Chad.
UNV volunteers are generally encouraged to share accommodation for cost-sharing
and security reasons; modest furnished accommodation (on a shared basis) costs
between 500 and 700 USD per month. Basic foodstuffs are generally available on
the local market, notably vegetables, fish and meat. As Chad is a
French-speaking country, people speak French and Arabic. English is not widely
spoken. Daily transactions are carried out in local currency, called XAF. As
the climate in Chad is relatively warm, it is not necessary to bring warm
clothing. However, it is advisable to bring at least one jacket in case of
unpredictable weather changes. It is essential to be flexible and have the
ability and willingness to live and work in dangerous and difficult conditions,
with physical constraints and few comforts. Chad is a unique country and UNFPA
is a unique (humanitarian) operation that accompanies the Chad Republic to
serve its population. It provides for an interesting and enriching environment,
but also requires a mature level of cultural awareness, as well as more stamina
and commitment than elsewhere to make life comfortable and affordable.
Therefore, flexibility and the ability and willingness to live and work in
harsh and potentially hazardous conditions, involving physical hardship and
little comfort, are essential.
