Mission and objectives
The primary and overarching objective of United Nations
Development Programme in Kosovo is the eradication of poverty in the context of
sustainable development, including the pursuit of the Sustainable Development
Goals, and promotion of United Nations fundamental principles. The core
dimension in our approach is investing in human development, wealth creation
(with emphasis on issues such as entrepreneurship, job creation) and
institutional reform and capacity development.
Context
The project “Strengthening Information Integrity in Kosovo
through Youth Empowerment” aims to address the issue of misinformation and
disinformation in Kosovo by empowering young women and men activists, and youth
and women’s organizations with necessary skills and tools to collect data,
raise awareness and expose false information, including digital content
targeting girls and women. Given the impact of mis/disinformation on
long-standing tensions and legacy of conflict, the project will engage young
people as agents of change in building positive peace and contributing to
social cohesion and governance and promoting overall information integrity.
Through the development and promotion of digital tools/measures that detect and
counter false information, we will empower and support youth and women's
organizations as influencers in tackling the negative effects of
mis/disinformation, including gendered mis/disinformation, hate speech,
community divisions, and gender inequality. To achieve this, the project will:
a) raise awareness and build knowledge among young people about the impact of
mis/disinformation in Kosovo on youth development, social cohesion and gender
equality in Kosovo; b) strengthen capacities of young women and men to jointly
address these issues through a sustainable network of formal and informal
groups, youth and women organizations, and accelerate skills development
through training for advancing the capacity of young people to identify false
news and counter mis/disinformation and gendered mis/disinformation; and c)
seek synergies with institutions and key stakeholders and women-led NGOs to
ensure an enabling environment for youth activism, particularly in relation to
countering mis/disinformation in Kosovo, and d) work with youth and women’s
organizations on power dynamics and gender bias through awareness raising and
capacity building initiatives. In addition to this project, UNDP will also
support the disadvantaged groups and non-majority communities whose access to
justice is limited and face challenges to navigate the justice system. This is
due to the fact that the justice institutions have insufficient capacities and
resources to respond to all the people’s needs to access justice in their own
language and their need to respond to cases efficiently and without delays.
UNDP will, among others, support the courts to better manage the court cases
and archives, and provide language support for courts to ensure that everyone’s
rights to legal proceedings are guaranteed as per the law on language rights.
The UNV will also contribute to ensure a showcase of activities and results of
UNDP projects focusing on strengthening rule of law and access to justice in Kosovo.
References to Kosovo shall be understood to be in the context of Security
Council Resolution 1244 (1999).
Task description
Under the direct supervision of the UNDP Project Manager,
the UN Volunteer will undertake the following tasks: Under the Rule of Law and
Access to Justice projects’ activities: • Develop a project communication plan
in close consultation with the Project Team and in line with UNDP Kosovo and
communications strategy. • Ensure that communication objectives are regularly
evaluated and adjusted if necessary. Ensure that related results and reports
are prepared and shared on a timely basis. • Design and produce multimedia
communication content (human-interest stories, short videos, social media
accounts, including: Facebook, Instagram, twitter, tick-tock, infographics and
other required public information material) capturing the results of UNDP’s
work on: mis/disinformation, and Rule of Law projects. Under the mis-dis
information project activities: • Scan, curate relevant resources and tools on
a regular basis for the STEM4ALL platform. • Support design and implement
online advocacy campaigns and STEM4ALL virtual events that promote inclusion of
women and girls in STEM. • Support development of communications products and
items, including articles, newsletters, blog posts, podcast episodes and social
media posts that bring awareness to the importance of women with STEM
backgrounds. • With support of UN Community Volunteers engaged under the
project, support research and data collection on gender equality issues such as
just digital transformation and gender gaps in STEM fields to expand the data
sets on the STEM4ALL platform. • With support of UN Community Volunteers
engaged under the project, support the research of potential partners and influencers
from Kosovo to join the Global STEMinists Network and to collaborate on
relevant virtual events and digital advocacy campaigns. • Perform other related
duties as may be required or assigned by the supervisor within the scope of the
assignment.

Requirements
Required experience
3 years of experience in communications, design, advocacy,
public relations, media content development, journalism, or other related
experience; • Demonstrated experience in gathering and producing multimedia
communication content (photos, short stories / articles, videos, and other PI
materials). • Experience in using social media platforms and generating
interest (followers) • Proficiency in using graphic design applications such as
Canva. • Knowledge of digital media platforms, social media dynamics, and
online content consumption • Excellent interpersonal skills; culturally and
socially sensitive; ability to work inclusively and collaboratively with a
range of partners, including grassroots community members, religious and youth
organizations, and authorities at different levels; familiarity with tools and
approaches of communications for development; • Ability to write clearly and
concisely, driving through complex messages; • Solid overall computer literacy,
including proficiency in various MS Office applications (Excel, Word, etc.). •
Self-motivated, ability to work with minimum supervision; ability to work with
tight deadlines. • Previous experience as a volunteer at local, national, or
international level is a distinct advantage.

Living conditions and remarks
The contract lasts for the period indicated above with
possibility of extensions subject to availability of funding, operational
necessity and satisfactory performance. However, there is no expectation of
renewal of the assignment. Travel to duty station (if applicable) and a
Settling-In-Grant will be provided in the event the duty station is not within
commuting distance from the place of recruitment. The applicable Volunteer
Living Allowance is provided monthly to cover housing, utilities and normal
cost of living expenses. Life, health and permanent disability insurance are
included (health insurance for up to 3 dependents), as well as final
repatriation (if applicable) and resettlement allowance for satisfactory
service. Furthermore, in non-family duty stations that belong to hardship
categories D or E, as classified by the ICSC, a Well-Being Differential (WBD)
