OBJECTIVE OF THE OFFICE/DEPARTMENT
This requisition is for employment at the Pan American
Health Organization (PAHO)/Regional Office of the World Health Organization
(WHO)
The objective of the Health Emergencies Department (PHE) of
the Pan American Health Organization (PAHO/WHO) is to increase health sector
resilience to emergencies and disasters. PHE assists Member States to
strengthen the health sector’s capacities in prevention, risk reduction,
preparedness, surveillance, response, and early recovery for emergencies and
disasters related to any hazards (natural, man[1]made, biological, chemical,
radiological and others), and when national capacities are overwhelmed, to lead
and coordinate the international health response to contain disasters,
including outbreaks and to provide effective relief and recovery to affected
populations. PHE is responsible for ensuring the implementation and updating of
the PAHO/WHO Institutional Emergency and Disaster Response policy.
DESCRIPTION OF DUTIES
Under the general supervision of the PAHO/WHO Representative
(PWR) and the direct supervision of the Advisor, Emergency Preparedness and
Response, the incumbent is responsible for, but not necessarily limited to, the
following assigned duties:
A. Provide technical support for strategic
and operational planning, program management, budgeting and resource
coordination and mobilization to enable the Health Emergencies’ Program of
technical cooperation in the Country Office;
B. Support the technical team in the
design, drafting, negotiation and implementation of technical cooperation
projects, including resource coordination, performance monitoring and
assessment, and use of evaluation tools to support the sound management of
regular and extra-budgetary funds; provide strategic support and inputs to
develop new program initiatives to support the program of work;
C. Ensure that projects managed by the
Program are executed according to action plans and within established
deadlines; ensure timely preparation and submission of financial and progress
reports in accordance with donor agreements;
D. Support the programmatic impact and
ensure a high level of quality and accuracy of methods used to verify progress
and the results;
E. Review and analyze progress on
technical matters, elaboration and implementation of inter-programmatic and
inter-sectoral activities in the context of the Program Management and
Partnership Network (PMN) led by PBE and the Resources Mobilization Network
(RMN) led by ERP;
F. Ensure that all PMIS transactions
are in ligne with project objectives and activities and follow donor
guidelines;
G. Provide regular updates on funds
implementation to the Project Manager to support strategic decision making;
H. Facilitate the coordination among the
PMIS Project Managers and support them in program management issues,
specifically with issues related to the results-based management framework;
I. Coordinate the implementation of
the Program’s Biennial Work Plan (BWP) and the Semester Work plans (PTS);
ensure that the responsible project coordinators provide required planning data
and information to adequately assess and report on implementation of the
projects’ expected results, products/services, milestones achievement, etc.;
J. Support the team members in
leading the coordination of the performance monitoring and assessment of the
Program’s BWP and the PTS, including the preparation of reports, advising on
setting realistic targets and milestones and ensuring up-to-date information to
monitor progress on BWP and PTS implementation;
K. Support the team members in the analysis
of the staffing needs of the Team, particularly with respect to the
competencies needed to execute the program of work. Provide input in this
regard for preparation and periodic review of the Human Resources (HR) Plan;
L. Provide support on administrative
issues specifically during PAHO declared emergencies;
M. Participate in the implementation of PAHO
response activities during disaster and public health emergencies, as required;
N. Oversee PHE’s crisis communication
activities, including the drafting of sitreps and other relevant reports linked
to the response;
O. Support PHE’s visibility and advocacy
efforts;
P. Perform other related duties, as
assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor’s degree in a health or
social science related to the functions of the position from a recognized
university.

Experience:
Essential: Seven years of combined national and
international experience in the fields of health planning, project management,
monitoring and evaluation, disaster management, administration, or related
field.
Desirable: Experience in disaster/emergency
management /humanitarian response and working with UN organizations would be an
asset.

Planning (ERP) and management information systems. Other IT skills and
knowledge of software programs such as Microsoft Excel, Outlook, OneDrive,
PowerPoint, Teams, SharePoint, and Word are considered essential.
REMUNERATION
Monthly Salary: (Net of taxes)
USD $5,343.42 (Salary is non-negotiable)
Post Adjustment:
USD $3,264.83 This amount is to be considered as indicative
since variations may occur each month either upwards or downwards due to
currency exchange rate fluctuations or inflation.
