Description
Objective of the Programme:
DAI is preparing for a DFID funded programme to develop, design and implement its DRC Risk Management Programme. The programme will result in increased quality of DFID programming and improved mitigation of fraud and corruption risks.
Scope of Work:
The M&E Manager will provide information management and design of a monitoring and reporting system for DFID programmes in the region to ensure effective risk management and to help inform DFID of project status and progress toward achievement of key results. S/he will manage local staff and short-term experts in achieving M&E project results.
Duties and Responsibilities:
  • Develop methodology for systematic data collection and analysis of programme indicators
  • Develop effective systems to capture socio/economic indicators and maintain database
  • Monitor DFID programme results and risks, particularly fraud and corruption risks
  • Develop surveys and survey administration protocols to assess the impact of training
  • Work with team to ensure M&E accurately captures curriculum objectives and field needs
  • Analyse data for donor-requested reports
  • Produce activity updates, newsletters, and performance reports, as needed
  • Coordinate with project staff to create success stories
  • Design and carry out evaluations to assess project impact
  • Oversee the work of support staff and short term specialists
Requirements
  • 10-15 years of experience in monitoring and evaluation management
  • Demonstrated experience in conflict-affected environments required, experience in DRC highly desired
  • Experience with DFID M&E systems, tools, procedures and data reporting is required
  • Experience with data aggregation, gender indicators and gender-sensitive programming
  • At least one year of experience in survey development is preferred
  • Proficiency in database management and data analysis
  • Willingness to travel extensively in the region
  • Fluency in written and spoken French and English required
Education:
Advanced Degree in political science, international development, finance, business administration, public administration, economics, accounting or other related field preferred
