Description
Objective of the Programme:
DAI is preparing for a DFID funded programme to develop, design and implement its DRC Risk Management Programme. The programme will result in increased quality of DFID programming and improved mitigation of fraud and corruption risks.
Scope of Work:
The Finance Manager will provide information management and design of a financial auditing system and will be responsible for the financial analysis and reporting of DFID programmes in the region.  S/he will manage local staff and short-term experts in achieving Finance project results.
Duties and Responsibilities:
  • Develop methodology for systematic data collection and analysis of financial management
  • Conduct financial quality assurance and risk management activities for DFID programmes
  • Undertake spot checks for assets procured by DFID Programmes
  • Provide rolling audits of expenses incurred and paid for with DFID funds in all provinces of DRC, but with a focus on eastern provinces
  • Oversee activities of support staff in the finance department, including accountants and short-term support
  • Oversee and ensure adequate project profitability
  • Prepare regular reports for appropriate management as necessary or requested
Requirements:
  • 10 - 15 years of experience in finance and accounting, preferably in development projects
  • Demonstrated knowledge of and experience in DFID financial audits, management fraud and corruption risks, and DFID financial rules, methods and procedures.
  • Experience with enterprise accounting software
  • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
  • Demonstrated report writing skills in French and English is required
  • Strong communications and personnel management skills required
  • Experience working in conflict affected regions necessary, experience in DRC highly desired
  • Willingness to travel extensively in the region
  • Fluency in written and spoken French and English is required
Education:
Advanced Degree in finance, business administration, public administration, economics, accounting or other related field preferred
