Description
Objective of the Programme:
DAI is preparing for a DFID funded programme to develop, design and implement its DRC Risk Management Programme. The programme will result in increased quality of DFID programming and improved mitigation of fraud and corruption risks.
Scope of Work:
The Deputy Team Leader will provide support to the Team Leader to ensure efficient set up and management of the regional offices and operational aspects of the project, as well as overall compliance with DAI policies, DFID regulations and local law. S/he will oversee the management of the regional offices and assist in oversight of technical functions of the programme. 
Duties and Responsibilities:
  • Manage the set-up of a regional offices and oversee the work of the Heads of Office
  • Oversee the management of Human Resource issues in conjunction with the Team Leader
  • Maintain communication with DAI’s home office staff on administrative and operational aspects of the project
  • Maintain all personnel policies to ensure compliance with local labour law, tax law, and DFID regulations
  • Oversee recruitment, salary negotiations, hiring, evaluation, and termination of employees, in consultation with the Team Leader
  • Ensure effective and efficient allocation of technical personnel in the regional offices
  • Support the team leader to prepare technical reports for DFID
  • Review payroll and tax payments in accordance with DFID and DAI regulations
Requirements:
  • 10 – 15 years of experience in a supervisory position in operations and management
  • Demonstrated experience of working in conflict affected regions, preferably in DRC
  • Experience working on DFID-funded or other donor projects
  • Working knowledge of DFID operations, policies, and procedures, FAR regulations, and DAI operations policies and procedures (e.g. procurement, local subcontract agreements, etc.) preferred
  • Accounting experience highly desired
  • Strong interpersonal skills with the ability to engage with a wide range of organisations, beneficiaries, and related parties
  • Fluent French and English is required
Education:
Advanced Degree in finance, business administration, public administration, economics, accounting or other related field preferred.
