Description
Objective of the Programme:
DAI is preparing for a DFID funded programme to develop, design and implement its DRC Risk Management Programme. The programme will result in increased quality of DFID programming and improved mitigation of fraud and corruption risks.
Scope of Work:
The Political Analyst and Relationship Manager will provide information management and political analysis for DFID programmes in the region to ensure effective risk management and to help inform DFID of political trends and developments in the region. S/he will manage relationships with regional stakeholders, local staff and short-term experts in achieving political analysis project results.
Duties and Responsibilities:
  • Lead assessment and analysis of political developments and trends, including policy and regulatory barriers
  • Lead and maintain regular political economy analyses and needs assessments
  • Prepare and publish annual updates on selected sectoral Road Maps
  • Prepare and publish policy briefs to stimulate public and private sector dialogue
  • Lead economic and financial analyses of proposed policy and regulatory changes
  • Aggregate and analyse data for donor-requested reports
  • Establish and manage relationships with local stakeholders, including local governments, civil society and development organisations
  • Organise policy and regulatory dialogue events in concert with project partners.
  • Maintain relationships with the economic, policy, and legal organisations and associations
Requirements:
  • 10-15 years of experience in political analysis and evaluation
  • Demonstrated experience in conflict-affected environments required, experience in DRC highly desired
  • Experience working with bilateral and/or multilateral donor organisations, preferably with DFID
  • Demonstrated experience in political economy analysis and monitoring political trends and developments
  • Experience with gender aggregation and conflict-sensitive analysis preferred
  • Experience of relationship management and collaboration with a variety of stakeholders
  • Willingness to travel extensively in the region
  • Fluency in written and spoken French and English required
Education:
Advanced Degree in political science, international development, political economy, economics, or other related field preferred.
