ABOUT WFP
The United Nations World Food Programme is the world's

WFP’s Regional Bureau for the Middle East and Northern
Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical
support and direction to WFP operations and activities in 16 countries:
Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, Morocco,
State of Palestine, Syria, Tunisia, Turkey, Ukraine and Yemen. These country
offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx.
30 million) in some of the most critical humanitarian emergencies of our time.
RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping
national governments and local communities improve nutrition, livelihoods,
school feeding, social protection, climate and disaster risk reduction and
other programmes that build resilience and support development.
BACKGROUND & PURPOSE OF THE ASSIGNMENT
Under the new Country Strategic Programme 2023-2028, WFP is
committed to continuing to support the Government in addressing nutrition and
food security challenges within the framework of Egypt’s updated Vision 2030
roadmap to the achievement of the Sustainable Development Goals of the 2030
Agenda for Sustainable Development, leaving no one behind. The main objectives
of the Programme focus on emergency support to refugees and other
crisis-affected populations and building the resilience of vulnerable
populations especially in synergy with the ”Haya Karima” presidential rural
development initiative through a locally based, integrated approach.
WFP operates in partnership with a network of governmental
and Non-Governmental Organizations in selected governorates with a focus on
Upper Egypt and frontier governorates. WFP also benefits from the
presence of field staff located in these governorates who follow up on the
efficient implementation of activities and plans in the field and ensure WFP
rules and regulations and procedures are followed by the cooperating partners.
The purpose of the assignment advertised is for to provide
support to WFP activities in field operations by heading the unit responsible
for the development and management of partnerships with Non-Governmental
Organizations and for supervising WFP field staff as per the organization’s
effective and efficient management of WFP programmes and activities.
KEY ACCOUNTABILITIES (not all-inclusive)
- Manage
a team of Field Coordinators (10) providing advice, guidance, and
on-the-job training, to ensure individual and team contribution to the
implementation of integrated food assistance programs at the governorate
level, in line with national priorities.
- Liaise
with Programme, Monitoring & Evaluation units, and other internal
counterparts on the coordination of the programme of work and activities
of Field Coordinators in support of field operations.
- Conduct
regular field missions and coordinate meetings with Field Coordinators,
provide regular feedback, and report on key findings, challenges,
achievements, and lessons learned from field operations.
- Identify
and maintain a repository of national and international NGOs and other
potential partners working in Egypt at the national and local level
- Establish
and maintain a regular dialogue and coordinate with potential partners.
- In
close coordination with programme leads, support the development and
management of potential partnerships with national and international NGOs
and other partners, to strengthen the implementation of integrated food
security programs.
- In
close consultation with Programme managers, facilitate the negotiation,
review, and finalization of Field Level Agreements (FLA) with NGOs and
legal agreements with other cooperating partners.
- Act as
the Secretariat of the Country Office Cooperating Partnership Committee
for the management of Field Level Agreements.
- Provide
support and technical guidance to programme leads for cross-functional
changes to corporate processes directly affecting engagements with NGOs and
other partners, this includes cross-functional training and other
facilitation roles as necessary (Anti-Fraud Anti-Corruption and Policy for
Sexual Exploitation & Abuse).
- Provide
continuous and structured capacity strengthening, training, and work-planning
to national and international NGOs and other partners, with a view to
moving forward the localization agenda.
- Act as
a focal point for UNCT and interagency engagement with national and
international NGOs and provide regular feedback to programme leads.
- Provide
input for corporate reporting and planning, including Annual Country
Reports, Risk Management Exercises, External and Internal audits, and
Management Assurance reviews.
- Act as
the Country Office focal point for corporate reporting on beneficiaries
reached by the operations.
- Any
other task as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has
extensive experience in implementing humanitarian and development
programmes.
- Has
extensive experience in M&E and for field operations.
- Has
extensive experience in managing partnerships with NGOs.
- Has
strong relationship management and diplomatic skills
- Experience
managing teams
QUALIFICATIONS & EXPERIENCE REQUIRED:
- Education: Advanced
University degree in International Affairs, Economics, or other field
relevant to international development assistance, or First University
Degree with additional years of experience
- Experience
Knowledge & Skills: At least 3 years of professional
experience in implementing development and/or emergency
programmes.
- Languages: Fluency
(level C) in English and Arabic languages.
