Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible
for providing leadership, operational support and oversight of the United
Nations security management system (UNSMS) globally. As a global leader in
security risk management principles, UNDSS enables the safe and effective
delivery of United Nations programmes and activities in the most complex and
challenging environments, while maximizing precious resources. To this end, the
work of the Department is aligned under a clear mission, to enable United
Nations system programme activities through trusted security leadership and
solutions.
This position is located in the Department of Safety and Security (DSS),
Division of Partnerships and Specialized Support (DPSS), Office of the
Director. DPSS provides support to the Under-Secretary-General of UNDSS through
the Training and Development Section, the Critical Incident Stress Management
Unit, the Physical Security Unit, and the Protection Coordination Unit. The
office of the Director of DPSS also has additional components that address,
Road Safety, Strategic Partnerships and Policy, Resource Mobilization, and
Information Management. The Programme Management Officer reports to the Chief
of the Information Management Unit.

Responsibilities
Within delegated authority and under the guidance of the
Programme Management Officer, the Programme Officer will be responsible for the
following duties:
• Participates in the development, implementation and evaluation of assigned
programmes/projects, etc.; in particular monitors and analyzes
programme/project development and implementation in the SharePoint Online/O365
environment; reviews relevant documents and reports; identifies problems and
issues to be addressed and proposes corrective actions; liaises with relevant
parties; identifies and tracks follow-up actions.
• Performs various assignments, in close collaboration with OICT and other
stakeholders to introduce navigation tweaks and consistent branding,
accompanied by the restructuring and re-grouping of information within the
limitations of the platforms.
• Monitors and coordinates updates or revamping appropriate to DSS online
site(s) to assure staff may access information efficiently, optimize the user
experience and enhance UNDSS visibility.
• Maintains permissions, as directed, for appropriate staff access to
information.
• Supports the development of Standard Operating Procedures (SOP) related to
the proper usage of the information, develops detailed system and other
functional specifications and user documentation for document and knowledge
management systems used in the department.
• Researches, analyzes, and presents information gathered from diverse sources.
Provides suggestions and creates mechanisms to automate processes wherever
possible, including through use of the O365 PowerApps.
• Provides specialized advice to users, analyzing users’ requirements and
translating these into new applications; determines application systems
integration and linkage issues.
• Assists in policy development, including the review and analysis of issues
and trends, preparation of evaluations or other research activities and studies
in support of information management and the DSS web related activities.
• Undertakes survey initiatives; designs data collection tools; reviews,
analyzes, and interprets responses, identifies problems/issues and prepares
conclusions.
• Prepares various written outputs, e.g., draft background papers, analysis,
sections of reports and studies, inputs to publications in support of DSS
information.
• Provides substantive support to consultative and other meetings, conferences,
etc., to include proposing agenda topics, identifying participants, preparation
of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.;
makes presentations on assigned topics/activities.
• Participates in or leads field missions, including provision of guidance to
external consultants, government officials and other parties and drafting
mission summaries in support of introducing DSS innovations.
• Coordinates with OICT, supports the rollout, introduction, and maintenance of
changes to common software and platforms, as directed; maximizes potential of
the systems supported, and identifies data/information for archival or
transfer.
• Performs other duties as required.
Competencies
• Professionalism: Knowledge and understanding of theories,
concepts and approaches relevant to information management, information
technology and related fields. Very good technical knowledge of Microsoft cloud
technologies (SharePoint Online, Office 365, Azure) in the context of data and
workflow management, and application development. Knowledge of interactive
systems; good knowledge of the Organization’s information infrastructure as it
relates to data/information management. Knowledge of reporting and data
visualization processes and tools. Ability to identify issues, analyze and
participate in the resolution of issues/problems. Ability to conduct data
collection using various methods, in particular knowledge of Microsoft Forms
and related applications. Knowledge of data transfer / migration in the
Microsoft cloud technologies. Conceptual analytical and evaluative skills to
conduct independent research and analysis, including familiarity with and
experience in the use of various research sources, including electronic sources
on the internet, intranet, and other databases. Ability to apply judgment in
the context of assignments given, plan own work and manage conflicting
priorities. Shows pride in work and in achievements; demonstrates professional
competence and mastery of subject matter; is conscientious and efficient in

Education
Advanced university degree (Master’s degree or equivalent)
in information management, information systems, business administration,
management, or a related field. A first level university degree in combination
with two additional years of qualifying experience may be accepted in lieu of
the advanced university degree.
Job - Specific Qualification
Cloud related certifications are desirable.
Certification in Project Management is desirable.
Certificate in data analytics, business analytics or data science programs is
desirable.
Work Experience
A minimum of five years of progressively responsible
experience in information management, information technology, project
management, programme management, or other related area, is required.
Experience in the business analysis and management of information, data and
technology services is required.
Experience with O365/SharePoint Online in the context of data analysis,
workflow management and application development is required.
Experience within the UN system or related international organization is desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For the post advertised, fluency in English (oral and
written) is required; knowledge of French is desirable. Knowledge of another UN
official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment
exercise which may be followed by competency-based interview.
