Org. Setting and Reporting
This position is located in the Programme Office in Tanzania
(POTZA) with duty station in Dar es Salaam, under the UNODC Regional Office for
Eastern Africa (ROEA), based in Nairobi, Kenya, Division for Operations (DO),
United Nations Office on Drugs and Crime (UNODC). The incumbent will work under
the direct supervision of the Regional Coordinator for the Container Control
Programme (CCP) based in Dar es Salaam under the overall guidance of the
Regional Representative, ROEA. The incumbent will work in close cooperation
with the Senior Finance Assistant (Container Control Programme, CCP) based in
Vienna and the local Finance Assistant currently based in ROEA.

Responsibilities
Within limits of assigned authority and depending on
location, the Programme Assistant (Travel and Procurement) will be responsible
for the following specific duties:
• Assist in the coordination of the Container Control Programme (CCP) projects’
planning and preparation work for, typically, a medium-size and complex
component of the initiatives; monitor status of CCP Project and receipt of
relevant documentation for review and approval.
• Compile, summarize, and present basic information/data on specific CCP projects
and related topics or issues.
• Review procurement and travel documents, especially costs / budgets and
compliance with relevant rules and procedures prior to submission for final
approval and signature; identify inconsistencies; distribute necessary documents
to relevant parties upon approval.
• Review travel and procurement submissions; verify availability of funds;
ensure necessary approvals and ensure entry in computerized budget system.
• Serve as focal point for travel administration and procurement coordination
for CCP implementation, involving extensive liaison with different
organizational units to initiate requests, obtain necessary clearances,
processes and follow-up on administrative actions, e.g., travel arrangements,
helping to arrange training / study tours, authorization of payments,
disbursement of funds, procurement of equipment and services, etc.
• Compile, summarize and enter data on project delivery; draft related status
reports, identifying shortfalls in delivery, budget overruns, etc., and bring
to the attention of management.
• Draft correspondence on procurement-related issues and prepare and update
periodic reports, briefing notes, statistical summaries and accounting
spreadsheets, etc.
• Provide general day to day office assistance, handle routine administrative
tasks, respond to information requests and enquiries; review, log and route
incoming correspondence, set up and maintain files / records and assist in
organizing meetings etc.
• Assist with the collection and analysis of data as well as preparation of
data presentations and reports for information sharing, responding to queries,
knowledge management, planning and decision making.
• Assist with visualizations and updating information material such as web
pages or brochures.
• Perform other work-related duties as assigned.

Education
High school diploma or equivalent is required. A CIPS Level
4 Diploma in Procurement and Supply is required.
Job - Specific Qualification
Passing the Global General Service Test (GGST) is a
prerequisite, i.e. is required, for recruitment consideration in the General
Services and related categories in the United Nations Secretariat. Applicants
who have not passed the GGST at the time of application may be invited for the
test after submitting an application.
The GGST is a proctored entry-level examination at the duty station. Any travel
expenses incurred in order to take the examination are the responsibility of
the candidate and will not be reimbursed by the Organization.
Having passed the Administrative Support Assessment Test [in English] at the
United Nations headquarters, Economic Commission for Africa, Economic and
Social Commission for Western Asia, United Nations Office at Geneva, United
Nations Office at Vienna, International criminal tribunal for Rwanda or
International Criminal Tribunal for the former Yugoslavia may be accepted in
lieu of the GGST.
Work Experience
A minimum of five years of experience in programme or
project administration, technical cooperation or related area is required. The
minimum number of years is reduced to three for candidates who possess a
first-level university degree or higher.
Experience in the area of travel and/or procurement is required.
Work experience with an Enterprise Resource Planning (ERP) system is required.
Work experience with SAP/UMOJA is desirable
Languages
English and French are the working languages of the United
Nations Secretariat. For the position advertised, fluency in English is
required. Knowledge of another United Nations official language is an
advantage.
Assessment
Evaluation of qualified candidates may include an assessment
exercise and a competency based interview.
Special Notice
This is a project post. Filling of this position is subject
to funding availability and the initial appointment will be a for a period of
one year. Extension of the appointment is subject to extension of the mandate
and/or the availability of the funds.
