Org. Setting and Reporting
This post is located in the UNODC Programme Office in the
State of Qatar (POQAT), Office for the Gulf Cooperation Council Region (OGCCR),
Regional Section for Africa and the Middle East (RSAME) of the United Nations
Office on Drugs and Crime (UNODC) in Doha, State of Qatar. The incumbent will
work under the direct supervision of the Programme Coordinator (Chief of
Center) of the United Nations Office on Drugs and Crime Regional Center for
Combatting Cybercrime (UNRCC) and the overall guidance of the Head of the
Global Programme on Cybercrime (GPC) and the Chief of the Cybercrime and
Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking
Branch (OCB), Division for Treaty Affairs (DTA), UNODC in Vienna, Austria. The
incumbent will carry out work assignments in connection with the administrative
and financial management of UNRCC operations.

Responsibilities
Within assigned authority the incumbent of the position will
perform the following specific duties:
• Support the facilitation of the effective implementation of UNRCC activities.
• Contribute to coordinating and supervising the work of UNRCC administrative
and support staff, including providing support in the management of their
performance.
• Support the engagement across the various areas of the UNODC in relation to
operational support for the implementation of activities of the UNRCC.
• Review, prepare and/or ensure timely preparation and submission of relevant
project narrative and financial reports.
• Prepare a variety of written outputs that relate to the Centre’s activities,
such as: invitation letters: correspondence including with governments, UN agencies,
universities and organisations; training/meeting reports; briefings; and
presentations.
• Participate in monitoring and identifying administrative and financial
implementation risks and issues, propose corrective actions and track progress
of follow-up actions.
• Review, analyse and assist in the finalization of cost estimates and budget
proposals, in terms of staff and non-staff requirements of UNRCC, and
coordinate with the Global Programme on Cybercrime on relevant processes,
reviews and approvals.
• Support the Centre’s human resource actions, including the engagement of
consultants, e.g., recruitment, placement, performance, job classification
reviews, separation of staff members, staff training etc., ensuring consistency
in the application of UN rules and procedures.
• Participate in coordinating and supervising the logistical arrangements for
UNRCC activities, including the procurement of goods and services; organization
of training, invitation of participants; and travel of staff and participants.
• Support the procurement of specialized equipment required for UNRCC
activities.
• Establish and maintain regular contacts with National Authorities benefiting
from the activities of the UNRCC.
• Support the implementation of the communication strategy of both the UNRCC
and the UNODC Global Programme on Cybercrime.
• Contribute to the collection and analysis of data as well as identification
of trends or patterns and provide draft insights through graphs, charts, tables
and reports using data visualization methods for data-driven planning,
decision-making, presentation and reporting.
• Perform other work-related duties to support project implementation, as
required.

Education
An advanced university degree (Master’s degree or
equivalent) in business administration, management, economics or a related
field is required. A first-level university degree in similar fields in
combination with two additional years of qualifying experience may be accepted
in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for
candidates who have passed the Young Professionals Programme Examination (YPP),
United Nations National Competitive Recruitment Examination (NCRE) or the
General Service to Professional Examination (G to P).
Work Experience
A minimum of two years of progressively responsible
experience in international relations, social or political affairs, finance,
administration, budget, business administration or related area, OR the
successful completion of the United Nations Young Professionals Programme
Examination (YPP), the United Nations National Competitive Recruitment
Examination (NCRE) or the General Service to Professional Examination (G to P)
is required.
Work experience in project management is desirable.
Work experience with multilateral organizations and/a field environment is
desirable.
Work experience with the United Nations System or similar international
organization is desirable.
Work experience with an Enterprise Resource Planning (ERP) system is desirable.
Work experience with SAP based applications (such as the in-house ‘Umoja’ or
other) is desirable.
Work experience with standard IT software/applications (MS Word, Excel etc.) is
desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For the post advertised, fluency in English and Arabic is
required. Knowledge of another United Nations official language is an
advantage.
Assessment
Evaluation of qualified candidates may include an assessment
exercise and a competency-based interview.
Special Notice
This is a project post. Filling of this position is subject
to funding availability and the initial appointment will be for a period of one
year. Extension of the appointment is subject to extension of the mandate
and/or the availability of funds.
