Mission and objectives
The World Health Organization (WHO) was established on 7
April 1948 as the directing and coordinating authority in global public health
within the United Nations system. The objectives of WHO is the attainment by
all peoples of the highest possible level of health. Missions of WHO are to
promote health, keep the world safe and serve the vulnerable.
Context
The Regional Artemisinin-resistance Initiative (RAI) was
launched in 2013 in response to the emer-gence of artemisinin resistant malaria
in the Greater Mekong Sub-region (GMS). Funded by the Glo-bal Fund to Fight
AIDS, Tuberculosis and Malaria, the first RAI round (2014-2017) was a USD 100
million grant to Cambodia, Lao PDR, Myanmar, Thailand, and Viet Nam. Through
subsequent funding cycles, the Global Fund’s investment in addressing malaria
in the GMS has reached more than USD 700 million. The RAI Regional Steering
Committee (RSC) was established in late 2013 as the oversight mechanism for the
Global Fund RAI grant, following the CCM model of the Global Fund. It is a
multi-stakeholder governance body, provides strategic guidance, selects
recipient implementers, and over-sees grant implementation track progress
against program objectives and ensures funding is used in accordance with
agreed strategic priorities. The RSC has the mandate to steer the Global Fund
grant emergency response; take collective responsibility for strategic
direction; and allocating and reallocating Global Fund resources as needed. The
RAI RSC Terms of Reference make provisions for a Secretariat which was
established in Sep-tember 2014 under a hosting agreement with the World Health

Task description
Under the supervision of the RSC Executive Secretary, the
selected UN International Volunteer will: Support Strategic information,
communication and media activities, including: • assisting RSC to align with
and contribute to other partner advocacy and communication efforts surrounding
the regional elimination agenda; • development and content-creation for the RSC
website, including epidemiological and grant mapping. Support the organization
and functioning of Regional Steering Committee and its sub-committees,
including: • Developing agendas, preparing necessary documentation, taking and
circulating Minutes, and supporting follow-up. • Supporting logistical and
administrative arrangements as necessary. Support the operations of the RAI
Independent Monitoring Panel, including: • Collecting, analysing, and sharing
relevant data and insights to support the work of the IMP. • Supporting
planning of and participating in field visits as necessary. Results/expected
outputs: As an active RSC/WHO Cambodia team member, efficient, timely,
responsive, client-friendly and high-quality support rendered to the RSC and
its partners in the accomplishment of her/his functions, including: • Well
organised and documented RSC Meetings. • Well organised and documented IMP
operations/field visits. • Effective communications and advocacy.

Required experience
3 years of experience in development, health,
communications, other relevant programmes at the national and/or international
levels; Experience in the countries of the Greater Mekong Sub-region is an
asset, as is experience working in an international organization; Excellent
oral and written skills; excellent drafting, formulation, reporting skills;
Excellent interpersonal skills; culturally and socially sensitive; ability to
work inclusively and collaboratively with a range of partners; Very good
computer literacy, including proficiency in various MS Office applications
(Excel, Word, etc.) and email/internet; familiarity with database management;
and office technology equipment; Self-motivated, ability to work with minimum
supervision; ability to work with tight deadlines; Sound security awareness;
Have affinity with or interest in volunteerism as a mechanism for durable
development, and the UN System.

Other information
Living conditions and remarks
Cambodia is located in Southeast Asia, between Thailand to
the west and Vietnam to the east. The climate is tropical, with the monsoon
season running from May/June through October/November. Phnom Penh is the
capital of Cambodia and is the most populated city in the country. Over recent
decades, Phnom Penh has grown rapidly which has led to traffic congestion and
air pollution, and the-re is frequent flooding of streets during the rainy
season in the city’s low-lying areas. Khmer is the official language and the
main religion in Cambodia is Buddhism - it is advised to dress modestly. The
Riel is the official currency, however, both US Dollars and Riel are widely
used and in cities there is good access to banking and ATMs. The cost of living
in Cambodia is relatively low, as compared to many other capitals in Southeast
Asia. Housing is widely available in various sizes and at various price points
and Wi-Fi coverage is some of the best in Southeast Asia. Food and shopping
centers are readily accessible, and transport is generally cheap and easy to
find. Ride-hailing apps, such as Grab or PassApp, are increasingly popular and
can be used to book tuk-tuks or cars. While access to health care can be
limited, in Phnom Penh hospitals and medical clinics are available with contact
information available through the UN system in Cambodia. While most expats
agree Cambodia is a safe place to live, bag and phone snatchings across Phnom
Penh - especially during the night time - remains the main threat to the
security of UN personnel. All UN personnel and dependents are advised to remain
alert and carry as little as possible while moving around. Keep a low profile,
try not to display wealth, and carry a sensible amount of cash only.
