Mission and objectives
The World Health Organization is a specialized agency of the
United Nations Public Health Organization established in 1948. The objective of
the World Health Organization shall be the attainment by all peoples of the
highest possible level of health. World Health Organization achieves its goals
by performing its essential functions: 1. Take a leadership role in key health
issues and create partnerships when joint action is needed; 2. Set research
priorities and encourage the acquisition, application and dissemination of
useful knowledge; 3. Setting standards and criteria and encouraging and
monitoring them; 4. Develop ethical and evidence-based policies 5. Provide
technical support, be an agent of change and build institutional capacity in a
sustainable way; 6. Monitor health status and assess health trends.
Context
In order to provide WHO country offices and WHO-AFRO office
with a well-managed and operated transport service, enabling WHO staff to carry
out their activities in programs as well as during health emergencies, a
Regional Fleet Unit, will be established. Ultimately, this unit will provide
WHO personnel with a safe, reliable and cost-effective transport solution that
enables them to deliver programme activities. By 2023, all WHO programmes will
benefit greatly from a well-managed and cost-efficient transportation fleet.
Task description
Under the direct supervision of the Regional Administrative
Services Officer (ASO) and the overall direction and supervision of Director
General Management Cluster (GMC), the incumbent assist in supervising the team
responsible for the conception, planning, implementation, monitoring and
evaluation of the overall work under OSS. Provide functional support to WHO
Country Offices on fleet management, ensuring implementation of WHO Fleet
Services strategy and wider organizational strategy. • Improve the end-to-end
lifecycle for the WHO vehicle fleet, from supporting specification definition
through purchasing to delivery, maintenance, fuel management and disposal. •
Define and implement any systems changes required to improve the management of
WHO fleet. • Provide technical and managerial support to roving and country
fleet managers in the execution of their role / services. • Ensure all key
performance indicators are aligned to best practices in fleet management, to
have a regional view, and that fleet data management is executed in a
professional manner. • Contribute to WHO’s management of road safety standards.
• Manage Stakeholder internally and externally with a global vision to promote,
support and represent AFRO globally. • Represent AFRO in external forums and
consider cooperation across UN agencies, INGOs and other partners. • Create a
culture of continuous learning where transport staff are encouraged and
supported to grow and develop and are willing to be held accountable for their
commitments.

Requirements
Required experience
3 years of experience in Fleet Management, Logistics and
Transport. • Ability to synthesise and analyse complex information, and make
clear, informed decisions • Ability to build relationships with a wide range of
stakeholders, both internally and externally • Ability to find innovative
solutions. • Comfortable working autonomously and as part of a team, including
working with, and supporting, a diverse community of stakeholders at a
distance. • Excellent planning, management and coordination skills, with the
ability to organise a substantial workload comprised of complex, diverse tasks
and responsibilities • Highly developed influencing and negotiation skills at
the Head of Office level • Strong communication (written and spoken), and
interpersonal skills in English and French, with experience in managing
multicultural teams. • Ability and willingness to change work practices and
hours in the event of major emergencies including travelling at short notice
and for extended periods of time. • Ability and willingness to travel if
required to WHO country programs (on occasion remote and insecure) and attend
external meetings.

Living conditions and remarks
As a middle-income country, Congo is experiencing a
particularly favourable development context with a macroeconomic framework
stabilized due to the implementation of ambitious macroeconomic reforms. Its
economic growth has averaged around 6% for more than a decade. However, the
decline in the current price of a barrel of oil, if it persists, could hinder
this dynamic. It should be noted that macroeconomic performance contrasts with
the living conditions of populations, which remain difficult. Unemployment,
particularly among young people, remains high and the cost of living is quite
high compared to other countries in the subregion. Food imports provide the
bulk of the coverage of the needs of the populations at the level of the large
cities. Peace and security have improved considerably. However, Congo has 3
levels of security: Level 4 in the department of Pool Level 2 in Brazzaville,
and Pointe – Noire Level 1 All the rest of the territory. UNV will be based in
Brazzaville. The city is quiet, daily life in Brazzaville is safe and you can
move freely. Food and non-food amenities are available. Medical facilities are
up to standard. It is difficult to find a suitable apartment with basic
security and water supply conditions. Apartments must be approved by the
Department of Security and Security in Brazzaville. Missions to the regions
where the beneficiaries are located are organized on an as-needed basis.
