Context
UNESCO Juba Office, with funding from Sweden, is
implementing a four (4) year Strengthening Technical and Vocational Education
and Training (TVET) in South Sudan project. The project aims at reducing
unemployment and boosting livelihood amongst young women and men from poorer
families through strengthening gender responsive governance, quality, and
relevance of the TVET system, including strengthening environment and climate
change awareness and adaptation capacity to reduce vulnerability and incident
of internal communal conflict. To this end, UNESCO Juba office is seeking to
engage an international UNV -Gender and Climate Change officer to help with
technical assistance and training related to the integration of gender and
climate change in the project. The Gender and Climate officer will help to
ensure that gender equality and women’s empowerment is prioritized in TVET
programmes and skills training. In addition, the Gender and Climate officer
will support the development and or integration of gender and greening TVET in
training materials and TVET policies, support capacity strengthening efforts in
gender and climate change in the context of TVET programming.
Task description
Under the overall authority of Head of the UNESCO Juba
Office and under the direct supervision of the Head of Education Unit/Education
Programme Specialist, the Gender and Climate Change officer will be responsible
for the delivery of quality integrated Gender and climate change in TVET programme.
She/He will be responsible for supporting the management, implementation and
monitoring of the Gender and climate activities in Strengthening TVET in South
Sudan project in accordance with acceptable national and international
standards. The position holder will also identify capacity gaps in Gender,
climate and environment in TVET training interventions and take necessary steps
to address them. Specific responsibilities: a) Promoting the integration of
gender, climate change and environmental protection (including greening TVET)
in the TVET policies, curriculum, and teacher/instructors training manual ;
b)Building partners’ and staff capacity at national and sub national level on
climate change, greening TVET and environment management that are relevant to
South Sudan context and develop skills that contribute to sustainability and
climate action such as agriculture, energy, building construction among others;
c) Supporting development of guidance materials and other learning resources
designed to support the integration of gender into TVET programme; d)Providing
accurate and complete up to date Gender and greening TVET programming
information and quality reporting as required for donor requirements and
effective strategic and technical planning; e) In collaboration with the Head
of Education Unit, Project officer, MEAL Officer, and Associate National
Project Field Coordinator, coordinate and support the development of the Gender
analysis during project implementation, and then subsequent development of an
effective Gender Action Plan and its implementation throughout the project
location; f) Provide technical, programmatic, operational, and managerial
oversight of all TVET activities that have a gender aspect or component; g)
Equipping girls and boys, young women and men with the knowledge, values,
attitudes and skills to tackle gender disparities in TVET enrolment and
training; h) Identify and roll out strategies to strengthen Gender and climate
mainstreaming in education and TVET programme; i)Conduct targeted visits to
communities at state level where projects are being implemented to observe,
monitor and provide feedback on the effectiveness of project interventions in
relation to gender and climate mainstreaming; and j) Developing and maintaining
positive relationships with relevant line ministries and partners involved in
the implementation. Other Perform any assignment related to the TVET project
and education unit assigned by the head of the Education Unit in UNESCO.

Requirements
Required experience
3 years of experience in relevant topics such as
mainstreaming gender and climate change into development programs, climate
adaptation, climate change mitigation, and equity. • Experience working at the
intersection of gender and international development required Proven ability to
work efficiently, under pressure and in a multi-cultural environment. •
Familiarity with UN programming policies and procedures is an advantage •
Experience developing guidance materials, presentations, and other training
resources • Excellent written and oral communication skills, including the
ability to effectively communicate technical subject matter into actionable
products for different audiences and users, both technical and non-technical •
Excellent IT skills including proficiency with MS Office suite and Google Apps
• Knowledge of local context: good knowledge of the social cultural diversity,
ability to work in conflict situations.

Living conditions and remarks
Juba is a non-family duty station. Security Clearance is
required for travel to and within South Sudan. Security clearance requests for
all travel including internal travel within South Sudan should be requested
using TRIP at https://dss.un.org. Road Traffic Accidents are not uncommon;
partly owing to the poor state of roads but also because of an aggressive road
user culture by the local population. Road infrastructure is often lacking in
many areas, a situation that aggravates the challenges and is often exploited
by the Police to extort money from unsuspecting road-users who may be accused
of various traffic offences. In addition, tropical diseases such as malaria are
a perennial concern during the rainy season. Taxi services are available at the
Juba International Airport. The mechanical condition of most taxis is poor.
There are no payment meters in the vehicles and most of them are uninsured.
Taxi motorbikes (Boda-Boda) are widely used and are prone to accidents, they
are not recommended for use by UN personnel. The South Sudanese Pound (SSP) is
the legal tender. Traveler’s cheques and credit cards are not accepted as
payment in South Sudan. Travelers are advised to ensure they carry cash (US
dollars/Euros) which may be exchanged for Southern Sudanese Pounds. Vaccination
against Yellow Fever is mandatory, and proof of vaccination must be produced
upon request at the entry point for all travellers. No one should embark on
travel to South Sudan without being inoculated against Yellow Fever. South
Sudan is a unique country with unique operation. It provides an interesting and
enriching environment, but also requires a mature level of cultural awareness,
as well as stamina and commitment. Therefore, flexibility and the ability and
willingness to live and work in harsh and potentially hazardous conditions,
involving physical hardship and little comfort, are essential.
