As the United Nations lead agency on international
development, UNDP works in 170 countries and territories to eradicate poverty

Context
United Nations Development Program (UNDP) A direct
implementation project with funding from the Government of Japan To Implement a
project for Promoting Green Transformation in the Pacific towards Net-Zero and
Climate-Resilient Development (“Green Transformation”) with a funding from the Government
of Japan. The following is a brief project description for Timor-Leste:
Promoting Green Transformation Project Promoting Green Transformation in the
Pacific towards Net-Zero and Climate-Resilient Development (“Green
Transformation”) project is a multi-Country Project funded by the Government of
Japan covering four (4) countries in the Pacific namely Papua New Guinea,
Samoa, Timor-Leste, and Vanuatu. The overall objective of the project is to
support these pacific countries in, among others, accelerating their commitment
towards net-zero under the Paris Agreement. Timor-Leste’s Nationally Determined
Contribution (NDC) outlined the country’s commitment to scale-up investment in
renewable energy systems to reduce diesel consumption and improve the resilience
of rural communities, men and women. The Green Transformation project will
contribute to the country’s objective under the NDC to prioritize actions to
increase energy security and access in rural communities and use of low carbon
technologies. The project will support: • Communities that are not yet
connected to the national grid with solar lighting that will enable the
household members to engage in productive work even in the evenings and for the
children to study. It will also provide improved cooking stoves so that their
consumption of firewood will be significantly reduced; • The solarization of
SAMES (Serviço Autónomo de Medicamentos e Equipamentos de Saúde) so that this
critical health facility will have reliable source of electricity to store
medicines in the temperature required, strengthen service operations,
strengthen its digital systems for inventory management, and save funds in the
long run; and • Solarization of schools so that the ICT labs can have reliable
source of energy to conduct ICT classes in an uninterrupted manner and promote
access to digital learning platforms. The I-UNV will be based in UNDP – Dili
(the capital of Timor-Leste) with regular travel to Municipalities. The UN
Volunteer Communication Analyst will be responsible for the overall
communication activities for the project. The Volunteer Communication Analyst
will provide technical advice, plan and implement the communication activities.
These include development of communication plan as per project annual work plan;
arrangement and management of media contact and liaison; and communication the
project activities and progress to the management, donors, stakeholders and
project partners in form of presentations, reports and media publication both
online and offline.
Task description
Plan and implement project communication activities: •
Develop communication and execution plans in accordance with the Annual Work
Plans of Green Transformation Project. • Narrate or develop proper project
storylines or contents, including reports, speeches, articles, factsheets,
highlighting project results or progress for publications or sharing with
donor, stakeholders, project partners and general public. • Arrange and manage
project publications activities, including content arrangement and management,
design, revise or edit publication content; and ensure the content and
procedure are in alignment with UNDP Editorial Guidelines and/or publication
protocols or procedures. • Coordinate with communication or other project team
members for the use of the publication content into the social media platforms,
such as twitter, Instagram and Facebook, etc.; and ensure that the content has
been revised or designed to fit the social media platforms and as per UNDP
social media’s guides, standards, and protocols. • Coordinate and arrange for
translation services (to Japanese, if needed) for media publication or release,
such articles, speech, factsheet, reports, etc. • Update project information on
article, factsheet, reports, etc. and ensure they are based on project field
activities and progress as well as priorities. • Create and edit online and
offline media content with key message integrate into or deliver within before
publishing or releasing to media or sharing with stakeholders, project partners,
donors or any related external parties. • Arrange, create and maintain
up-to-date digital visual assets, such as video, photography, infographic,
image, animations, etc. for project presentations, reports, factsheets,
articles, etc. • Identify project communication’s key performance indicators,
such as public impacts, opinions, profile, engagement, achievement, content
reach (viewers), response, rate and quality. • Develop project communication
strategy, identify and assess suitable communications tools and methods for the
Green Transformation project activities. • Prepare, arrange and submit for
approval the response for stakeholders, project partners, donors or public
inquiries, issues or concerns. • Collaborate with UNDP-TL Communication Unit to
develop, publish and disseminate media friendly communications products. • In
consultation or coordination with the Communication Analyst to arrange and
manage media coverage, release and publications, document case stories and best
practices for learning and sharing. • Together with communication team, liaise
with Admin and Finance Officer to organize project related special events such
as launching, donor engagement/joint monitoring, inauguration, etc. • Prepare
and arrange media or communication tools and materials, such as audio, visual,
video, printing or electronic for disseminating or organizing publication of
project progress and/or event information. • Prepare and develop project
communication progress or quarterly report, lesson learnt and final report
(including budget plan and report) • Provide guides or expertise with
communication and other related project team members on communications formats,
structures, contents, designs, photography, infographics, etc. • Perform any
other duties as required. Media contacts and engagement management • Together
with communication team develop and maintain contacts with local media outlets
and journalist; and ensure that clear and concise guides are provided to the
media or journalist as per UNDP media and communication’s protocols, procedures
and/or standards. • Develop and propose a pro-active media opportunity, such as
media visits, interviews, press conference, launches, workshops, socialization,
etc. • Together with communication team prepare and arrange of media’s access
to project field or event for media coverage; and ensure that it follows UNDP
communication strategy, policy or procedures. Monitoring and reporting
management • Liaise with other project teams for all related project progress
activities publications on online or offline media. • Monitoring and manage
social media content, such as discussions, comments and feedbacks; and ensure
to keep tracking of them and records for follow-up, if needed • Conduct regular
monitoring and measurement of communication activities progress, results and
performance and ensure to track and record public preference and impacts •
Monitor and measure key performance indicators for improvement, quality
assurance and lessons learnt. • Update and report any project related issues or
concerns with the Head of CC and Env. Unit, Country Office Senior Management
(Resident Representative and Deputy Resident Representative) and National
Project Manager. • Create and Manage media content archiving and tagging. •
Document and maintain track of project communications related activities, such
as workshops, meetings, trainings, launching, inaugurations, and other project
events or activities

Required experience

developing strategic engagement with media, stakeholders, project partners,
donors and general public. • Experience in monitoring, evaluating, filtering
and managing of information collection and distribution within project teams,
stakeholders, project partners, donors and other related external parties. •
Experience in collecting, filtering, categorizing and distributing of project
data and information with media, general public, stakeholders, donors and/or
project partners. • Experience in persuasive and informative writing, editing
and designing communication content, including reports, factsheets, articles,
for publications or sharing with stakeholders, project partners, donors and
other related general public • Experience in photography, videography, adobe
software, social media content creation and management, including audiences. •
Experience in creating or designing online and offline media content for
publications or media release. • Experience in media content creation and
editing for sharing with general public or stakeholders or project partners or
donors. • Experience in performing evaluation, monitoring and control of
communication activities in relation to media contents, coverage and
publications both online and offline. • Experience in using communications
tools and applications, such as adobe photoshoot, photo and video editing,
image resolution improvement and other web-based media content editing. •

Living conditions and remarks
Timor-Leste is geographically located in South-East Asia,
with the following country living conditions: Capital of the Country: Dili
Climate: • Tropical country with only two distinctives seasons, wet and dry
seasons Dry season runs from May – November Wet season runs from December –
April • Daily Temperature at the coast is usually between 25-35 degree Celsius;
and cooler as it goes towards hills or mountains. High humidity, especially on
wet season and become less as it approached dry seasons (which can be windy or
strong wind conditions) Health Facility: • UN staffs are recommended to us Stamford
Clinic Services • In case of inadequate assessment or treatment for primary
healthcare services, it would be issued for medical evacuation to Singapore or
can privately go to other neighboring countries, such as Australia, Indonesia,
Thailand or Malaysia, etc. • Optional healthcare services refers to the only
one National Hospital in the Capital with limited professional specialist and
facility • There are numbers of private clinics, but with minim facility and
services option (mostly for light consultation, such as fever, headache,
diarrhea, etc.) Diet: • Staple foods can be found in the local markets and
groceries or food stores or supermarkets, such as rice, meats, vegetable,
cooking oil, salt, sugar, water, etc. • There are stocked of imported goods
from Singapore, Australia, Malaysia, Indonesia, China, etc. • There are numbers
of restaurants, cafes and bars in the Capital with varieties of food ranging
from Asia to Western • The price of meal can range from $3 - $15+
Telecommunications: • At the present there three telecommunications lines
available in the country, these are Timor Telecom (TT), Telkomcel and Telemor •
The SIM card cost between $2 and $5 depending on the telephone number request
(random phone number sequence is usually cheaper than a custom request phone
number) • Both prepaid and postpaid top-up available in all three
telecommunications lines and ranging from $1 - $20 and up. All prepaid and
postpaid SIM Card is available for internet connection Accommodations: • The
UNV Field unit in Dili will help arrange your initial accommodation in a hotel,
at your expenses. • Most of the hotels in Dili are aimed at internationals and
offer a good level of comfort with airconditioned rooms and en-suite bathrooms.
With price varies between $30 to $50 and up • There are houses, flats or
apartments with single or double rooms available for rent for long-terms stay.
The price ranges from $250 to $600 and up depending on the facilities
available, whether they are furnished or unfurnished. Note: Covid19 vaccination
