Mission and objectives
The fundamental mission of UNICEF is to promote the rights
of every child, everywhere, in everything the organization does — in programs,
in advocacy and in operations. The equity strategy, emphasizing the most
disadvantaged and excluded children and families, translates this commitment to
children’s rights into action. For UNICEF, equity means that all children have
an opportunity to survive, develop and reach their full potential, without
discrimination, bias or favouritism. To the degree that any child has an
unequal chance in life — in its social, political, economic, civic and cultural
dimensions — her or his rights are violated.
Context
VCO Country Programme 2022-2026 highlighted the importance
of public advocacy and com-munication for child rights. The programme aims to
increase public awareness and action to address vulnerabilities and inequities
affecting children. There were 77.93 million internet users in Viet Nam at the
start of 2023 when internet penetra-tion stood at 79.1 percent. Viet Nam was home
to 70 million social media users in January 2023, equating to 71 percent of the
total population. 87 percent of Vietnamese children aged 12-17 have access to
the internet every day. This makes the internet a good platform to reach
various stakeholders to drive change for children. Strategic use of digital
media, especially social media, will deepen UNICEF’s dialogue with stakeholders
about child rights and equity as well as broaden their engagement in issues
related to children. A greater understanding of children’s challenges and
better involvement in children’s issues result in more impact: The richer the
conversation and better engagement, the greater the chance for audience actions
in support of UNICEF’s public advocacy.UNICEF Viet Nam increased its followers
on social me-dia platforms significantly in recent years and there’s an urgent
requirement for more regular and stronger communications and quality content on
VCO’s digital platforms in order to main-tain the growth of audiences and
followers across channels. Digital content and engagement will remain and
reinforce UNICEF’s leadership as a credible voice for and with children. UNICEF
Viet Nam’s digital platforms target international donors, decision-makers,
local supporters, communities, families, young people and the public.

Living conditions and remarks
The incumbent will be based in Ha Noi that offers adequate
living standard with good. Ha Noi is classified as “A” duty station as of 1
January 2014 under the mobility and hardship (M&H) classification of duty
stations, as determined by the international Civil Service Commission (ICSC).
Security situation: Viet Nam is a relatively safe country. Although there is no
recent history of terrorism in Viet Nam, attacks cannot be ruled out. Crime is
typically the same as in many other countries. Petty theft, bag/purse
snatching, and pick pocketing are most common traditional crimes in the tourist
areas and in buses. It is recommended that if travelling on foot, avoid
carrying bags, purses and valuables that could attract attention; avoid making
phone calls while walking on the street. Access and air travel: Air travel is
the most accessible among all public means of transport in Viet Nam although
arrangement has to be well planned with airport agents. Public transportation
such as bus, taxis and motorcycle taxis are widely available, it would be
important to assess the accessibility upon taking up the assignment. Climate:
The weather in Vietnam is tropical. The typhoon/cyclone season normally runs
from May to November. In HCMC, there are 2 seasons: the rainy season lasts from
mid-May to mid-November and the rest of the year is the dry season. Meanwhile
the north has 4 seasons where temperature can go under 10 degrees during the
winter. Due to the im-pact of climate change, the weather is becoming
unpredictable and there are more and more extreme weather conditions. For
example, the south is experiencing cold weather while the north is experiencing
a shorter winter and a longer summer. Medical facilities: Health care in the
cities is adequate for ordinary treatment. More com-plicated treatment may
require evacuation to another country. Healthcare in rural areas is extremely
basic. Many hospitals require guarantees of payment before they’ll start
treatment. Viet Nam is classified as having a risk of Zika virus transmission.
International hospitals or private hospital are more accessible than public
hospitals. Therefore, it is important to check the information and advice at
the National Travel Health Network and Centre website. It would be important to
identification of appropriate services in case specific me-dial needs are
required. Banking facilities: There are many baking services offered by different
types of banks in Viet Nam: state own, private, semi-private, international
banks. While Vietnamese currency is used daily for purchasing items, payment in
credit cards or ATM cards is more accepted in big shopping centers. ATM is
common in cities. As this is a national UN Volunteer assignment, the UN
Volunteer will be responsible for arranging his/her own housing and other
living essentials.
