Health Financing Officer (Botswana)
Results for Development (R4D) is seeking a
highly motivated and dynamic Health Financing Officer to join
our Global Health team and provide health financing support; undertake and
participate in analytical and consultative activities for effective
implementation of health financing policies and strategies to the African
Collaborative for Health Financing Solutions (ACS) Botswana project.

ACS is a 5-year USAID-funded project focused on
assisting sub-Saharan countries advance UHC through a unique model that works
across the continent to support regional bodies and country-level
multi-stakeholder platforms to share knowledge and strengthen accountability in
support of health financing policies and processes that further progress toward
UHC. ACS Botswana, one of ACS’ first implementation countries, is
a 2-year USAID-funded project focused on assisting the Government of
Botswana to advance UHC and ensure sustainability of gains made in HIV/AIDS
epidemic control and health sector as a whole.

Opportunity:
The ACS Botswana Health Financing Officer will provide
direct health financing support to ACS Botswana Country Lead as well as provide
input and feedback on all aspects of the entire ACS Project. The Health
financing officer will undertake and participate in analytical and consultative
activities in support of effective implementation of health financing policies
and strategies. They will ensure consistent alignment in all of their work with
HIV/AIDS sustainable financing strategies for HIV/AIDS epidemic control. S/he
will be expected to manage relationships with ACS stakeholders, including
Government of Botswana, USAID, Civil society and private sector organizations,
and ACS core staff to support moving Botswana towards Universal Health Coverage
(UHC). As ACS’ work continues to grow in Botswana, so will be the
Health Financing Officers’ scope of work. This position is based in
Gaborone, Botswana and will report to the ACS Botswana Country Lead and
collaborate closely with the ACS Core Team.
The ideal candidate should be a creative and highly
motivated individual who possesses excellent interpersonal, written and oral
communication skills, has a strong and proactive work-ethic, and can work independently
and collaboratively as part of a team. S/he must be able to successfully manage
competing priorities and deadlines to produce high quality work products such
as reports, presentations and other deliverables as required. Responsibilities
include, but are not limited to:
Health Financing
- Participate
in analytical and consultative activities for ACS Botswana project in
support of effective implementation of health financing policies and
strategies, while ensuring consistent alignment with HIV/AIDS sustainable
financing strategies for HIV/AIDS epidemic control.
- Undertake
analysis to inform the broader health financing action plans with specific
analysis for HIV/AIDS financing sustainability, such as landscaping the
scope and scale of current funding for priority interventions and
evaluating policy options for increased efficiency.
- Undertaking
writing to consolidate and communicate results in a digestible format
- Facilitates
dialogue and advocacy for strategies that promote sustained political
commitment to sustainable health financing and broader Universal Health Coverage
agenda.
- Provide
direct health financing backstopping to ACS Botswana Country Lead
- Provide
input and feedback on other technical aspects of the ACS Project across
countries
- Collaborate
with ACS Botswana Short-Term Technical Assistance (STTA) from R4D to
ensure effective implementation of ACS workplan activities.
- Conduct
pre-consultation scoping assessments and analytical work to inform work
planning.
Knowledge Management and Joint learning
- Participates
in the development of knowledge management and communication
processes/strategies including advising on key lessons learned/topical
areas to document and share within country learning agenda and broader
regional.
- Links
learnings related to health financing from Botswana country program to
larger ACS project and to R4D more broadly.
- Contribute
to the joint learning opportunities focused on health financing for ACS
staff.
- Support
the translation, dissemination and use of knowledge products focused on
health financing and ensure linkages to country and regional learning
agendas.
Project Management
- Contribute
to the development of ACS Botswana country progress reports and
support collaborative development of workplans with GoB and other
implementing partners.
- Establish
and engage key partners and stakeholders in implementation of ACS country
and core workplan activities.
- Contribute
to activities to raise awareness of project including blogging, and
participation in key workshops, conferences, etc.
- Participates
in ACS Project Country team calls, meetings, and ACS regional meetings and
workshops as needed.
Qualifications / Requirements:
- A
minimum of first degree in International Development, Public health,
Economics, Health Economics, Public/Social/Health Policy, Health Systems,
Health Planning or related qualification. Master’s degree in related
fields will be an added advantage.
- Minimum
3-5 years of extensive direct work experience related to health financing
and related fields.
- Strong
analytical, problem solving, and quantitative skills, with experience in
analytical tools for costing and expenditure tracking etc.
- Experience
working in/with public or private sector health financing organizations.
- Ability
to work independently and collaboratively as part of a team and deliver
high-quality results within tight timeframes.
- Experience
creating partnerships and successfully managing external relationships
with a wide variety of stakeholders in multicultural environments
- Stakeholder
relationships and facilitating decision-making at national and district
level to create positive change.
- Strong
experience facilitating technical workshops, including developing agendas
and background materials, presenting to and facilitating discussion with
health financing experts, developing summary reports of the proceedings
and agreed follow-up actions.
- Willingness
for up to 25% international and domestic travel
- Perform
any other duties as may be required to meet the exigencies of the
organization.
