Monitoring & Evaluation and Learning Officer (Botswana)
Overview:
Results for Development (R4D) is seeking a
highly motivated and dynamic M&E and Learning Officer to
join our Global Health team and provide Monitoring, Evaluation, Learning and
Communications to the African Collaborative for Health Financing Solutions (ACS)
Botswana project.

ACS is a 5-year USAID-funded project focused on
assisting sub-Saharan countries advance UHC through a unique model that works
across the continent to support regional bodies and country-level
multi-stakeholder platforms to share knowledge and strengthen accountability in
support of health financing policies and processes that further progress toward
UHC. ACS Botswana, one of ACS’ first implementation countries, is
a 2-year USAID-funded project focused on assisting the Government of
Botswana to advance UHC and ensure sustainability of gains made in HIV/AIDS
epidemic control and health sector as a whole.

Opportunity:
The ACS Botswana M&E and Learning Officer will provide
knowledge management, learning and communications support to the project. In
collaboration with the ACS MELA Core team, they will be responsible for
ensuring the development and monitoring of ACS Botswana project metrics and
measurement activities, documentation of the ACS Botswana process and
learnings, and communication of programmatic achievements, learnings and
knowledge on country, regional and global levels. They will be
expected manage relationships with ACS stakeholders, including Government of Botswana,
USAID, civil society and private sector organizations, and ACS core staff to
support moving Botswana towards Universal Health Coverage (UHC). As
ACS’ work continues to grow in Botswana, so will the M&E and Learning
Officers’ scope of work. This position is based in Botswana and will
report to the ACS Botswana Deputy Country Lead and collaborate closely with the
ACS Core Senior Evaluation and Learning Technical Lead.
Responsibilities:
Knowledge Management
- Implement
internal knowledge management processes and consult with Core Team and
partners to determine knowledge gaps and potential knowledge products for
ACS Botswana.
- Collect,
track and document all project level deliverables in our internal KM
system, Summit, and ensure that the system is being actively used by team
members.
- Contribute
measurement and learning data to the Botswana Country Lead to develop
necessary USAID reports.
Learning
- Ensure
that tools for documenting learnings are applied, including process
documentation, vital voices, etc.
- Help
to oversee the implementation of local learning and research agendas and
ensure that they are fed back up to the regional and project level.
- Work
with ACS Core Team staff to help connect ACS Botswana learnings with
regional learning agenda.
- Work
with other project staff to translate learnings into shareable materials
and digestible messaging on lessons learned for different audiences.
Monitoring and Evaluation
- Lead
the development of ACS Botswana M&E reporting
- Collaborate
with ACS Core Team to develop ACS Botswana project metrics and measurement
activities, including theory of change, monitoring and evaluation plan,
and indicators for success that align with our overall monitoring,
evaluation, learning and accountability approach.
- Assist
with developing and implementing a methodology for systematically
gathering data and documenting evidence and lessons learned from
interventions supported by the ACS Botswana project including various
templates and processes.
- Contribute
to the ACS learning and research and ensure utilization of information
generated.
- Ensure
that project implementation is of acceptable quality; timely and according
to the planned schedule.
Strategic Communications
- Develop
and implement ACS communication strategy; ensure it meet the needs of all
key stakeholders to advance work and mission.
- Manage
a schedule for external communications with the team and key stakeholders.
- In
collaboration with Core Technical Team members, supports the production,
layout/design of presentations, concepts notes, briefing materials and
other ACS Botswana communications products.
- Manage
organizational brand through various channels and ensure consistent
messaging and adherence to branding guidelines.
The ideal candidate will be a creative and highly motivated
individual who possesses excellent interpersonal, written and oral communication
skills, has a strong and proactive work-ethic, and can work both
independently and collaboratively as part of a team. They must be able to
successfully manage competing priorities and deadlines to produce high quality
work products such as reports, presentations and other deliverables as
required.
Qualifications:
- A
minimum of first degree in Monitoring and Evaluation, Statistics and
Economics, Public Health, Population studies or related
qualification.
- 5-10
years of relevant work experience in a research institution, government,
bilateral or multilateral development agency, consulting firm, NGO, or
think tank is desired. Master’s degree in related fields will be an added
advantage.
- Enthusiastic

- Proven
capacity synthesizing data into digestible outputs for broad stakeholder
audiences and translate findings into programmatic recommendations.
- Experience
working as a monitoring and evaluation officer for USAID funded projects
in health sector.
- Experience
related to health financing or health systems in developing countries a
plus.
- Knowledge
of and experience in social media, e-communications.
- Desire
to grow skills and personal experience in health financing as a part of
professional development.
- Demonstrated
ability to manage high-level relationships with partner organizations.
- High
level of proficiency in Microsoft Office, particularly Excel, PowerPoint
and Word functions.
- Willingness
for up to 25% international and domestic travel.
- Perform
any other duties as may be required to meet the exigencies of the
organization.
