VACANCY: NON-GOVERNMENTAL ORGANISATION COUNCIL COORDINATOR (1 POST)


Applications are invited from highly talented, proactive, innovative, well experienced and self-driven citizens of Botswana for the vacant position of Non-Governmental Organisation Council Coordinator tenable at the Ministry of Nationality, Immigration and Gender Affairs in Gaborone.
Vacancy Circular No. 2 of 2019
SALARY SCALE: E2 (P373, 152- P388, 236) per annum
LEAVE: 30 working days per annum

BENEFITS:
i) Optional contributory medical aid scheme with the Botswana Public Officers’ Medical Aid Scheme (BPOMAS)- Government pays 50% and employee pays 50%.
iii) A contract of 24 to 36 months, with gratuity at the rate of 30% payable upon expiry of contract.
QUALIFICATIONS
To be considered for appointment, applicants must have at least a Bachelor’s Degree in Social Sciences, Economics, Environmental Studies, Public Policy or related field.

EXPERIENCE
Applicants should have 14 years proven relevant work experience in the relevant field, of which, two (2) years should have been served at equivalent level of D1 in Government, Parastatal or Private Sector.

MAIN PURPOSE OF THE JOB
To provide strategic leadership of the NGO Council.

DUTIES
Strategic guidance and capacity building
• Provides strategic direction and leadership in the development and implementation of the NGO Policy.
• Provide strategic and technical guidance on all relevant issues of the NGO Policy implementation, with particular emphasis on a) promoting dialogue and participation of civil society in policy design, implementation, M&E; b) improving the legal environment of civil society; c) creating conditions for Civil Society
Organization sustainability.
• Provides specific capacity building to government officers responsible for the implementation of different aspects of the NGO Policy.
• Informs, advises and provides technical support to the NGO Council members on all aspects, internal and external, of the implementation of the NGO Policy.
External relations/advocacy
• Facilitates the development of specific advocacy strategies around key elements of the NGO Policy to foster support from relevant stakeholders, particularly decision makers.
• Facilitates the promotion of regular analysis of civil society and development issues, identifying targets, blockers and opportunities to advance the agenda of the NGO Policy.
• Acts as a media spokesperson and lobbyist as needed.
• Establishes productive relations with key individuals in relevant government institutions, CS, foreign and local NGO community.
Coordination, Communication and representation
• Facilitates active and open dialogue between NGO Council, Government and civil society on issues related to national development priorities and civil society enabling environment.
• Ensure continuous effective communication between the NGO Council, its constituencies, relevant stakeholders and the general public.
• Provides mechanisms to ensure effectiveness, accountability and representativeness of members of the NGO Council.
• Establishes good working relations and collaborative arrangements with NGOs, donors, politicians, and other organisations to help achieve the goals of the NGO Policy
• Ensures effective collaboration between the council, local umbrella organisations and international organisations.
• Provides the first port of call for all enquiries on NGO information in Botswana.
