MANAGER, PROJECT QUALITY ASSURANCE


Purpose
To assist management in ensuring all property developed by, or on behalf of the Corporation, is developed in conformance with client and regulatory requirements. The role holder is responsible for, inter alia, assisting in the interpretation of client requirements, as well as the assessment of design documents, and the monitoring and inspection of properties during and after the construction phase.

Principal Accountabilities
Strategy and Policy Development
  • Participate in formulating, execution, reviewing and updating of the BHC corporate strategy in accordance with stakeholder expectations
  • Implement and continuously review BHC's Quality Control/Assurance Programme and Compliance strategy which will ensure the achievement of quality and other service delivery standards
  • Assist management by contributing to the develompment QA procedures and schedules which provide for the random checking of SLA compliance and quality of work
Quality Control
  • Assess customer and/or project requirements, specify quality requirements of materials with suppliers and ensure all work meets or exceeds the contract specifications, construction standards and compliance with statutory and environmental standards
  • Coordinate the QA work schedule, inspection schedule and monitor the performance of quality assurance or quality control inspections
  • Review all inspection and materials testing performed by third party contractors
  • Conduct periodic follow up inspections to ensure that work is proceeding as per set standard and investigate incidents of non-compliance and assist management in resolving queries relating to interpretation of SLAs, imposition of penalties and other remedies relating to non-compliance
Monitoring and Reporting
  • Monitor construction activities and materials delivered to the site as well as performance of contractors
  • Monitor compliance with SLAs and efficacy of processes, systems and procedures to ensure efficient delivery of quality to meet customer satisfaction expectations
  • Verify the use of checklists prior to, during and post project to establish identify issues that affect quality and identify conformance or non-conformance
  • Document quality assurance or quality control reports
Records Management
  • Create, update and maintain a project log and all other project specific quality control reports
Stakeholder Management
  • Assist management by conducting preparatory, initial and follow up meetings or workshops to ensure a common understanding of requirement and schedule or timetable associated with the quality assurance process as well as discuss issues that could affect quality
Performance Management
  • Undertake to complete the sectional Performance Scorecard as required
  • Ensure development of Performance Contracts, monitoring and assessing of employees’ performance
  • Ensure that the section is adequately resourced
General
  • Undertake other such duties as directed by supervisor
Requirements, Education and Experience
  • Bachelor’s Degree in Building Construction, Facilities Management, Estates Management, Engineering or related fields
  • Minimum eight (8) years post qualification experience in building construction/ maintenance, facilities management, contract administration /management or related fields

BHC through its Property Development Department initiates projects through a standard project development cycle which incorporates; project initiation, project definition, project development, project implementation, and project commissioning.
