We are looking for a highly qualified Camp Coordination
Expert, able to assist technically the KRI government in the effective
coordination and information sharing between all actors (government, NGOs and
UN) involved in the current and future refugee and IDP camps in the KRI region.

The Danish Refugee Council (DRC) has been present in Iraq since April 2003. Regionally, DRC is also present in Syria, Jordan, Turkey, Libya and Lebanon. DRC has been ranked as the No. 1 humanitarian organisation in The Global Journal´s Top 100 NGO’s ranking for 2013. The overall objective for DRC in the Kurdistan Region of Iraq is the assistance, protection and promotion of durable solutions to displacement affected populations. In March 2013, DRC started its assistance to Syrian refugees through Non Food Item (NFI) distributions through local partners. In partnership with UNICEF, UNHCR and other humanitarian actors, DRC is now implementing all WASH components in Qushtapa Camp as well as specific shelter/construction work. In February 2014, DRC started assisting local government in Camp Coordination and Camp Management in addition to a range of other projects including livelihoods, mass information and NFI distributions.

Reporting to the Head of Programs the main objective is to support the Erbil Refugee Council with Camp Management and Camp Coordination technical expertise for the effective coordination and information sharing between all actors (government, NGOs and UN) present in Erbil Governorate. This will ensure that all actors are well informed and implementing to common standards and goals. All activities are envisaged to take place in the Kurdistan Region of Iraq (KRI).

Duties and Responsibilities
- Provide
Camp Management and Camp Coordination expertise to the government
authorities dealing with refugee and IDP camps.
- Oversee
coordination in the camps among actors, including government
representatives, UN agencies, international NGOs, national NGOs and other
service providers and refugee groups by taking a leadership role in
existing coordination mechanisms and enhancing the structure where
necessary.
- Support
the capacity development of partner organizations through capacity
assessment and regular trainings.
- Line
manage DRC staff assisting on camp management. This includes recruiting,
coaching, ensuring coordination between staff.
- Develop
and apply strong camp-wide communication strategy to ensure information is
being disseminated to all camp residents using a variety of mediums.
- Work
closely with the government security apparatus, police, camp
administration and the refugees and IDPs community to ensure the security
and safety of refugees and the camps is maintained.
About you
To be successful in this role you must have:
Required qualifications
- At
least 5 years of international practical experience in INGO, among which
at least 2 years in complex emergency contexts.
- Substantial
experience operating in a refugee camp environment, preferably undertaking
Camp Management and/or Camp Coordination activities.
- Extensive
experience working with national partners, local/government authorities,
and UN organisations. Experience with UNHCR advantageous.
Desirable qualifications
- Knowledge
working in the Middle-East advantageous.
- Knowledge
of logistics and procurement processes looked upon favourably.
- Experience
managing community services, youth activities, protection support and
similar humanitarian programmes highly advantageous.
- Experience
in project development and proposal writing.
- Previous
experience with secondments to government bodies is advantageous.
- Proficiency
in Kurdish and/or Arabic is an advantage.
We offer
DRC will offer the successful applicant a 3 months contract, renewable dependent on both funding and performance.

The current security situation in Iraq shifts on a daily basis. However this possition is based in the Kurdistan Region of Iraq, where the security situation is stable with no big restrictions at the moment. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling.
